“Citizen” strongly suggests that immigrants are not welcome to access this public information.
As an immigrant myself, I always find the use of the term “citizen” in the context of any government action to be a thinly veiled threat.
Yes, “citizen” has several meanings in our language, and doesn’t always refer to a person who holds American citizenship, but there are other, less restrictive words that will serve
the purpose equally well.
I suggest PUBLIC.
