Peter Geerlofs, M.D., Health Officer Chester Prudhomme, Director of Substance Abuse CITY OF PORT TOWNSEND REPRESENTATIVE: Bob Sokol The meeting was called to order by Chairman Robert Hinton. The following Board and staff members were present: Commissioner Glen Huntingford, Commissioner Richard Wojt, David Specter, Jean Baldwin, Linda Atkins, and John Franke. APPROVAL OF MINUTES: Commissioner Wojt moved to approve the minutes of December 20, 1994 as presented. Commissioner Huntingford seconded the motion. The motion carried. PUBLIC COMMENT PERIOD: There were no public comments. DIRECTOR'S REPORT FINANCIAL REPORT: David Specter presented and reviewed a year end report. (See Attached) PROGRAMS/GRANTS UPDATE: Commissioner Huntingford informed the Board that an effort was made to make sure no Counties were hurt as a result of the new formula for grant funding, and that 38 out of 39 Counties will get what they have gotten in the past. That is one proposal out of many. NURSING DIRECTOR'S REPORT Jean Baldwin reported there are two grant proposals that she is trying to blend together, one from DOH and the other from the March of Dimes. These grants are for AIDS prevention services and the amount of the grant will be between $9,000 and $10,000. COAST Community Group is pressuring the Health Department to do more outreach on AIDS prevention in the community. It is our responsibility to keep those numbers down by educating adolescence before they leave the community. Jean Baldwin stated that family planning is progressing nicely. The State funded a position for outreach and a woman was hired who is on the Board of Friends of Family Planning. The Quilcene School District has indicated that they want the Health Department to do their health education. A bid will be submitted and will be reported on at a later date. South County is asking for more health care programs and the Health Department will try to accommodate their request. ENVIRONMENTAL HEALTH DIRECTOR'S REPORT Chairman Hinton inquired about the Environmental Health Specialist position that was advertised? Linda Atkins responded that they have received 25-30 applications. Out of those, there are about six that meet all the criteria. Request for Waiver WAC 246-272-140; To reduce horizontal setback from surface water and reserve drainfield area only from 100 feet to 75 feet: Cape George Colony: Applicant, Gunnar Bursos It was proposed within the design of Mr. Bursos' on site septic system to mitigate the reduced setback with sand filter pretreatment at the time it is used. Commissioner Huntingford moved to allow the Request for Waiver, Commissioner Wojt seconded. The motion carried by unanimous vote. Review draft .Joint Plan of ODeration Between State DOH and .JCH&HS: Linda Atkins reported that there was a casual contract between the State and the Health Department that was not adequate. There is a draft formal agreement which allows us to charge a fee for two party well connection systems. There is no ongoing monitoring requirement and they are not required to be owned and operated by the PUD. Single family homes are still exempt. Commissioner Huntingford was concerned about the meaning of the WACs mentioned in the agreement. If this agreement is adopted each WAC or RCW will have a brief explanation. No action was taken on this matter. Linda Atkins asked the Board if the Health Department can facilitate the preparation of plans, specifications and requirements that are required for water quality results. The Health Department makes sure all the correct reports are included in the packets before they are sent to the State. She said that language can be add to the Joint Plan of Operations that would allow State Department of Health to reimburse 50% of the review fee to the County. Larry Fay would like to include that wording in the Joint Plan of Operations Contract. Commissioner Hinton asked if $200.00 is a reasonable amount for a review fee? She indicated that is what the State charges. A complete form will be given to the Board at the next meeting. review status of Ouilcene Contaminated Water Supply: The Department of Ecology has funds to retest all 13 of the original contaminated wells in Quilcene. The water supplies were hooked back up in early December. Jeff Monroe called and reported he is having recurring symptoms. Retesting is scheduled for February 8, 1995. Samples are taken quarterly at $60.00 per test. A public meeting will be held when the results of the test come back. Review Revised Onsite WAC 246-272-25001 - Waiver Provisions: Linda Atkins discussed the revised onsite regulations and said that one minor change has been made. If the Agency employs the State's list of mitigations for various common waiver requests, it is HEALTH BOARD MINUTES - JANUARY 24, 1995 Page 3 not required for State Department of Health concurrence. A quarterly report will be sent to the State. These waiver requests would only require administrative approval. Linda Atkins asked if it would be satisfactory if the same quarterly report was given to the Health Board? The Board concurred. Year End Report: The year end report was almost the same as last year. The amount of septic permits issued were 461 and received 518 (run over from the previous year). Chairman Hinton asked why the septic permits have to be renewed at the end of two years? Linda Atkins responded that it is a State regulation and the State requests that each permit be updated to current code. Jefferson County is not currently doing that. Commissioner Huntingford said that he has had several calls about people living in trailers with no septic systems. Is there currently a policy that says they have to agree, within a certain amount of time, to install a septic system? Linda Atkins replied that if in fact a violation has occurred, a notice is sent out that states "If you are occupying the residence, you are required to have an approved onsite sewage disposal system". If there is no response, a second notice of violation is sent, finally a notice of hearing is sent and the matter comes to the Board of Health. Commissioner Huntingford said if a person calls and complains there should be some way to let that person know what action has been taken. Linda Atkins reported that if a person leaves her a phone number, she returns the call and informs them of what has been done. Chairman Hinton asked if santicans, which can be purchased, can be used in place of a septic system. Linda Atkins answered that santicans do not satisfy State requirements. DRUG AND ALCOHOL ABUSE DIRECTOR'S REPORT John Franke gave an update on the Drug and Alcohol Abuse programs the Center provides. There are some new State requirements and the Center is in the process of rewriting some of the forms. He informed the Board that he has a one year project which is to rewrite the Intensive Outpatient (lOP) program. There have been some intense research done on marijuana, which is the drug of choice for recreational use, John Franke said. Research shows, that as a result of marijuana use, such things as birth defects and brain damage are being detected. The dose is much greater today than it was in the 1960s. John Franke stated that he is in the process of putting together some brochures on several different drugs.
