10:00a.m. Meeting called.to order by Chairman B.G. Brown with all members present.
Bid Opening: For the furnishing of six (6) Compactor Type Drop Boxes (Solid Waste Packer,
Containers)

Moved by Commission'er O'Meara and seconded by Commissioner Mercer for Eng. Becker t<!l
check totals for possible errors. Unanimous' . Becker returned to advise that totals were
correct as presented, but recommended that the equipment of the three low bidders be inspected
before awarding the bid to be assured that it meets the speciIications and needs of the county.
The Board concurred and 4nanimously voted to delay the bid award until th~y and Eng. Becker
can personnaly inspect the DropBoxes.
Clerk, Mary Norwood requested permission to purchase a microfilm camera from the Clerk's
office" in Clallam County. for the amount of $115 , Purpose of thecameta would,l:;>efor the'
filming of documents that go into the books of rehdrd. She said the camera would be a,great
time saver and more economical than their present method of recording . Chairman Brown
advis,ed that a resolution would be drafted for signing next Monday setting a hearing date for
an emergency budget extension.
The Board discussed a request from Paul Nichol, Clear-Vue Helicopters, for use of Memorial
Field on May 17, 1975, to sellhelicoptef rides. Commissioner O'Meara stated that he 'had
received verbal approval from the Chairman of the Rhododend.ron Festival Committee . Itvyas . .

The minutes of April '14th were approved as written by motion of Commissioner Mercer a~d.

Business from the Planning Dept:.
(1) Setting of meeting date on the proposed Preliminary Plat of Rondelay Meadows:
Moved by Commissioner Mercer, seconded by Commissioner O'Meara to set date for MaY-5th.

(2) Shoreline Management Permit Application submitted by the Wa. St. Assoc. of Bait
Herring Fishermen: Shoreline Management Advisory Committee recommends ,holding a public
hearing on the application because of all the controversy over the proposed anchoring ofherrl1'1g
moorage pens in Port Ludlow Bay and Squamish Harbor. Moyedby Commissioner Mercer and
seconded by Commissioner O'Meara to set hearing date for May 12th at 10:30a .m. Unan,
('3) Shoreline Management Application No. 1-75, Kala Point Development Co.; and
No. 32-74, Port of Port Townsend:Chairrrian Brown signed notice to the Dept. of the Army,
Corps of Engineers that shoreline 'management permits have been reviewed and approved for
both projects. '
A letter wa,s received and read from Mr. & Mrs. Victor C. Dasher relating fQ~the Clearwater
Drop Box Station. They state opposition to the sitebe<?ause\of it being adjacent to their
property. Commissioner O'Meara will contact them to discuss the situation ~

Dist. Sanitarian, Randall Durant submitted a letter and a packet of all past correspondence
relating to the proposed method of sewage disposal for the Hermitage Campground being
developed by the Evergreen Environmental Development Corp. He advised that more information
is being sent by the Dept. of Ecology and should be received by next Monday. In light of this,
it was moved by Commissioner Mercer and seconded by Commissioner O'Meara to delay action
on Evergreen's request for a letter of intent. Unanimous
Pros. Attny. Howard submitted a copy of the Memorandum Opinion in connection with Jefferson
County v Richard G. McCann, etal; and discussed theroUowing with the Board:
(1) Medical Insurance coverage that the Commissioners have with Teamsters Union
Local 589; and
(2) Petition for personal property tax refund from Timber Traders, Inc. - Pros. Attny.
Howard will draft a form for the Board's use as a II Motion and Order Tax Refund II for this and
all future petitions so that it will all be in writing.
Auditor, Betty Temple discussed the need for replacement of her bookkeeping machines. She
is compilbig figures on the present and projected costs to the county, and. recommends II in
house control" as a more economical approach for the future.
Chairman Brown signed a letter addressed to Robert Moch confirming approval of the use of
County Parks property in Quilcene on June 12th, and Memorial Field on June 13th & 14th by
the 1776 Dog and Pony Circus.
The remaining correspondence was reviewed with little or no comment as follows:
A revised cost projection for the Tri-Cities Multi-Service Center from Alan C. Keimig.
Request for information from Leona Campbell re: Notification of Hearing date relating
to a shoreline management application for permit - referred to the Planning Dept.
Request for information from Mrs. Gerard A. Fran,chimon re: Building Code - referred
to the Building Dept.
Request for funds from the Director of the County Historical Society for the establishment
of a Resource Center - to be considered at time of hearing on May 5th.
, Letter from the Manager, Port of Port Townsend re: Joint Marina-park Complex Project -J
referred to the Planning Director.
Letter from Lucius H. Biglow, Jr. Attny. re: American Campgrounds, Inc.; Application
for Class EF licenses, Discovery Bay. (No objection by the Board)
Questionnaire from the office of State Fire Marshal re: State Building Code Act.
Copies of the 1974 Annual Reports for the County's Mental Health, Mental Retardation
and Alcoholism Programs, from the Coordinator, Director.
Copy of letter to Mrs. Helen Dent from the Dist. Sanitarian re: Rondelay Meadows.
Four county trust land transmittal of funds from the Dept. of NatUnll Resources re:
(1) $112.50 from Ollie Stamper; (2) $52.50 from Ronald E. Watz; (3) $56.25 f~om Harvey
Kilmer; and (4) $ 75 from Margaret Meyer.
Quarterly report from the North Olympic Library System and notice of resignation from
NOLS and new professional position.
