MINUTES
Week of September 4, 2007
Chairman Phil Johnson called the meeting to order in the presence of Commissioners David
Sullivan and John Austin.
PUBLIC COMMENT PERIOD: The following comments were made by citizens. Several
people expressed concerns about the proposed Clean Water District fees and the rush to get them
implemented in 2008 and they suggested that matching funds for the grants be taken from banked capacity
or the General Fund; several citizens spoke against the re-zone application submitted by Security Services
Northwest and requested a No Shooting Zone in the Gardiner and Discovery Bay areas; a PUD
Commissioner thanked the Board for approving the Letter of Agreement to pay for the archeological
expenses related to the Beckett Point Onsite Sewer Project; it is difficult for agricultural businesses to make
a living in Jefferson County and even though the Glendale Farm project will receive over $1 million for
development rights, it will need to be managed properly to succeed; and everyone was invited to attend the
Quilcene Fair on September 22.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan
moved to delete Item #11 and approve the balance of the Consent Agenda. Commissioner Austin seconded
the motion which carried by a unanimous vote.

LETTER OF AGREEMENT re: Archeological Services for the Beckett Point Onsite
Sewer System Project; Public Utility District #1 of Jefferson County: (Item # lIon the Consent Agenda.)
Commissioner Austin stated that he would like a termination date on the agreement. Commissioner
Sullivan reported on the work done on the project to date. Dana Roberts, PUD Commissioner, reviewed the
remainder of the work to be done. He said that the project may not be completed by the end of the year.
Commissioner Austin moved to amend the Letter of Agreement to include the termination date "through
July I, 2008" and to approve it as amended. Commissioner Sullivan seconded the motion which carried by
a unanimous vote.
Proclamation re: Jefferson County Employee Appreciation Week; September 4 through
September 7, 2007: Chairman Johnson read the proclamation designating September 4 through 7, 2007 as
Jefferson County Employee Appreciation Week.
Commissioner Sullivan moved to approve the proclamation. Commissioner Austin seconded the motion
which carried by a unanimous vote.
COMMISSIONERS BRIEFING SESSION: The following items were discussed.
. Staff will work on scheduling a new date for the Board's meeting with the Jamestown S'Klallam
Tribe.

. The Port Townsend City Council invited the Commissioners to attend their meeting at 6:30 this
evening to listen and offer information during the Council's discussion regarding the County's
proposed Clean Water District. This is considered a Special Meeting for the Commissioners. An
agenda was sent to participants and the newspapers last Friday.
. The permit application for the Seventh Day Adventist Camporee on September 13 through 16 was
approved. They have agreed to meet all the conditions listed in the approval document.
Authorizing Resolution regarding Glendale Farm Application to the Farmland
Preservation Program: (See Minutes of June 25,2007) Tami Pokorny, Public Health Water Quality
Specialist, explained that the County and the Jefferson Land Trust are partnering to submit a grant
application to the State Farmland Preservation Program for the Glendale Farm Project. The farm is a 180
acre historic dairy farm in Chimacum and a conservation easement would retain the property for agricultural
production in perpetuity. The total cost is estimated at approximately $1 million. Earlier this year, the Board
awarded $230,000 to the project from the Conservation Futures Fund. She stated that the Board is being
asked to approve a resolution authorizing the submittal of an application for funding assistance to the
Interagency Committee for Outdoor Recreation (lAC) which is now known as the Recreation and
Conservation Funding Board. She noted that public comment on the project is welcome.
Sarah Spaeth, Conservation Director for the Jefferson Land Trust, stated that the Land Trust has
spearheaded the Glendale Farm Project, which requires County support for Conservation Futures Funding
and the State Farmland Preservation Program grant. The Land Trust will also be working to secure federal
grant funding for the farm. She added that the State grant has a restoration element which includes funding
for restoration of the ecological functions and ways to keep the farm viable. The importance of the viability
of the farm was discussed. Sarah Spaeth said that the Land Trust will partner with the landowner to make it
work.
The Board agreed that the resolution needs to reflect the name change from Interagency Committee for
Outdoor Recreation (lAC) to Recreation and Conservation Funding Board (RCFB).
Commissioner Sullivan moved to approve RESOLUTION NO. 83-07, authorizing an application for
funding assistance for a Washington Wildlife and Recreation Program Project to the Interagency Committee
for Outdoor Recreation (now known as the Recreation and Conservation Funding Board), as provided in
Chapter 79A, 15 RCW, for acquisition of interest in real property in the Glendale Farm Project for Farmland
Preservation. Commissioner Austin seconded the motion which carried by a unanimous vote.

Katherine Baril, Director of w.s. U, Extension Office re: Introduction of Lynn Longan,
Regional Representative of the Washington State Department Community Trade and Economic
Development (CTED): County Administrator John Fischbach reported that Lynn Longan is the new
economic development representative for CTED. Katherine Baril added that the Associated Development
Organization (ADO) Team recently met with CTED representatives, including Lynn Longan, in Olympia.
She explained that Washington State University is becoming more involved in statewide economic
development and Washington Small Business Development Centers will soon be part of the Extension
family.
Lynn Longan stated that she represents Mason, Kitsap, Jefferson and Clallam Counties. She has a special
interest in the maritime trades. She explained that economic development projects are successful when
agencies and businesses work together and have similar priorities. This also makes it easier for her to get
State funding.
County Administrator Briefing Session: The following items were discussed during the
briefing.
. Letter Concerning Environmental Imoact Statement for Cumulative Imoacts of Actions at Naval
Magazine Indian Island in Jefferson County; Secretary of the Navv. Donald Winter: The County
Administrator presented two draft letters to the Navy for the Board's consideration. Commissioner
Austin stated that he is not in favor of sending a letter. After Commissioner Sullivan and Chairman
Johnson discussed which letter to send, Commissioner Sullivan moved to have Chairman Johnson
sign the letter to the Secretary ofthe Navy. Chairman Johnson seconded the motion. Chairman
Johnson and Commissioner Sullivan voted for the motion. Commissioner Austin voted against the
motion. The motion carried.
. Letter Concerning Amount the State of Washington Owes Jefferson County for the County'S Share
of the Distressed County Sales and Use Tax 0999-2007); Reoresentative Lvnn Kessler: The County
Administrator presented a draft letter to Representative Lynn Kessler asking for her help. The State
Department of Revenue has paid six years of back sales and use tax, but has said they cannot pay the
additional two years and the interest. Jefferson County's calculations indicate that the State still
owes the County $379,321. Commissioner Sullivan moved to have the Chair sign the letter to
Representative Kessler. Commissioner Austin seconded the motion which carried by a unanimous
vote.
. Joint Jefferson County/City of Port Townsend Planning Grant Aoolication; State Deoartment of
Community. Trade. and Economic Develooment: Rick Sepler, Port Townsend Planning Director,
explained that the $125,000 grant from CTED would be used to plan for the provision of needed
infrastructure and transportation-related improvements and appropriate uses for land located within
the westerly portions of the City and immediately adjacent County lands. Director of Community
Development Al Scalf also recommends that the Board support the joint grant. The City of Port
Townsend would be the lead agency. Commissioner Austin moved to direct staffto draft a letter for

the Commissioner's signature in support of the joint CTED grant. Commissioner Sullivan seconded
the motion which carried by a unanimous vote.
