Call to Order and Roll Call – Tracy Grisman, Chair Committee Members Present for Roll Call Heidi Eisenhour, County Commissioner Tracy Grisman, Chair & District #1 Steve Chappuis, District #2 Don Rhoden, District #2 Tim Deverin, District #3 Joey Deese, Waste Connections Glenn Gately, Conservation District Alysa Thomas, Skookum Site Manager Committee Members Absent Steve King, City of Port Townsend Staff Present Al Cairns, Solid Waste Manager Chris Spall, Public Works Support Staff Laura Tucker, Public Health - Solid Waste Educator Guests/Visitors: Blake Nelson, Ecology – Southwest Regional Office There is a quorum. 2. Public Comment: None 3. Approval/ Correction of previous meeting minutes. Under Staff Reports, Solid Waste Education, change first part to read “Contamination Reduction Outreach Program.” No other changes requested. Tracy called for a motion to be made to approve the minutes. Steve made the motion to approve the minutes with the change and Don seconded the motion. The minutes were approved. 4. Committee Reports (No sub-committees formed) 5. Staff Reports (Q&A on Staff Report) – There was discussion about the report: Related to the Transfer Station Replacement Meeting Planning Process, Al said that given the overlap of SWAC and the solid waste facility planning process, the Solid Waste Facility Task Force meetings would be held as BoCC workshops. These workshops will substitute for the SWAC meetings that will need to be cancelled due to limited staff resources and the critical focus on facility replacement. 6. Old Business (None) 7. New Business Q&A with staff. Al and members of the SWAC answered a variety of questions about the Solid Waste Program that were asked mostly by the two newest members of the SWAC. There was a lot of discussion as answers were given. 8. Partner Updates a. Artist in Residency Program (Tracy Grisman) – A Call for Artist for 2024 has been made https://aireatthetransferstation.com/. The newspaper may do an article on this soon. b. Skookum Contract Services (Alysa Thomas) – Commodity pricing is looking better than it has in a while. New hook truck ready in April. c. Waste Connections (Joey Deese) – Getting back on track from the winter weather. No new updates. Everything going smoothly. d. City of Port Townsend – No one from City in attendance. e. Solid Waste Education (Laura Tucker) – Covered in staff report 9. Future Agenda Items - Tracy suggested that when reporting on something to include how the item connects or follows the triple-bottom-line philosophy that Al has talked about in previous SWAC meetings.
