SUMMARY: This position provides support to the Environmental Health Division in the
Department by performing the essential duties associated with the administration of the on-site
sewage system permitting process. Performs a wide variety of customer service, operational,
review, acceptance, processing, inputting, and tracking functions in carrying out the activities
necessary to support the permit process by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Assists departmental customers in applications, understanding land use processes, understanding
permitting processes, and understanding the timeframes and administrative steps involved in such
processes.
Provides customer service support through:
• Responding to customers, in person, on the telephone, or by e-mail, determining customer
needs, and recommending appropriate process steps and dealing with customer issues
ranging from complaints to problem solving.
• Providing technical support including; required inspections, public record requirements,
referral to outside agencies, informational requests, administrative process definition,
policy interpretation, legal authorities, record research, setback requirement
determination, road classification issues, and storm water management requirements.
• Providing clerical support for a wide range of office tasks.
Performs Daily operational procedures to include:
• Preparation of service work area.
• Calculate and collect fees including the handling of cash receipts and providing refunds.
• Recognizing and collecting fees for surcharges, inspections, square footage and project
valuation.
• Research public records, processing titles, preparing invoices, and making transmittals to
the Treasurer's Office.
Reviewing Customer Plans and Documents to include:

Understanding and recognizing required documents in permit process applications.
Insuring customers understand permit process documents, the authority for such
documentation, and the content requirements for such documents.
Level of review determinations, plot plan/site plan requirements and minor use
application requirements.
Processing Permit Applications to include:
• Processing such permits on permit plan computer systems and updating required forms
using MS Word and MS EXCEL.
• Recording data, reviewing applications, tracking applications, calculating applicable fees,
assigning districts to such applications, determination of licensed contractor status,
application of water policy, filing of such applications, application checking and the
determination of legal documents for such applications.
Permit Processing, filing, and tracking to include:
• Organizing permit files, issuing permits, creating inspection records, reviewing
applications for completeness, maintaining files, entering plan revisions for permit
record and processing complete applications.
• Providing clerical support for a wide range of office tasks.
• Tracking permit activities from first step to last step.
Provides general technical expertise when reviewing compliance with regulations. Use and
explanation of design and installation and O&M (operations and maintenance) terminology.
Makes recommendations to Deputy Director in respect to improving Division efficiency and
effectiveness by improving working relations between divisions.
Works with other clerical staff to insure that all telephone inquires are answered with benchmarks
established for customer service by Department. Combines with other clerical staff to insure
reception, telephone, and other customer service processes are delivered with benchmarks
established by Division.
Creates and maintains forms for use by staff, public, and advisory groups.

QUALIFICATIONS: To perform this job successfully, an individual must be able to

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); and two (2) years related
experience and/or training in construction industry related subjects; or equivalent
combination of education and experience.
LANGUAGE SKILLS
Ability to read and comprehend instructions and act accordingly. Ability to read and
interpret documents such as On-site Sewage Regulations, State Regulations, Policies and
Procedure Manuals, Zoning Codes, Subdivision Ordinances and development regulations.
Ability to write routine reports, correspondence, codes and ordinances. Ability to
communicate complex or controversial issues or regulations to the staff and the public.
Ability to effectively present information in one-on-one and small group situations to
customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole
numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.

REASONING ABILITY
Ability to apply common sense understanding to carry out detailed but uninvolved

To perform this job successfully, an individual should have knowledge of MS Access
database software; MS Windows and Explorer internet software; MS Excel spreadsheet

CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License
OTHER SKILLS AND ABILITIES
Ability to learn office procedures and legal precepts relating to County standards.
Ability to understand legal issues as they relate to permit process; ability to communicate records
system and permit process steps.
Ability to cross train on septic and building functions in the Community Development
Department.
Knowledge of regulations to discuss applicable regulations with customer in respect to
applications, discussion of administrative functions, general land use permit conditions,
calculation of fee applicability, and assessment of setback requirements to applications.
Ability to evaluate sewage disposal system requirements for applications.
Knowledge of and ability to evaluate construction plans and specifications, and become familiar
with terminology relating to construction work and code enforcement.
Ability to attend and successfully complete courses of instruction intended to develop capabilities
and/or enhance proficiency.
Self motivated to complete required deadlines while simultaneously completing other tasks.
Proficiency in handling multiple, unexpected interruptions on an ongoing basis which pertain to
the ability to create time for necessary tasks.
Ability to apply new regulations to administrative processes.
Ability to use standard office machines such as computer, photocopier, and calculator.
Knowledge of computer peripherals and fax equipment. Strong typing skills with a minimum
typing speed of 40 wpm.
Ability to establish and maintain effective working relationships with officials, staff, and the
general public, to work with teams, and to creative problem solve with others.

Ability to grasp new techniques and deal with rapid changes in events. Learn and understand

CAREER LADDER POSITION:
This position is the first position in the Permit Technician career ladder. The next position is
Permit Technician II. Before advancing to Permit Technician II all of the provisions for a career
ladder advancement must be met and the employee must be Certified as a On -Site Sewage
System Inspector by the Washington State Department of Licensing.
