To recap, I wrote a letter to PUD commissioners (including Commissioner Toepper) on Jun 10 about the neglect of deed restrictions on a PUD property and have not heard back. The issues
include clear cutting and removing housing from the market. I include the letter below and supporting documentation attached (renewed with this email). I wonder if you might have advice
on how to proceed?

Thank you for all your hard work in service of our community--keeping the power on, keeping our water clean and flowing, and expanding broadband access. I imagine you might hear more
complaints than compliments, so just want to say, your service is valuable and appreciated.
And, I do have a concern that I would like to hear your perspective on.
PUD owns two homes that have been rented to locally employed citizens in good standing for 10 and 20 years each. As of a couple weeks ago, PUD opted not to replace the septic systems
on those homes and thus not to renew the leases to these renters, despite renters' offers to fund the septic replacement themselves.
The property where they live (tax parcel #801061004) retains deed restrictions that seem to have gotten lost in the shuffle. One deed restriction states, "The Grantee shall maintain
the property in its current state of development." (See attached Peterson Deed Restrictions, p. 3d) I would interpret this to mean replacing the current septic system, rather than rendering
otherwise usable housing unlivable. Do you strive to uphold deed restrictions? What are your thoughts on the situation?
Given these deed restrictions and the current housing crisis, will PUD reconsider the decision to remove housing from the market? Could PUD fulfill their deed obligations, and allow
these citizens to renew their leases for the homes?
Another deed restriction on the same land states, “The Grantee may selectively harvest, cut or sell the timber on the land, but may not clear-cut the timber." (p. 3c) In 2020 and 2022,
PUD clearcut a total of 32.6 acres of 100 year old trees on this property. In addition, the Department of Natural Resources (DNR) initially denied the 2022 logging permit for failing
to account for riparian management zones (RMZ). DNR then approved an identical permit re-application that also did not address RMZ. (See attachments)
How might clear cutting against deed restrictions and initial DNR recommendations be mended? Could PUD partner with the DNR to protect an in-kind parcel of equal size and age? Could
PUD partner with Jefferson County Land Trust to prevent future oversights?
Other restrictions on the land include:
"The grantee shall not develop the land, or any portion thereof..." (p. 3b) and
"The grantee shall not allow camping..." (p. 3e)
Please keep all the restrictions in mind as you decide the best use of this land.

Have you reached out to Commissioner Brotherton or, specifically, PUD Commissioner Dan Toepper? This property is in District 3 and both of them may already be familiar with this issue.
One site specific issues we try to have the related commissioner help out. Copying them both here.
Also, the attachments didn’t come through with your first msg and in looking at the county parcel viewer I can’t find the documents you mention.
Finally, ironically, a neighbor mentioned this issue at a memorial service I attended last week.
