Subject: Bid Award for Supply of Aggregate for the County's BST
Program in Calendar Years 2025 Et 2026
Statement of Issue: Award of Contract to Bruch and Bruch Construction, Inc. of Port
Angeles, Washington for their bid of $555,067.00 for the above referenced project.
Analysis/Strategic Goals/Pro's Et Con's: The Public Works Department has completed
checking the bids and has investigated the qualifications of the lowest bidder
including Bidder responsibility criteria of RCW 39.04.350(1) and project Special
Provision 1-02.14 or WSDOT Standard Specification 1-02.14. Bid tabulations and
Bidder verification documentation is attached.
Fiscal Impact/Cost Benefit Analysis: The Bid amount is $555,067.00. This project is
funded with the road operations budget.
Recommendation: Public Works recommends that the Board authorize the Award of
Contract to Bruch and Bruch Construction, Inc., and authorize the County Engineer to
execute necessary change orders for the project for up to 10% of the contract amount
by signing the attached document and returning it to Public Works for further
processing.

In the matter of awarding a construction contract for the above referenced work:
• The Call for Bids was issued by the Board of County Commissioners on July 8,2024.
• Due notice of the Call for Bids was given as required by law.
• Sealed bids were received and opened in public on Thursday, July 25, 2024 in the Commissioner's
Chambers.
• The Public Works Department has completed checking the bids and has investigated the qualifications
of the lowest bidder including Bidder responsibility criteria of RCW 39.04.350(1)and project Special
Provision 1-02.14 or WSDOT Standard Specification 1-02.14.
• Bid tabs are attached for reference.
The Public Works Department recommends that the construction contract be awarded to the lowest responsive
and responsible bidder:
Bruch and Bruch Construction,Inc of Port Angeles,Washington for their bid amount of $555,067.00,
for the:
Project, Supply of Aggregate for Bituminous Surface Treatment in Calendar Years 2025 &2026
County Project No. 18020390.
And, authorize the County Engineer to execute change orders for the project, due to unforeseen conditions
only,for up to 10%of the contract amount, or$55,067, for a total contract value,not to exceed$610,574.
