There is no excuse, period, for allowing any county funds to be used to purchase any non-EVs for ordinary uses, such as the $38,434 one purchased for noxious weed control.

Simple version:
“It is the policy of Jefferson County that no public funds shall be appropriated for the purchase or lease of any ICE (internal combustion engine) or hybrid-electric vehicle whenever
a functionally equivalent BEV (battery electric vehicle) is available unless (1) no BEV exists that meets the expected workload demanded (e.g., specialized construction, cargo capacity,
passenger capacity, single-trip travel range,) for the vehicle or (2) the only possible fuel source for the vehicle is H2 (hydrogen) and the regular source of the H2 fuel is certified
to have been produced solely from renewable sources of energy.”
One of the few things that county commissioners have direct control over is the budget. If any branch of county government fails to comply with the county policy, use that “power of
the purse” to enforce the policy.
