HomeMy WebLinkAbout061124MS DRAFT LTAC MINUTES Lodging Tax Advisory Committee (LTAC) Special Meeting Minutes June 11, 2024 – 1:00 p.m. Jefferson County Commissioners Chambers (Hybrid) Members: Chair Greg Brotherton, Diana Smeland, Amy Neil, Kevin Wooley and Tara McCauley Staff: LTAC Clerk Adiel McKnight CALL TO ORDER: Chair Brotherton called the meeting to order at the appointed time. Members Smeland, McCauley, and Wooley were present. Member Neil joined the meeting shortly after it started and 1:32 p.m. PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and two comments were received. Chair Brotherton responded to the public comments received regarding the Olympic Peninsula Tourism Master Plan, and tourism landscape in Jefferson County. He reviewed other uses for LTAC funding and relayed that the Board of County Commissioners (BOCC) would like recommendations from LTAC on this. CONTINUED DISCUSSION re: Capital needs for the Gateway Visitor Center: Chair Brotherton explained that there was a request from Gateway Visitor Center for $84,000 in funds in 2025. Per RCW they will need to submit an RFP, when it becomes available. DISCUSSION re: Budget recommendations with low attendance: Chair Brotherton advised there was nothing to discuss on this topic. DISCUSSION re: Legal analysis on base recommendations: Chair Brotherton referenced the memo sent out to LTAC members explaining the various disconnects between various parts of RCW.67.180., MRSC opinion, case law, and our own Legal Counsel support, and he recommended an application process for receiving LTAC funds. LTAC Members agreed that they will not be moving forward with a base line budget recommendation to the BoCC. Legal advice received in regards to Member McCauley voting on LTAC proposals was that she should recuse herself from voting on awards to JCHS. Member Wooley and Member Smeland, do not have the same conflict, since they make less than $1,500 from their associations. DISCUSSION re: Review of Olympic Peninsula Tourism Master Plan (OPTMP) 2024-2029 and JCC 3.25: LTAC Members discussed Jefferson County Code 3.25 and RCW 67.28.1816 in regards to what types of funding LTAC revenue can be used for. Chair Brotherton asked for a volunteer to break down the Olympic Peninsula Tourism Master Plan (OPTMP) to present to the members at a future meeting. Chair Brotherton will work with Debbie Wardrop and Marsha Massey on a break down, and share how they got the results and what the implementation expectations are for the 5-year plan. Chair Brotherton noted that if the County forms a Public Facilities District (PFD) for an aquatic facility, there will need to be administrative overhead, and LTAC funds could be used for that. 2 DISCUSSION re: RFP contract reporting process: Chair Brotherton proposed requesting LTAC recipients provide a 5-minute report on how they are using LTAC funds. LTAC Members noted they like to receive updates, but would also like to review their quarterly reports. Clerk McKnight will provide LTAC members the quarterly reports. FUTURE MEETING AGENDA ITEMS: • Adding special meetings one hour every other week • Chair Brotherton will prepare homework assignments for LTAC members to review RCW CLOSING REMARKS: • Tara McCauley and Kevin Wooley terms expire July 23, 2024: Chair Brotherton informed the members that if they wish to continue to serve on LTAC, to send an email indicating such, and staff will advertise concurrently • Kevin Wooley shared a photo of Olympic College Alumni Diana Smeland, Class of 82 ADJOURNMENT: Chair Brotherton adjourned the meeting at 1:59 p.m. until the next regular or special meeting as properly noticed.
