Helen Bums, Director, County Museum, c'ame in to show the Board two of the 'oldest ptctures of the courthouse that they have on file, and to ask their opinion as to which one of the.m . should bese:nt to the Natlonal Council on Historic Preservation in rela~ion to the N,1tional . Register. She alsoiflvited the Board to visit the museum at their first opportunity. . Jim Cotton presented a petition for the vacation of that 'portion of C'o.Rd.No; 18-16.32; Christney Road ,across Block 4 of the ,Plat of South Port Townsend in' Irondale. He req'tiests 'road'be vacated so that he can relocate, the road on the right-of-way and regain the' uSe ?f the lots now being utilized by the road. ',The Board granted permission for 'Cotton to start construct.,. ion on the relocation,'under the guideance of the County Engineer, and set hearing date.for vacat~on"on May Hl'th by motion of Commissioner Mercer and second by Coinm~ssionerO'Meara.. Eng. Becker presented three copies 'of the 'Washington Futures construction contract for Ute construction of the Hadlock Drop Box Station, , for execution of the Board. The contract .provides for 50%.of the eligible costs up to $19,570. It was moved by Commissioner O'Meara and . sec?nded by Commissioner Mercer for Chairman Brown to. sign the con~ct. , Wayne Dupuis apPeared ,to inquire into'the county's intentions relating"to the 'condemnation' of ' Egan's port'ion of the road in the Plat of William!Heidition. He would like for the county to,' finalize the problem so they can develop more property; Be would also like for ,the county to . 011 the remaining portion of the road. The Board advised they would have to consult with the Pros.; AtbtY. on the road question, and Eng. Becker said he was not certain if the oili.ng c~uld be worked into this years program, but he'would try." . ' '. _ I A claim for refund of personal property taxes was received from Timber Traders , Inc. for the years '1972 and '73, in the sum of $3, 7~3. 26 plus interest. '. :.':::::::~C:o~::>~.<' YOt.. . 1 fAGE410 ~ I , ~, - Minu~es of April 2.lst cc;m't. page 2 ... ,t Foster Beeson, Administrator, EEA/CETA, and Art Enriques, Employment Security Office, appeared to explain the "New Careers Training Program" offered to the disadvantaged, low income or minority persons by the Employment Security Department. They stat~d that basically the program provides an education equivalent to tw~ years of college with an AA degree, plus on the job training of 20 hours or more a week. It pays college tuition, books and fees up to $50 per quarter, transportation at 10? per miie, and a salary of $451 for first six months ($113 by the county); $495 for second six months ($124 by the county); $519 for third six months ($260 by the county); and $544 for final six months ($272 by the county). At the end of 'th~ two years, the enrollee would be eligible for an "entry-level professional position" and the county would pay the full salary of $600 per month or mor\: Prereguisites are: ,~ll_!.he enrollee must meet the OEO poverty guidelines according to the number of members in :their family'; and (2) Enrollee must have no more than one year of co1'lege dr 45 credit hOl.!rs. The Board took all information under advisement for possible implementation of the ~ro- gram. Doug Shean, from Burrows Corp., set up an appointment with the Board for Monday, May 5th, at 2:30p.m., to present a proposal for equipment for the auditors office. Chuck Hays, Traffic Safety Commission, advised the Board of some of the latest types of safety activities and funding programs in which they're involved with various counties' and cities in the state. He presented, among other things, a copy of a comprehensive plan which willeventually be required from all counties; and ,a brocht,U'e of their orqainzation shOWing , Commissioner Gordon Neilson, from Benton County, as repre'sentative for the county commis- sioners. . He notified that all FY-75 funds are ear-marked and the only remaining funds available are for skid 'resistance studies and inventories. He is trying to initiate siminars so the couil.tie~ can get together and compare problems and solutions, and Eng. Becker suggested the meetings be correlated with the Assoc. of Counties meetings for greater convenience. Sheriff Hansen advised that he will be replaCing the gas stove in the jail kitchen with an institutional type cooking range next January, so the courthouse will only need a small gas container to supply the furnace instead of a tank. ' Business from the Plan. Dept: (1) Correspondence from the Plan. Commission re: Exemptions from Uniform Building Code for Garages. Iftter states they understand the concerns of the Health and Building , Departments, but if permits are required for garages, it would lead to an impOSSible regulatory situation for the county. They voted unanimously to have garages remain exempt from the permit requirements. Board concurs. . (2) "Shoreline Management Permit AppUcationNo. 5-75, ITT Rayonier. Cunningham said the application had again been presentedprlor to the termination of the 30-day review period and asked that the previous approval be reaffirmed. Moved by Commissioner Mercer and seconded by Commissioner O'Meara to reaffirm approval of Shoreline Management Permit No. 5-75. Unanimous (3) Final pIal approval for Pleasant Tides, Div. II. Due to all requirements of pre- " liminary plat approval having been met, the final plat of Pleasant Tides, Div. II, was approved and Signed by motion of Commissioner O'Meara and second by CommissioI!er Mercer. Unanamio( , I Eng. Becker requested permiSSion to call for bids for furnishing one Track Type, 190 Horsepower front loader for the Dept. of Solid Waste.. By motion of Commissioner O'Meara and second by Commissioner Mercer, bid opening was set for May 19th at 10:00a .m. . . I Auditor, Betty Temple, briefed the Board on a presentation she is preparing on the monthly fee for a Xerox 75, which would have the qualifications of taking alot bigger paper than the regular .
