HEALTH BOARD MINUTES

The meeting was called to order by Chairman Robert Hinton. The following Board and staff members
were present: Commissioner Richard Wojt, Larry Fay, Jean Baldwin, Judi Morris and Chester
Prudhomme. Commissioner Huntingford arrived shortly after the meeting began.
APPROVAL OF MINUTES: Commissioner Wojt moved to approve the minutes of February
27, 1996 as presented. Chairman Hinton seconded the motion in the temporary absence of
Commissioner Huntingford. The motion passed.
PUBLIC COMMENT PERIOD: No public comments.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT
PRESENTATION/1995 FOOD SERVICE OUTSTANDING ACHIEVEMENT
AWARDS: Environmental Health Director Larry Fay explained that the purpose for this assembly is to
present the 1995 awards for outstanding achievement in food service sanitation. The Environmental
Health Specialist Gwen Howard has been working with the Food Service Advisory Committee to
develop new policies and provide direction for food service businesses. One of the methods of positive
reinforcement developed by the Food Service Advisory Committee is recognizing food service
establishments for maintaining high public health sanitation standards, by providing them with an
outstanding achievement award.
This is the second annual award ceremony. Last year there were twenty-three food service
establishments which received this award. This year twenty-nine food service establishments are
receiving the outstanding achievement award because they have continued to meet or exceed the criteria
established by the Food Service Advisory Committee. Many of the establishments have qualified again
to receive this award. Larry Fay read the names of the following food service establishments and
presented the owners/managers with a certificate (Establishments receiving an award for a second time

REOUEST FOR TEMPORARY WAIVER FROM TOILET FACILITY STANDARDS:
HOOD CANAL SEAFOOD: KURT LAKENES: Larry Fay eXplained that Mr. Lakenes established
Hood Canal Seafood in 1993 with the intent to establish a retail seafood market and later decided on
opening a take-out food store. Over the years the Lakenes' have wanted to make improvements to their
facility which would allow indoor seating. In order to increase the seating capacity they must upgrade
the existing onsite sewage system to accommodate additional customers. Larry Fay stated that the .
Lakenes' must also get unrestricted approval to use the public water supply.
When Hood Canal Seafood was originally opened Lany Fay worked with the Department of Health to
get approval of the water system as an existing, non-expanding system. The building was once a gas
station and the existing water system which has been in place for several years does not meet current
drinking water standards in regard to the location of the well. The quality of the water is fine, however,
the fact that fuel storage tanks were underground in this area at one time and the proximity of the well
to highway 101 is a concern to the State Department of Health. Due to the State Department of
Health's concerns of source protection, the Lakenes' have not been able to get approval ofa group A
non-community water supply system. In the past, there was an agreement between Hood Canal
Seafood and Loggers Landing which allowed Hood Canal Seafood's outdoor seating customers the use
of the restrooms at Loggers Landing. Loggers Landing is no longer willing to share their restroom
facilities and without restrooms for customers the Health Department is unable to allow outdoor seating
at Hood Canal Seafood.
Lany Fay stated that the Lakenes' are requesting a temporary waiver from the toilet facility standards in
the Onsite Sewage Regulations. They would like to install portacans equipped with hand washing
facilities to accommodate their customers on an interim basis while they work to resolve their water and
sewer issues. Larry Fay stated that the sewer issues are resolved, however, there is no point in
implementing the solutions until the water issues are resolved. Tillman Engineering is evaluating the
capacity of the Quilcene Community Center water system to see ifan additional connection can be
allowed without affecting the current users of the system.
Mr. Lakenes stated he has been working with Tillman Engineering on the possible connection to the
Quilcene Community Center water system. He is unclear about the permitting process to bring the
water line across the road. He stated that it is his understanding that the local Board of Health can
overide the State in approving a water system. A lot of work was done to upgrade their existing well.
It produces good quality water, however, it is only 50 feet from the highway instead of the required 100
feet. The proximity of the well to the highway could pose a problem in the event of a truck accident
resulting in a chemical spill. Even ifan accident such as this occurred, contamination of the well is
virtually impossible. Mr. Lakenes questioned the possibility of getting a waiver to use the existing well
until a community water system is developed.

Larry Fay stated that the local Boards of Health can set stricter standards than the State but they cannot
set standards which are below minimum State standards. They do not have the authority to approve
waivers or hear appeals of water systems. There is a process in place to handle waivers and appeals
through the State Department of Health. He stated that the State Department of Health would review
all the options available before evaluating waivers. The underground fuel storage tanks were removed
before any policy standards on removal of underground storage tanks were in place. Therefore, there is
no record of an evaluation to determine if any leakage occurred. Discussion ensued regarding required
testing of water systems.
Larry Fay stated that the request is for the temporary use of porta cans until September 30, 1996. Once
the water issues are resolved the septic system can be expanded to provide regular toilet facilities to the
public.
After further discussion, Commissioner Huntingford moved to grant the request for a waiver for the
temporary use of porta cans. Commissioner Wojt seconded the motion which carried by a unanimous
vote.
DIRECTOR'S REPORT
FINANCIAL REPORT: In the absence of David Specter, Judi Morris presented the revenue
and expense summaries. She reported that 16.4% of the budget has been expended and 14.3% of
budgeted revenues have been collected as of February 29, 1996. Revenues are tracking low due to
grant projects. Expenses are a little higher than budget projections as a result of pre-ordering office
supplies. Grant funding in the amount of $5,000 will be added to the Equipment line for the Assessment
program which will bring that portion back in line. The cost for printing the Environmental Health Fee
Schedule in the paper considerably reduced the advertising budget.
PROGRAM/G~NT UPDA TE: Judi Morris reported on amendments to the Consolidated
Contract. These changes amount to $54,000 in additional revenue/grants from the State for taking on
these projects. Judi Morris added that these projects will not require any additional staff. The Health
Department is informing the Board of their plans, since this will result in a budget extension.
A contract between Jefferson County Health Department and Clallam-Jefferson Community Action will
be scheduled on the Board of County Commissioners' agenda for approval in the near future. Judi
Morris explained that in an effort to privatize various programs, Clallam-Jefferson Community Action
will be taking over the primary care dental program. State grant funding will transfer through the
Health Department and be dispersed to Clallam-Jefferson Community Action as a subcontractor. A
small portion of the funding will be used to pay the Health Department for administrative costs.
Another contract dealing with children from birth to three years of age will also be coming before the
Board of Commissioners for approval within the next two weeks.
Chester Prudhomme reported on a grant for youth outreach. There is possibly $30,000 available which
would allow for the hiring of an individual to assist young people in continuing with various programs
and help them through the system. Discussion ensued regarding the criteria of this grant.

