Peter Geerlofs, M.D., Health Officer Chester Prudhomme, Director of Substance Abuse CITY OF PORT TOWNSEND REPRESENTATIVE: Bob Sokol The meeting was called to order by Commissioner Glen Huntingford in the temporary absence of Chairman Hinton. The following Board and staff members were present: Commissioner Richard Wojt, Larry Fay, David Specter, Chester Prudhomme, Gwen Howard and Judi Morris. Bob Sokol was not present. APPROVAL OF MINUTES: Commissioner Wojt moved to approve the minutes of March 28, 1995 as presented. Commissioner Huntingford seconded the motion. The motion passed. PUBLIC COMMENT PERIOD: No public comments. DIRECTOR'S REPORT FINANCIAL REPORT: David Specter reported that 25.4% of the budget has been expended and 23% of budgeted revenues have been collected as of March 31, 1995. Expenses are high due to preordering supplies and equipment. Revenue is down as a result of the delay of grant payments to be received. The budget for substance abuse programs is also over what had been projected. Chester reported the reason is most likely due to DWl cases being reduced to negligent driving. This decline in DWl convictions prevents the collection of fees for those offenses and thereby, directly impacts the budget. The Health Department will be monitoring substance abuse programs closely. PROGRAMS/GRANTS UPDATE: David Specter stated that the Health Department is submitting applications to UGN for continued funding of Family Planning and the substance abuse prevention and treatment programs. Last year they gave $5,500 for those programs. HEALTH DEPARTMENT 206/385-9400 ENVIRONMENTAL HEALTH 206/385-9444 DEVELOPMENTAL DISABILITIES 206/385-9400 ALCOHOl/DRUG ABUSE CENTER 206/385-0650 FAX 206/385-9401 HEALTH BOARD MEETING MINUTES - APRIL 25,1995 ENVIRONMENTAL HEALTH DIRECTOR'S REPORT UPDATE ON JOINT PLAN OF OPERATION: STATE DEPARTMENT OF HEALTH: Larry Fay reported that the draft joint plan of operation for public water systems between Jefferson County and the State Department of Health is being reviewed by the Prosecuting Attorney. Upon his approval it will be brought back to the Board for their adoption. Pa~e 2 Larry Fay also reported on the On site Sewage Regulations. Grant funding is available to Jefferson County from the Department of Ecology. Jefferson County would need to match 25% of the funding. Those costs would have to be absorbed in the 1995 budget. The funding would be used to continue the outreach activities through the distribution of operation and maintenance information. This would also enable the Health Department to hire a temporary or part-time employee to assist with research of on site septic system permits and computer database input to aid in tracking the maintenance of those systems. UPDATE ON FOOD SERVICE PROGRAM: Environmental Health Specialist Gwen Howard reported that last year 25 new food service establishments were opened and 19 were remodeled or changed ownership. To date, the 1995 figures show that 6 new food service establishments opened, 7 have changed ownership and 7 are waiting to open. She stated changes in food service establishments occur more often in Jefferson County than in other Counties. She also reported that the inspection scores were sent to the Bremerton Sun newspaper for publication. She presented the scores to the Board for their review and provided background information. Some establishments which continuously receive poor inspection scores and require reinspections, still do nothing to correct the problems. Reinspections take a great deal of County time so Gwen Howard met with the Food Service Advisory Group to develop a reinspection policy which outlines further action that may be taken against repeated violators. Charging reinspection fees is one of those actions. The policies will be brought to the Board of Health for review and adoption at a future meeting. Gwen Howard briefly reported on the following: A program for the new Onsite Sewage Regulations which require commercial establishments to have their systems inspected annually; Legislation regarding guidelines for a Food Managers Certification Course; A new program involving the inspections of swimming pools and spas which has been very successful and has improved the awareness of water quality and safety; The number of Food handler permits issued each year (approximately 900 to 1000); Safe Food handling Education classes provided for local schools by the Health Department. NURSING DIRECTOR'S REPORT PROGRAMS UPDATE: Jean Baldwin was not present.
