HomeMy WebLinkAbout02 February County Health & Human Services HEALTH BOARD MINUTES FEBRUARY 27, 1996 BOARD MEMBERS: Robert Hinton, Chairman Richard Wojt, Member Glen Huntingford, Member STAFF MEMBERS David Specter, Health Department Director Jean Baldwin, Director of Nursing Services Larry Fay, Director of Environmental Health Chester Prudhomme, Director of Substance Abuse Thomas Locke, M.D., Health Officer The meeting was called to order by Chairman Robert Hinton with the following Board and staff members present: Commissioner Richard Wojt, David Specter, Chester Prudhomme, Jean Baldwin, Tom Locke and Judi Morris. APPROVAL OF MINUTES: Commissioner Wojt moved to approve the minutes of January 23, 1996, as presented. Chairman Hinton seconded the motion with the correction that Bob Sokol is no longer the City of Port Townsend Representative. The minutes were approved as corrected. DIRECTOR'S REPORT FINANCIAL REPORT: David Specter introduced Linda Green who is replacing Joney Healy in providing clerical support at the Health Department. He then reported that the County purchased computer equipment for the Community Assessment Program, $5,000 of which will be refunded. That will bring current expenses almost even for 1996. Revenue is at 3.1% and in the next few weeks the State Department of Health will send out the December payment, which is held until they receive Jefferson County's final report. David Specter said that food permit renewal notices were sent out stating the recent fee increase. Judi Morris said that there hasn't been any response from people asking for a waiver of fees. Commissioner Wojt requested that a list be kept of the people who request waivers. David Specter said that the Health Department has submitted certification for UGN funding to fund two programs: 1) Support for family planning; 2) Renewing support for substance abuse prevention. A letter was received from Michael Sexton, a resident of Chimacum, reporting what he feels are health violations concerning solid waste, water and septic on a neighbor's property. David Specter said that the Environmental Health staffis responding. David Specter said he would check to see if the City is doing the monitoring. NURSING DIRECTOR'S REPORT Jean Baldwin thanked Commissioner Wojt for attending the South Jefferson County Medical Clinic open house. Now that the clinic is up and running smoothly the Health Department is withdrawing the family planning component and have sent a letter (see attached), to the Hadlock Teen Center offering these and other services. This would be a 10-week program offering discussion groups and family planning services to teens. Jean Baldwin said that additional grant money would be used in training the volunteer staff at the Teen Center. Jean Baldwin reported that both Port Townsend and Chimacum School Districts are very concerned about drug and alcohol use on school campuses. The schools would like to host a large community meeting of about 100 community leaders such as employers, students, parents, clergy, Commissioners, Mayor, City Council, and local Tribes to discuss options for a youth strategy plan. This would be funded by the two school districts and the Community Network. ALCOHOL & DRUG ABUSE DIRECTOR'S REPORT Chester Prudhomme reported that there has been an increase in kids being brought into the student assistance program by their parents or referred by the school. He also said that James Singleton has been hired as the Student Assistance Intervention Specialist for the remainder of the 1996 school year. NEW BUSINESS Tom Locke, the new Health Officer, discussed his views on the public health improvement plan. He also discussed his goal ofthe State Board of Health working closely with the local Board of Health. The next meeting will be held on a special day: Thursday, March 28, 1996 at 1:30 p.m. ard E.
