MINUTES
Lodging Tax Advisory Committee(LTAC)
Special Meeting Minutes May 10,2024—11:00 a.m.
Jefferson County Commissioners Chambers
(Hybrid)
Members: Chair Greg Brotherton, Diana Smeland,Amy Neil,Kevin Wooley and Tara McCauley
Staff: LTAC Clerk Adiel McKnight
CALL TO ORDER Chair Brotherton called the meeting to order at the appointed time.
Members Smeland, and Wooley were present. Also in attendance: County Administrator Mark
McCauley.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments and no
comments were received. The Committee discussed written comments received.
APPROVAL OF MINUTES: Special Meeting Minutes of May 1,2024: LTAC Members
discussed edits to the May 1, 2024 meeting minutes.
At the top of page 2, it reads: "After discussion, Member Neil moved to approve the proposed
slate of funding for 2025 and send recommendations to the Board of County Commissioners.
Member McCauley seconded the motion. Chair Brotherton opened the floor for public comments
and one comment was received. Chair Brotherton called for a vote on the motion. The motion
carried by a unanimous vote."
It should read, `After discussion, Member Neil moved to approve the proposed slate of funding
for 2025 and send recommendations to the Board of County Commissioners. Member McCauley
seconded the motion. Chair Brotherton opened the floor for public comments and one comment
was received. Chair Brotherton called for a vote on the motion. Members Smeland, Neil, Wooley,
and McCauley voted in favor of the motion. Chair Brotherton voted against the motion. The
motion carried.
On page 2, under CONTINUED DISCUSSION and POTENTIAL ACTION re: Managing
supplemental funds available: it reads: Member Wooley moved to not grant supplemental
funding and wait for the normal annual RFP process for 2025. Chair Brotherton seconded the
motion. Chair Brotherton opened the floor to allow for public comments and two comments were
received. Chair Brotherton called for a vote on the motion. Member Wooley voted in favor of the
motion. Chair Brotherton, Members Smeland,Neil and McCauley voted against the motion. The
motion did not pass. Member McCauley left the meeting early.
It should read: "Member McCauley excused herself from the meeting at 12:36 p.m. "
"Member Wooley moved to not grant supplemental funding and wait for the normal annual

floor to allow for public comments and two comments were received. Chair Brotherton
called for a vote on the motion. Member Wooley voted in favor of the motion. Chair
Brotherton, Members Smeland, and Neil voted against the motion. The motion did not
pass".
During discussion of the May 1, 2024 minutes, it was noted that doing the vote for annually
funding project, Member McCauley should have abstained from voting. The LTAC members
agreed to take a re-vote on the motion at a future meeting.
Member Smeland moved to approve the Special Meeting Minutes of May 1, 2024 with the
discussed edits. Member Wooley seconded the motion. The motion carried.
CONTINUED DISCUSSION re: Supplementary RFP for 2024: County Administrator Mark
McCauley presented the LTAC budget to the Committee and answered questions proposed by the
committee. After discussion the consensus was there were no funds available for a supplemental
in 2024. Member Wooley moved to not have a supplemental RFP for 2024. Member Smeland
seconded the motion. Chair Brotherton opened the floor for public comments and no comments
were received. Chair Brotherton called for a vote on the motion. The motion carried.

• Budget recommendations
• Legal analysis on base recommendations for 2025
• Re-vote of the base recommendations for 2025
• RFP contract reporting process
CLOSING REMARKS: Member Wooley thanked County Administrator Mark McCauley for
the data analysis.
ADJOURNMENT: Chair Brotherton adjourned the meeting at 11:29 a.m. until the next regular
or special meeting as properly noticed.
