MINUTES
Joint Special Meeting — January 20, 2024, 1:00 p.m.
Jefferson County Board of County Commissioners and
Jefferson County Planning Commission
Hybrid Meeting: Virtual and in-person at 980 Old Gardiner Road, Sequim, WA
CALL TO ORDER: Chair Kate Dean called the Board of County Commissioners meeting to order in
the presence of Commissioner Heidi Eisenhour and Commissioner Greg Brotherton. Planning
Commission Chair Richard Hull called the Planning Commission meeting to order, followed by
introductions. During the meeting, Chair Dean noted that since this is a joint meeting, she will defer
Chairing duties to Planning Commission Chair Richard Hull.
The following individuals were present for the Joint Special Meeting:
Jefferson County:
Chair Greg Brotherton, Commissioner Kate Dean, Commissioner Heidi Eisenhour, Department of
Community Development(DCD)Director Josh Peters, Associate Planner Joel Peterson,Assistant
Planner George Terry, Assistant Planner Vince Maniaci, and Clerk of the Board Carolyn Gallaway.
Planning Commission:
Chair Richard Hull and Planning Commissioners Kevin Coker, Cynthia Koan, Ahren Stroming, Matt
Sircely, LD Richert, Michael Shultz, Chris Llewellyn and Michael Nilssen.
PUBLIC COMMENTS: There was one comment received.
DISCUSSION re: Annual Report and Work Plan for 2024 and 2025: Department of Community
Development (DCD) Director Josh Peters introduced the topic, and Associate Planner Joel Peterson
provided a presentation which included a brief overview of the 2023 Annual Report, Planning
Commission goals, upcoming meetings scheduled, Comprehensive Plan flowchart, and budget.
Group discussion included LAMIRDs, workload issues, septage capacity, pit privy, and non-conforming
uses.
PROCESS IMPROVEMENTS for 2024: The Board of County Commissioners and Planning
Commission members discussed process improvements for 2024 which included adding diversity of
interests, community representation, outreach and visualization tools for the UGA zoning project. Other
items discussed were:
• KPTZ radio segment
• Holding meetings in districts with BOCC/PC representative
• Strategic Plan; make searchable

• Housing; defining congregate housing
• Produce more small housing with less impact to the environment
• Bill moving forward re: potentially allowing ADUs in all zoning types
NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 3:48 p.m. until the next regular
meeting or special meeting as properly noticed. Co-Chair Hull adjourned the Planning Commission
Special Meeting at 3:48 p.m.
