HomeMy WebLinkAboutRESOLUTION re Surplus and Authorize Trade in Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Mark McCauley, County Administrator From: Monte Reinders, P.E., Public Works Director/County Engineer Agenda Date: August 12,2024 Subject: Resolution — In the Matter of Finding and Determination to Declare Certain Property as Surplus and Authorize Trade- In Statement of Issue: The Public Works Department seeks Commissioner approval to trade-in a piece of ER&R equipment that was recently purchased for the Solid Waste Division.The piece of equipment originally purchased did not have an attachment that is required for the operation of the Solid Waste Division.The value of the trade- in will help offset the purchase cost of the new equipment with the required attachment.The new equipment is being purchased through WA State Department of Enterprise Services, a purchasing cooperative that adheres to the competitive bid requirements of Washington State. Analysis/Strategic Goals/Pro's&Con's: Supports Solid Waste operations. Fiscal Impact/Cost Benefit Analysis: • Trade in value $214,643.60—(less sales tax) • New Machine$263,743.56—(less sales tax) • Balance After Trade $49,099.96—(less sales tax) Recommendation: Public Works would like the Board of County Commissioners' approval to move forward with the trade- in of the current asset to obtain the asset that will be safer for the Solid Waste employees operating the equipment with the required attachment. And authorize trade-in } WHEREAS, certain assets belonging to Jefferson County have been identified as no longer being required for County purposes; and WHEREAS, the asset identified is scheduled to be replaced using a cooperative purchasing agreement through WA State Department of Enterprise Services (DES); and WHEREAS,using the cooperative purchasing agreement satisfies the procurement requirements of RCW 39.34.030; and WHEREAS, the vendor has offered to accept the existing asset (excavator) in exchange (trade-in) for new equipment with necessary attachments; and WHEREAS,RCW 36.34.070 allows the Board to accept trade-in allowances; BE IT RESOLVED by the Board of County Commissioners that the property shown on attached Exhibit A, asset #1050 - Case CX140E excavator, be used as a trade-in to net the best sale and purchase price for the County. BE IT FURTHER RESOLVED by the Board of County Commissioners that the Auditor shall remove the equipment on the attached Exhibit A from the Jefferson County inventory.
