Vice-Chair Grace called the May 16,2024 meeting of the Jefferson County Board of Health to order at 2:33 p.m.
A quorum was present.
Members Present: Vice-Chair Amanda Grace,Members Greg Brotherton,Heidi Eisenhour and Kees Kolff.
Staff Present: Staff Members Denise Banker,Dr.Allison Berry,Michael Dawson,Alisa Hasbrouck,Barb Jones,
Apple Martine and Veronica Shaw.
PUBLIC COMMENT
Vice-Chair Grace called for public comment.
Members responded first to written comments concerning possible air and water hazards posed by the concrete
batching plant proposed for construction in Gardiner.
Secondly, a commenter expressed concern about the difficulty of negotiating the county website to find clear
information about the Board of Health meeting.
Commenter also mentioned publications drawing a causal link between COVID vaccines and long COVID.
Members and staff responded to commenter's concerns.
APPROVAL OF AGENDA
Vice-Chair Grace called for a motion to accept the agenda for May 16,2024.
• MOTION: Member Eisenhour moved to approve the agenda as amended. Member Brotherton seconded the
motion,which carried by a unanimous vote.

APPROVAL OF MINUTES
Vice-Chair Grace requested a motion to approve the minutes of the April 18,2024 meeting.
MOTION: Member Brotherton moved to approve the minutes. Member Eisenhour seconded the motion,which
carried by a unanimous vote.
OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson County Public Health(JCPH)Report
Staff Member Martine reported on what JCPH is doing and what it will do,describing motivational interviewing
training for JCPH staff,the climate summit for county departments, activities of the new epidemiology-assessment
team,and the upcoming Behavioral Health Advisory Committee retreat to discuss use of opioid settlement funds.
2. Jefferson Healthcare Report
Dr. Kolff provided a brief report on the progress of the hospital's facility replacement and expansion project.

3. Infectious Diseases Update
According to Dr. Berry, COVID continues to be moving into a seasonal pattern(with a small uptick in wastewater
indications of COVID). Locally,pertussis has appeared. Avian influenza remains an animal health emergency(dairy
cattle)with low risk to the human public.
NEW BUSINESS
1. Board of Health Representative—Public Health,Health Care Facilities,and Providers
Announcement: Board Member Aislinn Palmer,representing the City Council, is moving out of county. City Council
will delegate another member to the Board of Health.
The position on the Board for"Public Health,Health Care Facilities, and Providers,"currently occupied by Dr. Kolff,
expires May 31,2024. The Board of Hospital District No. 2 will make a recommendation regarding filling the seat.
2. Updates to WIC Food Package
Karen Obermeyer, WIC Coordinator at JCPH,provided an overview of the WIC Program(Special Supplemental
Nutrition Program for Women,Infants, and Children), its benefits to women and children in Jefferson County, and
recent innovations to the program.
3. JCPH Childhood Lead Testing Program
Karen Obermeyer announced the local launch of the Washington State Lead Poisoning Prevention Program, and
described the risks of early childhood exposure to lead. Dr. Berry provided supporting information.
4. Environmental Health—Community Success Story
Becca Maurer,Code Compliance Specialist for Environmental Health, provided a slideshow illustrating the successful
solid waste cleanup of a long-neglected private property,and described various factors that came into play to ensure
the favorable outcome.
5. Long COVID
Dr. Berry presented concerning the"mass-disabling event"—long COVID, affecting roughly 10%of those infected
by COVID. Dr. Berry discussed risk factors, symptoms and pathology, efforts targeting treatment,and prevention
measures. Discussion ensued.

AGENDA PLANNING CALENDAR
The Agenda Planning Meeting for the next regular meeting of the Board will be held on June 14, 2024 at 10:30 a.m.
The next regular Board of Health meeting will be held as a hybrid meeting on Thursday,June 21,2024 from 2:30
p.m.—4:30 p.m.
ADJOURNMENT
Vice-Chair Grace adjourned the May 16,2024 Jefferson County Board of Health meeting at 4:24 p.m. until the
next Regular Meeting or Special Meeting as properly noticed.
