HEALTH BOARD MINUTES
APRIL 23, 1996

The meeting was called to order by Chairman Robert Hinton. The following Board and staff members
were present: Commissioner Glen Huntingford, Lany Fay, Jean Baldwin, Judi Morris, David Specter,
Tom Locke and Chester Prudhomme. Commissioner Wojt arrived shortly after the meeting began.
APPROVAL OF MINUTES: Commissioner Huntingford moved to approve the minutes of
March 26, 1996 as presented. Chairman Hinton seconded the motion in the temporary absence of
Commissioner Wojt. The motion passed.
PUBLIC COMMENT PERIOD: R.G. Hohnstein stated he owns a 5 acre tract in Hidden
Trails, located near the old landfill, and was recently denied his request for a setback variance. He is
appealing to the State Department of Health and would like any additional information from the County
regarding this parcel. Lany Fay said that he has a survey map of the boundaries in that area and Mr.
Hohnstein should also talk to Frank Hall in the Public Works Department. Lany Fay suggested that if
his appeal to the State Department of Health is denied, he should talk to his neighbor about a two party
well connection.
DIRECTOR'S REPORT
FINANCIAL REPORT: David Specter presented the revenue and expense summaries. He
reported that 21% of budgeted revenues have been collected and 24% of the budget has been expended
as of March 31,1996. The Drug and Alcohol Abuse program revenues are down by $10,000 and the
grant revenues are also low but are expected to catch up in the next couple of months. He stated that
they may have to request to move some money from salaries to cover expenses. David Specter
reported that during the monthly Management Team Meetings, the Health Department will be
presenting an FTE report similar to the budget report. This will track if something is out of line so it
can be adjusted quickly.
PROGRAM/GRANT UPDA TE: David Specter reported that the Consolidated Contract is the
mechanism that the State Department of Health is using to implement the State Public Health
Improvement Plan. This year the Health Department will be getting a self assessment tool that will be

used to score the Health Department Standards. The Board was asked to participate in this assessment.
The Health Officer, Tom Locke, discussed the difference between the Community Health Assessment
and the Organizational Assessment.
David Specter presented "April News" which are newspaper articles regarding Health issues.
Judi Morris reported that the Health Department received a complaint on their service and as a result
they are working on a customer service survey to help improve their service skills and process. A
report will be given to the Board when the survey is complete.
Judi Morris was asked by the Public Services Director to check computer software at the Health
Department and make sure all programs were licensed. There is a total of 20 machines with 146
applications running on those machines. There were six unlicensed programs found and they have since
been purchased.
NURSING DIRECTOR'S REPORT
PROGRAM UPDATE: Jean Baldwin reported that she is the County representative on the
Healthy Actions Oversight Committee. This committee talks about management care plans and how the
Medicare, SSI and Medicaid people are affected by the managed care changes. Issues such as access
and enrollment problems are discussed at these monthly meetings.
Jean Baldwin reported that there is a suspected case of measles reported on the Hoh Indian Reservation
at the West End. Tom Locke discussed how measles are transmitted and the process to control an
outbreak. Commissioner Wojt asked if the West End nurse, Jean Fletcher, could attend the community
meeting scheduled for April 25 at the Queets-Clearwater School to answer any questions that may be
asked? David Specter thought that was a good idea and would check with her. Commissioner
Huntingford asked that the Board be updated prior to their April 25 community meeting.
ALCOHOL and DRUG ABUSE SERVICES DIRECTOR'S REPORT
PROGRAM UPDATE: Chester Prudhomme said that he has done an informal analysis to
determine the number of clients compared to prior years and determined that they are 60% above 1994
figures. Most of the new clients are kids and DWl cases going through the court system.
Chester Prudhomme reported that he has applied for an Adolescent Case Management Grant. A total
ofl0 grants in Washington State in the amount of $30,000 with a $10,000 local match will be given
out. This money would allow the hiring ofeura staff to get kids (12-19 years) in and through treatment
programs. He also reported that the Student Assistance Counseling Program was left off of the school
levy and he doesn't know if this program will continue after June. The Schools would like this program
to continue but have no ideas on how it will be funded. Some direction may be requested from the
Board within the next few months.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT
Lany Fay introduced Dave Christensen who has been hired to implement the Critical Areas Ordinance
Seawater Intrusion Provisions and various other projects.

Lany Fay stated that Linda Atkins met with the Board of Directors ofthe Quimper Credit Union to
discuss administering and managing various grants and loans. He also informed the Board that a court
date has been set on the legal action taken by the Prosecuting Attorney against a food service
establishment that operated without a license.
Lany Fay discussed the dmfi Memorandum of Agreement with the Department of Ecology which
would delegate authority to Jefferson County to administer and enforce the well sealing, tagging and
decommissioning portions of the water well construction program. Commissioner W ojt asked who
changed the inspection rate of 100"10 of decommissioned wells to 90%? Lany Fay responded that due
to time, 100"10 of the inspections would not be possible. Discussion continued on the cost and the
process of decommissioning a well. A second draft is being worked on and will be sent to the
Prosecuting Attorney for his signature and then to the Board for their approval.
HEALTH OFFICER REPORT
Tom Locke reviewed how the Public Health Improvement Plan (pHlP) was established. It is a long
term plan with revisions made every two years. This plan is going to be rewritten this summer
including comments from Counties statewide.
NEW BUSINESS
Chairman Hinton asked Lany Fay when the next septic system designer class will take place? Larry
said that Jefferson County doesn't have a designer program scheduled. The Courts have decided that
Counties do not have the authority to license people to do engineering work. This decision is being
appealed by the Board of Licensing for Professional Engineers and is currently unresolved.
Chairman Hinton then asked Lany Fay what the regulation was on a one bedroom residence designed
septic system? Lany said that the new regulation which became effective January 1995, states that a
minimum of240 gallons per day are required whether it is one or two bedrooms. It also states that the
Health Officer is the only one who could allow a smaller system, with appropriate justification.
David Specter said that due to Memorial Day the Board of County Commissioner's regular meeting
date has been moved to Tuesday, May 28. It was decided that Health Board would remain on the same
day and time, but would only last one hour.
