Do not open attachments or click on links if you are not expecting them. First, I apologize for missing the meeting yesterday. I fully intended to be there. Unfortunately, something came up with on of the youth we work with in the Extended Foster Care program. Oh, Matine and Anna....this is so incredible and music to my ears! I have dreamed of every school district having one person who worked with foster and kinship care children youth and families as well as children youth and families eligible for McKinney-Vento services, and youth experiencing truancy and other attendance issues. These situations and circumstances are so often connected. This could even be a person who could be shared between districts in close proximity like Port Townsend and Chimacum, as well as Brinnon and Quilcene. As a former teacher and behavior interventionist, I believe we must serve the whole child, and the families who care for them, if there is any possibility of supporting the trauma-informed learning process in our schools. As you may know, every school district must have a person designated as the Foster Care Liaison. (RCW 28A.320.148 - Foster care liaison and building points of contact. Each school district must designate a foster care liaison to: Facilitate district compliance with state and federal laws related to students in out-of-home care.) Unfortunately, in many districts, this is a responsibility that is added to an already too long list of responsibilities. McKinney-Vento Act <https://ospi.k12.wa.us/student-success/access-opportunity-education/students-experiencing-homelessness/mckinney-vento-act> also requires that there is a liaison designated in each district to facilitate and coordinate services for the children, youth and families who qualify for the services (a federal law that ensures immediate enrollment and educational stability for homeless children and youth). The McKinney-Vento Act defines homeless children as "individuals who lack a fixed, regular, and adequate nighttime residence." Finally, as I have watched youth involved in the truancy process, I have been struck by the 'truancy recidivism'. The court is not always the best place to discern the causes of truancy, or provide well thought out ways to support school staff, and children, youth and families as they struggle with school attendance. I am so encouraged by the recognition of the need for more funding for this vulnerable population and for the school staff that serve them under difficult circumstances and few resources. If it is appropriate, this is something that I would like to be involved as the program rolls out in Jefferson County. Thank you so much! From preventive and behavioral health care to physical care, school-based services offer families and students convenient care from trusted partners where children learn and grow. These services have a track record of advancing children’s health and improving educational outcomes.
