MINUTES Lodging Tax Advisory Committee (LTAC) Special Meeting Minutes June 28, 2024 – 10:00 a.m. Jefferson County Commissioners Chambers (Hybrid) Members: Chair Greg Brotherton, Diana Smeland, Amy Neil, Kevin Wooley and Tara McCauley

CALL TO ORDER: Chair Brotherton called the meeting to order at the appointed time. Members Smeland, Neil, and Wooley were present. Member McCauley joined the meeting at 10:07 a.m. PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and no comments were received. APPROVAL OF MINUTES: Member Wooley moved to approve the Special Meeting Minutes of May 10, 2024 as presented. Member Smeland seconded the motion. The motion carried. DISCUSSION re: RFP contract reporting process: Forks Chamber of Commerce: Forks Chamber of Commerce Lissy Andros shared her reporting process, how the LTAC funds have
impacted their agency, and answered questions posed by the Committee. She explained that Forks Chamber of Commerce (FCC) progress is tracked by how busy the town is, and how many visitors come through it. She stated that there are about 65,000 visitors with an annual cost of $800,000. She thanked LTAC for the funds. DISCUSSION re: Review Lodging Tax RCWs: Commissioner Brotherton provided a
presentation on the following topics:
• Revised code of Washington (RCW) 67.28.180
• 37.18.1815-1806 Lodging Tax Advisory Committee rules on formation and
recommendations
• 67.28.181 which allows Jefferson County to add 2% on top of the base rate for a total excise tax of 4% on transient lodging in unincorporated Jefferson County Member Smeland advised that on May 26, 2022, the committee discussed using LTAC funds for affordable housing. In that discussion, the committee agreed that LTAC could not fully fund Affordable Housing requests, but would be able to assist. They discussed that those programs
have other avenues for funding.
DISCUSSION re: Review Jefferson County Code 3.25: Commissioner Brotherton provided a presentation to review County Code. DISCUSSION re: Review San Juan County LTAC: The Committee discussed San Juan County’s LTAC procedures, composition, and their Master Plan for Lodging Tax Facilities Grant
Program. Commissioner Brotherton will follow up on San Juan County’s LTAC rewards and
requests over the past few years.

DISCUSSION re: July 26, 2024 meeting date and time: Clerk McKnight informed the Committee that there was not a location available for the July 26, 2024 meeting. After discussion, Clerk McKnight stated will reserve the location of the Resort at Port Ludlow, which is located at One Heron Road, Port Ludlow Port Ludlow. FUTURE MEETING AGENDA ITEMS:
• RFP process
• Discussion re: using a percentage of funds for new events each year
• LTAC Master Plan for Jefferson County
• Representation from each district
• Annually review of a long-range plan
• Follow-up on San Juan County’s LTAC requests and rewards over the past few years
• Other County’s LTAC process’s
CLOSING REMARKS:
• Clallam County’s LTAC procedures to be discussed at the July 12, 2024
• OPTC staff Marsha Massy and Debbie Wardrop will provide a presentation on July 12 or July 26, 2024
• TCC will present on RFP contract reporting process, July 26, 2024
• Hope to have recommendations for Jefferson County LTAC by August 9, 2024 or August 18, 2024 LTAC meeting NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 10:58 a.m. until the next regular or special meeting as properly noticed. Respectfully submitted by:
