The meeting was called to order by Chairman Robert Hinton with the following Board and staff members
present: Commissioner Glen Huntingford, Larry Fay, Commissioner Richard Wojt, Linda Atkins, David
Specter and Judi Morris.
APPROVAL OF MINUTES: Commissioner Huntingford moved to approve the minutes of
November 28, 1995 as presented. Commissioner Wojt seconded the motion. The motion passed.
Appeal Of Requirement: Wet Season Evaluation - Scott Brown The onsite sewage system
permit application was submitted on July 5, 1995 for property located in Shine. Bob Reed was present on
behalf of Scott Brown. Linda Atkins stated she conducted a site evaluation with Bob Reed at the end of
June to look at soils and found that there was fill dirt present on the site. It was determined that an
alternative system would be required. Discussion continued on the physical aspects of the property.
During the site visit, in June, Mr. Reed suggested a culvert be installed so that the setback could be
reduced to 30 feet. This process would require a hydraulics permit and a permit from the Army Corp of
Engineers in order to proceed. Linda Atkins wrote a letter to Scott Brown indicating that a hydraulics
permit, and approval from the Army Corp of Engineers was needed. She also said a Wet Season
Application would probably be required.
In October Linda Atkins, Dennis Thomason, Bob Reed and Ted Stricklin met to discuss setbacks based on
Critical Area issues. Linda Atkins told Bob Reed at that time that a Wet Season Application would be

required. As of right now they have not received a hydraulics permit or approval from the Army Corp of
Engineers and the Wet Season Evaluation has not been done. Wet Season Evaluations are done January
through March. Linda Atkins stated she stopped at the property on January 5, when there hadn't been any
rainfall in that area for 48 hours. She observed water in the soil logs and the roadside ditch. She discussed
the types of soils located on the property. Bob Reed stated that on January 4,5, and 6, when Linda Atkins
did her site inspection, was the heaviest rainfall this winter and asked where Linda received her
information? She replied that she asked a neighbor. Lany Fay stated that the Health Department is not
denying the septic permit right now, they just need to monitor the property to determine the kind of system
needed.
Bob Reed said he applied for a septic system permit in 1987 when the County didn't accept engineered
designs. He stated he now has an engineered design and the County won't issue him a permit without a
Wet Season Evaluation. Mr. Reed said that he applied for a 75' setback waiver and feels he shouldn't have
to wait 3 months for a septic permit. He also feels County employees should be available to help a person
not hinder the building in Jefferson County. Commissioner Huntingford asked Linda Atkins what exactly
Mr. Reed needs to do in order to get a permit. Linda replied that he needs to get a Wet Season
Evaluation, to determine where his water table is, and an Army Corp of Engineer permit. Lany Fay stated
that if there is 18 inches or more of vertical separation and put the sand filter in front then we can deal with
the reduced setback from the ditch. At the same time apply for the Army Corp of Engineer permit because
there may not be 18 inches of vertical separation which may have to observe the 100 foot setback.
Commissioner Wojt moved to deny the appeal on the basis that without the Wet Season Evaluation you do
not know what kind of system is needed on the property. Commissioner Huntingford seconded and the
motion passed unanimously.
Bob Reed asked what has been done since the October Health Board Meeting regarding the renewal of
septic permits after the 3 year period. Linda Atkins said that they have not yet met on this matter.
PUBLIC COMMENT PERIOD: None.
DIRECTOR'S REPORT
FINANCIAL REPORT: David Specter reported on the 1995 year end financial status and said
that the Health Department was under budget on expenses - 99.4% and over budget on revenues -
104.9%.
David Specter reported on two positions that the Health Department is currently trying to filiI) Health
Officer; 2) Community Health Analyst. He gave the Board job descriptions for both positions. A letter
was sent to 30 local doctors and several are interested, including the Health Officers from both Clallam and
Kistap Counties. These 2 positions were budgeted in the 1996 Health Department budget.
David Specter thanked the Board for setting up the Public Health Emergency Fund.

NURSING DIRECTOR'S REPORT
Judi Morris discussed the Blood Borne Pathogene Training Committee that Jean Baldwin is currently
working on. Jean is hoping to have a training program available by March 1, 1996.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT
Larry Fay discussed two party well connections and the draft Policy Statement #96-01 that would replace
#93-03 (See enclosed). Commissioner Wojt moved to adopt Policy Statement #96-01. Commissioner
Huntingford seconded for discussion. After discussion and public appeal to approve this policy the
Chairman called for a vote on the motion which passed unanimously.
NEW BUSINESS
David Specter gave the Board a copy of a Community Health Assessment from Skamania County for
their review. Jefferson County will be publishing something similar this fall.
Lany Fay reminded the Board that effective January, 1996 there will be no waivers for anyone who
applies for a food service permit, for example; Port Townsend Senior Organization, Port Townsend and
East Jefferson Little Leagues, etc. Everyone will be charged a fee.
The next meeting will be held on Tuesday, February 27, 1996 at 1:30 p.m.

Dear Mr. Brown:
Our Department completed a site visit on June 21, 1995 at the above
referenced property. The purpose of the visit was to evaluate soils
for a possible 4 bedroom residence. On July 5, 1995 an application
was received with a design proposal for the residence. The
application cannot be approved at this time due to a lack of
horizontal separation to surface water. As per WAC 246-272 a minimum
of 100' setback to surface water is required from the drainfield
component of an onsite sewage disposal system. Mr. Bob Reed proposed,
at the time of our site visit, to culvert and fill in the area to the
north that contains the surface water. An Army Corp of Engineers fill
permit and a Washington State Fisheries Hydraulics permit will be
required to complete this work. Review of the proposal will be
required by the Jefferson County Critical Areas staff.
In addition, a search of our records indicates that an application was
made for the westerly portion of the site in 1987 and water was
observed at 10"-36" from the surface of the ground. It may be
necessary to complete a wet season evaluation on the site prior to
issuance of a permit to verify that adequate soils are present for
installation of the proposed system.
You will need to submit the plans for the above referenced work and
the approvals to this office prior to approval of the sewage disposal

Dear Mr. Brown:
Staff from this department and the critical areas staff met with your
designer Ted Stricklin and your representative Bob Reed in the office
on October 27, 1995 to discuss the proposed design and limitations on
the site. Infomation on file in this office shows that soils were
evaluated in 1987 and a high water table was found at less than 12"
from the surface in some of the soil logs. Gi ven this information
and the surface water near the site a wet season evaluation will be
required prior to issuance of a pemit on the site. After this
evaluation is completed a detemination will be made regarding what
type of system, if any, can be permitted on the property.
Appeal from a decision by the Health Officer pursuant. to this
ordinance may be made by filing a written request with the Jefferson
County Board of Commissioners within fifteen (15) days following the
decision. Appeals shall be heard by the Board of Commissioners
within thirty-five (35) days of receipt of appeal.

part of the applicant prior to approval of the onsite sewage permit
including: approval of a hydraulics permit to culvert a
surface water "drainage" less than 100' from the
proposed drainfield
- an approval from the Army Corp of engineers to
fill the wetland area adjacent to the site less
than 100' from the drainfield area.
Applicant was also notified at this time that review of the
proposal was required by the Jefferson County Critical Areas staff
and that information was found in health department files
indicating a high water table on the site and that a wet season
evaluation may be required on the site prior to issuance of a
permit.
October 27, 1995 - An office meeting was held with Bob Reed,
applicant representative, Ted Stricklin P.E., system designer,
Dennis Thomason, Planning staff for critical areas review and Linda
Atkins, Environmental Health Specialist to go over setback
requirements for the onsite sewage system and the residence based
on the critical areas ordinance and onsite sewage regulations.
Based on the information reviewed, the determination was also made
that a wet season evaluation would be required.
