Fischbach Clerk of the Board: Lorna Delaney MINUTES Week of August 20, 2007 Commissioner David Sullivan called the meeting to order in the presence of Commissioner John Austin. Chairman Phil Johnson had an excused absence. PUBLIC COMMENT PERIOD: The following comments were made by citizens. A request was made that the County Administrator's Briefing Session be scheduled after the Public Comment Period rather than at I :30 p.m.; oil pollution runoff from Highway 101 is contaminating shellfish beds; runoff from the City of Port Townsend is the largest source of pollution of saltwater in the County; the Planning Commission's deliberations are not addressing fundamental policy questions or how to enforce and administer the Critical Areas Ordinance which means that the Commissioners will have to address these issues during their part of process; and a request was made that the County Administrator Briefing Sessions, scheduled on Monday afternoons, have a written agenda. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Austin moved to approve the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried. 1. RESOLUTION NO. 78-07 re: Updating the Working Capital Reserve Requirement for Each County Fund for Years 2007 and 2008 2. RESOLUTION NO. 79-07 re: Naming a Road; Kingfisher Place; Irondale Acre Tracts; Tukey Investments, LLC 3. AGREEMENT NO. E08-24 re: FY08 Wire line and Wireless E911 Operations; JeffCom; Washington State Military Department 4. AGREEMENT re: Washington Teamsters Welfare Trust Subscription Agreement for Health and Welfare Benefits Provided in the Teamsters' Collective Bargaining Agreement for Jeff COM and Sheriffs Office Administrative Employees; Teamsters Local No. 589 5. Payment of Jefferson County Vouchers/Warrants Dated August 13,2007 Totaling $478,220.49 6. Payment of Jefferson County Payroll Warrants Dated August 20, 2007 Totaling $97,821.22 and AlP Warrants Done by Payroll Dated August 6,2007 Totaling $138,038.75 and Dated August 20,2007 Totaling $18,196.39 Page 1 Commissioners Meeting Minutes: Week of August 20, 2007 7. Letter of Support for Jefferson County Domestic Violence/Sexual Assault Program Grant Application; Jefferson County Domestic Violence/Sexual Assault Program APPROVAL OF MINUTES: Commissioner Austin moved to approve the minutes of the August 13, 2007 as presented. Commissioner Sullivan seconded the motion which carried. COMMISSIONERS BRIEFING SESSION: The County Administrator discussed the following items. · There will not be a County Administrator's Briefing Session today. · There was an article in a Seattle newspaper about the designation ofWSU/Extension as the Associated Development Organization (ADO) for economic development in Jefferson County. WSU staff met with the State Department of Community, Trade and Economic Development last week. The State has increased the funding amount for the ADO this year. · All the County Departments who are required to sign off on the Seventh Day Adventist Camporee have agreed that the permit can be approved with conditions. Staffwill contact the neighbors at Discovery Bay one more time before the County's final decision is issued. · The announcement for the first scoping meeting for the Pit-to-Pier Project Environmental Impact Statement will be advertised this week in the newspaper. The meeting will be held at Fort Worden Commons on September 27. · The State has not contacted the County yet about when the increase in the Distressed Counties Sales Tax will be implemented. The ordinance was approved several weeks ago with the hope that it would become effective on August I. · The Jamestown S'Klallam Tribe has suggested September or October for their meeting with the Board. They have also asked if the Board is willing to meet on a Saturday. The Board agreed. HEARING re: Road Name Change; McKinley Street in Irondale Acre Tracts to Graceland Way: Commissioner Sullivan opened the public hearing. Kelli Larson, Public Works, reported that this petition was submitted at the request of emergency responders because there is a McKinley Street in Port Townsend. The Department is recommending that the road name be changed to Graceland Way which is the petitioner's first choice. Commissioner Sullivan opened the public testimony portion of the hearing. Page 2 Commissioners Meeting Minutes: Week of August 20, 2007 Mike Belenski, stated that staff said that emergency responders requested the road name change but the name on the paperwork says that Tukey Investment, LLC is the petitioner. Why doesn't the paperwork include payment of the $39 fee? Information on the County's web site said that 50% ofthe property owners on a road must sign the petition. There is only one person who has an address. There isn't any written documentation that there were no comments. Was this mailed to everyone on the road and was the $39 fee paid? Kelli Larson clarified that the petition was submitted by Tukey Investments because they are starting to develop in that area and before addresses are assigned, they were told that they would need to change the road name. The petition was signed by the only person with an address on the road and was accepted. Tukey Investments paid the $39 fee as part of a large transaction for several road name changes that have been on the agenda over the last few weeks. She has the receipt in her file. The agenda bill states that no other comments were received. Hearing no further comments for or against the road name change, Commissioner Sullivan closed the public hearing. Commissioner Austin moved to approve RESOLUTION NO. 80-07, changing the name of McKinley Street in Port Hadlock to Graceland Way. Commissioner Sullivan seconded the motion which carried.