Judi Morris stated that one of the goals of the County is to improve communication with its citizens.
One way the Health Department is doing this is by placing at least one article per month in the local
paper describing the services they provide. A copy of the articles will be provided to the Board to
review.
APPOINTMENT OF HEALTH OFFICER: The Board previously discussed and concurred
to appoint Thomas Locke as the Health Officer for Jefferson County. In order to make it official he
needs to be appointed by motion of the Board. Commissioner Wojt moved to appoint Thomas Locke
as the Health Officer for Jefferson County. Commissioner Huntingford seconded the motion which
carried by a unanimous vote. Dr. Locke signed the employment agreement which will be scheduled for
approval at the next Board of County Commissioners' meeting.
NURSING DIRECTOR'S REPORT
PROGRAM UPDATE: Jean Baldwin reported on the Violence Intervention Prevention
Service (VlPST) committee made up of representatives from the Prosecuting Attorney's Office,
Sheriff's Office, Port Townsend Police Department, Domestic Violence and School districts. Jean
Baldwin stated that she serves on a subcommittee of(VlPST) and is working on the system for sexual
assault exams. She discussed the problems with the existing system and advised that she is trying to
move the system out of the Health Department completely and into the emergency room at the hospital.
This would allow patients to be seen immediately by health care professionals (physician, social worker,
facilitator or nurse). There are physicians who are willing to go through the necessary training for this
type of work, which means patients would no longer have to be sent out the area for treatment.
The Health Department is beginning a series of classes on parenting. More specifically, for parents of
teenagers. These classes will take place at Chimacum and Port Townsend Schools. Another series of
classes providing education on parenting all ages of children, will be given at the Quilcene School.
Jean Baldwin reported on behalf of the Health Analyst, Lesa Barnes, that staff and local partners will be
assisting in the development of a community health assessment report. It will include determining the
focus of assessment and the audience that this report will target, defining health indicators to be used
throughout this assessment, and reviewing and interpreting the data collected up to this point. The
workshop dates will be scheduled at the end of May at the Jefferson County Fairgrounds. The Board is
invited to attend.
The Chimacum and Port Townsend School Districts are putting together a community meeting, inviting
80 to 100 community leaders to attend. It will probably be scheduled on a Saturday to allow more
working parents to attend and will last approximately 6 or 7 hours. The purpose of this meeting is to
analyze the top three community problems. The meeting is the effect of the Washington State Risk
Inventory program which the Port Townsend School District had participated in with regard to
assessing drug and alcohol use and teen pregnancy in schools.

PROGRAM UPDATE: See Director's report.
ALCOHOLffiRUG PROGRAM PERFORMANCE REPORT: Chester Prudhomme
presented a graph showing the Federal poverty level and the Health Department's effectiveness in
reaching that population of the County. Jefferson County is reaching 51% of the population living
below 200% of the Federal poverty level. Jefferson County is ranked the fourth highest in the State.
Chester Prudhomme believes that this is largely due to the fact the Health Department has established
good relations with other agencies in the County dealing with this population, as well as the great
political support that the County and City provide which enable the Health Department to offer these
programs and services.
HEALTH OFFICER REPORT
FINAL LEGISLATIVE REPORT: 1996 Session: HEALTH and HUMAN SERVICES:
Dr. Thomas Locke reported on the following legislative bill topics: Welfare Reform, D.S.H.S.
Restructuring, Becca Too (II), Community Public Health and Safety Networks, Tuberculosis Control,
HlV offender Notification ofJail Staff, and use of herbicides and pesticides on shorelines and lakefronts.
NEW BUSINESS
ELECTION OF CHAIRMAN: The Clerk reported that a Chairman for the Board of Health
has yet to be elected for 1996. Commissioner Wojt moved to elect Commissioner Hinton as Chairman
for 1996. Commissioner Huntingford seconded the motion which carried by a unanimous vote.

We would like to request a temporary waiver from WAC 246-215-120, use of
portacans in lieu of regular toilet facilities.
The rented facilities meet all the requirements of Sub. Sec 8 of WAC 246-
215-120.
(8) Food service establishment owners shall ensure all toilet facilities
are:

Of sanitary design;
Kept clean;
In good repair;
Provided with toilet
Provided with easily
paper; and
cleanable waste storage receptacles.
We are renting a portacan from Good Man Chemical Toilet Rentals and have a
contract with them for servicing and maintenance of the portacans.
The facilities include sinks for handwashing and a ramp for the handicapped.
We had a letter from Loggers Landing, our neighbor, stating we had the use of
their facilities, but they no longer wish to accomodate us due to competition.
As you are aware we are working on an engineered septic system and working
on getting water from the Qui1cene Community Center water supply. Tillman
Engineering is in the process of a design for both projects as we speak.
Our estimated time of completion is September 1996. If all goes well, we
will have our septic and water issues completed sooner.
