Subject: Solid Waste Facilities Replacement Planning Process - Site Selection
Statement of Issue: Public Works has completed analysis on candidate sites for the
relocation of the transfer station. This analysis is ready to be reviewed by the Solid
Waste Facility Task Force (SWFTF).
Analysis/Strategic Goals/Pro's a Con's: Site selection for a new transfer station has utilized
3 screening processes:
1) The consultant provided the SWFTF with 11 candidate sites as part of a broad area
screening
2) Public Works staff applied local knowledge to these sites, widened the study area and
included residential properties to include additional candidate sites, and narrowed the
list of sites to 4
3) Public Works staff then reviewed general areas within the study area on the basis of
performance criteria derived from SWFTF Project Charter's Guiding Principles and
requests for the consideration of co-located functions from other stakeholders
Fiscal Impact/Cost Benefit Analysis: Costs for this analysis are budgeted for in the current
Solid Waste Fund budget with revenue from the fees charged for garbage service at the solid
waste handling facilities.
Recommendation: Public Works staff would like to review the site selection process to date
with the BoCC in an information sharing session. No action is requested from the BoCC.
