SUMMARY: Performs essential duties associated with the administration of the on-site sewage
system permitting process in Jefferson County Public Health's Environmental Health Division.
Performs a wide variety of customer service, operational, review, acceptance, processing,
inputting, and tracking functions. This position provides support to the Environmental Health
Division in the department.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Acts as technical support and on-site sewage system permit customer service representative for
the Division and Department. Creates database tables and activity tables connecting such work to
applicable relational databases.
Assists Departmental customers in applications, understanding land use processes, understanding
permitting processes, and understanding the timeframes and administrative steps involved in such
processes.
Works with Permit Technicians and other County employees to insure Permit Plan software
adequately meets their tracking and inquiry needs.
Trains and orients new Permit Technicians and other County employees on the Permit Plan
system. Performs such system audits to insure accurate database.
Updates Permit Plan software to insure new versions are integrated into system.
Works between various County departments to insure adequate permit administration support.
Works with internal customers to understand, access, and relate activities to the permit software
processes.

Uses interdivisional knowledge to insure departmental permit software processes are well
coordinated and uses knowledge to effectively work with customers on departmental problems
and inquires.
Makes recommendations to Office Manager and Deputy Director of Public Health in respect to
improving departmental efficiency and effectiveness.
Creates and maintains files for a number of administrative processes including, but not limited to,
permits. Files permits according to a prescribed breakdown and is responsible for upkeep of files
and/or moving old files to records and new categories. Creates new files, tables, and changes
fees, and other applicable categories of relational data necessary to update permit plan software.
Orients and trains new Permit Technicians to the Permit Plan software. Maintains, audits, and
proofs records, distributes permits as issued. Using standard procedures, independently follows
up on applications and other materials requiring action on a prescribed basis until eventually
resolved; maintains record keeping systems to do so.
Completes such system audits to insure database integrity.
Accurately transcribes data from applications and reports into electronic and typewritten data
files. Gathers and compiles information, researches and distributes information from official
administrative records and transactions.
Performs file searches as necessary.
Works with Deputy Director to improve Public Health operating concepts, work processes, and
other key administrative and customer service systems.
Creates and maintains forms for use by staff, public, and advisory groups.

EDUCATION and/or EXPERIENCE
Associates Degree (A.A.) or equivalent in environmental or computer science or related
field; and three (3) years experience working as a Permit Technician I including
experience working with database systems; and/or equivalent combination of education
and experience.
LANGUAGE SKILLS
Ability to communicate effectively, both orally and in writing. Ability to read and
comprehend instructions and act accordingly. Ability to write correspondence. Ability to
communicate complex or controversial issues or regulations to the staff and the public.
Ability to effectively present information in one-on-one and small group situations to
customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference, and volume. Ability to apply concepts of
basic algebra and geometry.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety of

COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of MS Access
database software; MS Windows and Explorer Internet software; MS Excel spreadsheet
software and MS Word word processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
- Valid Washington State Driver's License.
- On -Site Wastewater Treatment Systems Inspector License from the Washington State
Department of Licensing.
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Ability to maintain a comprehensive database system associated with permit application and
processing known as "Permit Plan" or such other software programs used by Jefferson County to
track permit applications and processing. Ability to perform system audits, updates,
troubleshooting, and maintenance.
Ability to train and orient new employees on system applications and use.
Knowledge of the on-site sewage code, and land use code, and other processes.
Ability to acquire basic knowledge to read legal documentation, plat maps, survey records, and
other technical maps.
Self motivated to complete required deadlines while simultaneously completing other tasks.
Ability to handle multiple, unexpected interruptions on an ongoing basis which pertain to the
ability to create time for necessary tasks.
Ability to apply new regulations and to stay abreast of new developments, techniques, computer
programs, equipment, etc., used in the performance of the position. Ability to grasp new
techniques and deal with rapid changes in events.
Ability to attend and successfully complete courses of instruction intended to develop capabilities
and/or enhance proficiency.
Ability to use standard office machines such as computer, photocopier, and calculator. Key
boarding skills, with a minimum typing speed of 40 wpm.

CAREER LADDER POSITION:
This position is the final position in a career ladder for Permit Technicians. The entry level
position is a Permit Technician I. Advancement from Permit Technician I to Permit Technician II
within the career ladder requires completion of all requirements for Permit Tech II and a positive
recommendation from the Director of Jefferson County Public Health.
