MINUTES Lodging Tax Advisory Committee (LTAC) Special Meeting Minutes July 12, 2024 – 10:00 a.m. Jefferson County Commissioners Chambers (Hybrid) Members: Chair Greg Brotherton, Diana Smeland, Amy Neil, Kevin Wooley and Tara McCauley

CALL TO ORDER Chair Brotherton called the meeting to order at the appointed time. Members Smeland, Neil, and McCauley were present. Member Wooley joined the meeting shortly after it began at 10:05 a.m.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and no
comments were received.
APPROVAL OF MINUTES: Member Smeland moved to approve the Special Meeting Minutes of June 11, 2024 as presented. Member Neil seconded the motion. The motion carried.
PRESENTATION and DISCUSSION re: Olympic Peninsula Master Tourism Plan: Olympic Peninsula Visitor Bureau Executive Director Marsha Massey, and Tourism Master Plan Project Manager Debbie Wardop presented on the Olympic Peninsula Master Tourism Plan and answered questions posed by the committee. They discussed ideas to making Jefferson County a
four-season destination location.
5 long-term impacts:
• Robust four-season economy
• Global brand recognition
• Tourism provides economic opportunity for all
• Improved Tribal Tourism collaboration
• Reliable public and private transportation 5 short-term goals:
• Promote “Why the difference is worth the distance”
• Promote “How the Olympic peninsula is more than a park”
• Promote staycations to increase spring, fall and winter business
• Make visitors feel more welcome with new signage and branding
• Improve mobility options to help support local businesses
Other goals and priorities:
• Improve efficiencies
• Consider additional funding modes
• Create two new positions: 1) Business development; and 2) Content development

DISCUSSION re: RFP contract reporting process re: Emerald Towns Alliance: Fjord Fest Chairperson Belinda Graham stated that Emerald Towns Alliance has transitioned into Fjord Fest. She explained how and why they switched from Shrimp Fest to Fjord Fest and how they have utilized LTAC funds. She answered questions posed by the committee.
DISCUSSION re: Reviewing RFP processes of Washington Counties: Chair Brotherton
presented on San Juan County’s RFP process and other information on 2024 funding. He also presented on Clallam County’s LTAC RFP process, which is very similar to Jefferson County’s process. FUTURE MEETING AGENDA ITEMS: Upcoming special meetings
• Jefferson County Code recommendations, scheduled for July 26, 2024
• Review RFP, scheduled for August 9, 2024
• Finalize RFP, scheduled for August 23, 2024 CLOSING REMARKS: Chair Brotherton reminds Member McCauley of her expiration date with LTAC. ADJOURNMENT: Chair Brotherton adjourned at 11:05 a.m. until the next regular or special meeting as properly noticed.
