Peter Geerlofs, M.D, Health Officer CITY OF PORT TOWNSEND REPRESENTATIVE: Bob Sokol The meeting was called to order by Chairman Robert Hinton. The following Board and staff members were present: Commissioner Richard Wojt, Commissioner Glen Huntingford, Larry Fay, David Specter, Jean Baldwin, Chester Prudhomme, Bob Sokol and Judi Morris. APPROVAL OF MINUTFS: Commissioner Wojt moved to approve the minutes of April 25, 1995 as presented. Chairman Hinton seconded the motion. The motion passed. PUBLIC COMMENT PERIOD: No public comments. DIRECTOR'S REPORT FINANCIAL REPORT: David Specter reported that 33.8% of the budget has been expended and 28.4% of budgeted revenues have been collected as of April 30, 1995. Revenue is down due to late billing of grant payments. Fees are down in Nursing, Environmental Health and Drug and Alcohol Abuse. Adjustments have been made in staffing to compensate for the lack of revenue coming in. Expenses are over budget due to increased costs for supplies. For tracking purposes, a yearend budget forecast is being prepared. PROGRAMS/GRANTS UPDATE: David Specter stated that the contract with Child Protective Services was extended and will provide an additional $17,758 for 1995. Jean Baldwin reported that this program involves working with schools and daycare's to provide education about child abuse. An amendment was made to the contract with the State Department of Health for an additional $17,600 for Family Planning. Some of this funding can only be used for specific purposes. The Health Department is waiting to hear if they will receive any funding from U.G.N. HEALTH DEPARTMENT 206/385-9400 ENVIRONMENTAL HEALTH 206/385-9444 DEVELOPMENTAL DISABILITIES 206/385-9400 ALCOHOl/DRUG ABUSE CENTER 206/385-0650 FAX 206/385-9401 HEALTH BOARD MINUTES -MAY 25, 1995 Page: 2 There is a Federal grant available through the Center for Disease Control which provides funding for heart disease and stroke programs. In general, the Health Department is not particularly interested in heart disease and strokes but they are interested in smoking programs. They already receive approximately $7,000 from another funding source which goes toward smoking prevention. If the Health Department applies for and receives the Federal funding they would be able to create a tobacco program. NURSING DIRECTOR'S REPORT PROGRAMS UPDATE: Jean Baldwin reported that on Monday, July 10, 1995 there will be a series of A.I.D.s planning projects. The projects will be done in two sessions on one day. The first session will focus on "service planning" which is dealing with individuals who already have the disease. Physicians will be invited to attend this session. The second session will focus on "prevention planning" which is preventing the spread of the disease locally . Various groups and individuals such as schools and parents will be invited to attend the later session, With the new block grants the Health Department will be losing funding for H.I.V. and other programs at both the State and Federa1levels. Jean Baldwin also reported on the Public Health Safety Networks. Legislative funding may be discontinued and she feels that it is not the County's responsibility to carry on a legislative mandate by continuing to fund this program, The community priorities identified by the networks are child abuse, teen pregnancy, teen suicide, violent arrests, drug and alcohol abuse arrests, out of home placement for juveniles and various other juvenile matters. Breast and cervical cancer screening is another project the Health Department has taken on and have hired a consultant to do. Funding is available through the Center for Disease Control for rural areas that have poor access to medical care. Jefferson County qualified to receive the funding and the project will begin in July. The Health Department will be working with the hospital, local physicians, and C.A,C. ENVIRONMENTAL HEALTH DIRECTOR'S REPORT JOINT PLAN OF OPERATION: STATE DEPARTMENT OF HEALTH: Larry Fay reported that the draft joint plan of operation for public water systems between Jefferson County and the State Department of Health has been reviewed by the Prosecuting Attorney and signed by the Health Officer and the State Department of Health. Commissioner Huntingford moved to approve and sign the Joint Plan of Operation with the State Department Health. Commissioner Wojt seconded the motion which carried by a unanimous vote. EXPANDED WATER PROGRAMS: Larry Fay stated that both the draft Coordinated Water System Plan and the draft Critical Areas Ordinance requires the Health Department to provide information on all new wells drilled within the County. The information should include location, elevation, water quality, etc. In researching how this was going to be done he contacted the Department of Ecology since they have been wanting to delegate some of their responsibilities with respect to well construction. Funding may be available from the Department of Ecology for doing this work. The Department of Ecology wants assistance with the inspection of all wells being decommissioned and half of all new wells being installed, Based on current development rates, approximately $10,000 a year will be received from the Department of Ecology to help maintain the program. Other Counties that are doing delegation for the Department of Ecology have also added on a local site review fee HEALTH BOARD MINUTES - MAY 25, 1995 Page: 3 that ranges anywhere from $60.00 to $200.00 to help supplement that activity. If a local fee is also adopted and combined with the funding received from the Department of Ecology it would mean an additional $20,000 in revenue. The Department of Ecology is willing to authorize a $10,000 one time grant to assist the Health Department in getting a program started. After further discussion, the Board concurred that this option should be pursued. Larry Fay will gather more information and give a report at the next meeting. DRUG AND ALCOHOL ABUSE DIRECTOR'S REPORT UPDATE: Chester Prudhomme reported that fees are still down, In addition to the reasons he gave at the last meeting, he believes this is also due to the fact that D.W,1. cases are not going to trial. Since the first of the year there have been ninety-one cases held up in a class action suit. Judge Mahjan is in the process of reviewing oral arguments and briefs pertaining to this suit. It will be approximately 3 weeks before a ruling is made. If the law is upheld there will be an overflow of cases which will impact the Drug and Alcohol Abuse Department as well as District Court, David Specter stated they will be meeting with the Drug and Alcohol Abuse Advisory Board regarding this issue, NEW BUSINFBS: Jean Baldwin reported that the south county clinic located in Quilcene has been a great success. The Health Department has been using a facility owned by Jefferson General Hospital. Now the hospital is talking about enlarging and using that space more often themselves. Jean Baldwin will be contacting Sheriff Piccini about the possibility of sharing space in their facility in Quilcene.
