HEALTH BOARD MINUTES
APRIL 22, 1997

The meeting was called to order by Chairman Glen Huntingford. The following Board and staff members
were present: Commissioner Richard Wojt, David Specter, Jean Baldwin, Larry Fay, Chester Pruhomme,
and Judi Morris. Commissioner Dan Harpole and the City of Port Townsend's representative Ted
Shoulberg were not present.
APPROVAL OF MINUTES: Commissioner Wojt moved to approve the minutes of March 25,
1997 as presented. Chairman Huntingford seconded the motion. The motion carried.
PUBLIC COMMENT PERIOD: No public comments.
OLD BUSINESS
EXPANSION OF THE BOARD OF HEALTH MEMBERSHIP: David Specter stated that
the hearing notice for the proposed ordinance expanding the membership and defining the duties of the
Jefferson County Health Board will be advertised in the Port Townsend newspaper this week. The hearing
is scheduled for Monday, May 5, 1997 at 3:00 p.m. in the County Commissioners Chambers. David
Specter reported that he will be present to answer questions and respond to any public concern. The Health
Department will be revising the standard advisory board application to suit their needs and drafting new
Bylaws for consideration. It is hoped that the additional Health Board members will be appointed by May
and no later than June.

FINANCIAL REPORT: David Specter reported that 25% of the budget has been expended and
21.5% of budgeted revenues have been collected as of March 31, 1997. Revenues are down largely due to
the lag in tax and grant payments, however, low substance abuse fees are also a contributing factor and will
be investigated. Expenses are right on target.
David Specter stated that for the past 8 months the Health Department has been including in the Board
members' packets, copies of newspaper articles relating to the Health Department. He asked the Board
members if they found this helpful and if they would like the Health Department to continue this practice?
Chairman Huntingford stated that he reads both the Leader and the Peninsula Daily News and usually he
has already seen the articles by the time he receives his Health Board meeting packet. He added that while
it might be a good reminder, it is not very useful for him. Commissioner W ojt agreed and stated that it
might be more helpful when the Board increases its membership. David Specter stated that he will wait to
see what the expanded Board wants to do.
PROGRAM UPDATE: The Health Department is submitting the U.G.N. grant applications this
week for Family Planning and Scholarships.
~ NURSING DIRECTOR'S REPORT
PROGRAM UPDATE: Jean Baldwin stated that the Health Department is conducting an internal
data review of computer information. Judi Morris stated that they are beginning to input data into the new
client data system.
COMMUNITY MOBILIZA TION/COMMUNITY NETWORK: Jean Baldwin presented the
Board with a letter of resignation and stated she is resigning from the Community Mobilization Network.
She added that David Specter is the alternate representative and is interested in taking over her position.
David Specter stated that he feels it is important for the Health Department to have a seat on this Board.
Commissioner Wojt moved to appoint David Specter to serve on the Community Mobilization Network.
Chairman Huntingford seconded the motion. The motion carried. David Specter suggested appointing
Chester Prudhomme as the new alternate member. Commissioner Wojt moved to appoint Chester
Prudhomme as the alternate member on the Community Mobilization Network. Chairman Huntingford
seconded the motion. The motion carried. The Board thanked Jean Baldwin for all her hard work and
contributions to the community while serving on the Board.
@> ALCOHOL and DRUG ABUSE SERVICES DIRECTOR'S REPORT
PROGRAM UPDATE: Chester Prudhomme reported that he has been recruited by the
Chimacum High School Principal Ron Green, to serve on a drug policy advisory board. Members were
appointed by the Chimacum School Board. The initial task of this advisory board is to review and revise
the current drug policy established in 1988.

Chester also reported on the following: The number of clients is up 10% from last year; There is going to
be an all day staff retreat on Monday, May 19, 1997 at Fort Worden; A poster and billboard, paid for by
the State, to discourage smoking.
() ENVIRONMENTAL HEALTH DIRECTOR'S REPORT
PROGRAM UPDATE: Larry Fay stated that Environmental Health Specialist Gwen Howard
taught a food service certification course for food service managers. The course ran one evening a week
for five weeks. The materials and exam that were administered by Gwen, came from the National Food
Service Industry Association. The course is a means of increasing the overall standard in food service
establishments. The Health Department will monitor the compliance status of establishments operating
under certified food service managers, with a goal of reducing the frequency of inspections or
implementing a self-inspection program. The monitoring will also allow the Health Department to see if
there is a difference in performance between establishments that operate under certified food service
managers and establishments that do not. Nine individuals enrolled in the course. Eight of those
individuals took the exam with six individuals passing. The class is offered for $100 per enrollment.
CATCHMENT POLICY: Larry Fay presented the Rainwater Collection Policy concerning the
use of rain water catchment systems for proof of water adequacy for building permits. This new policy has
been reviewed by the Prosecuting Attorney and will provide actual guidelines for the Health Department to
follow in reviewing proposed catchment systems. Commissioner Wojt moved to approve the Rainwater
Collection Policy. Chairman Huntingford seconded the motion. The motion carried.
ONSITE SEWAGE SYSTEM OPERATIONS AND MAINTENANCE: Larry Fay reported
that the Onsite Sewage Advisory Committee was established to make recommendations for an onsite
sewage system operations and maintenance program. The committee has met a few times and developed a
plan. The committee feels the most important element is information and outreach. Educational
opportunities need to be provided to the public before the development of an ordinance. Discussion
ensued regarding the Onsite Sewage Advisory Committee's plan and funding for it.
T HEALTH OFFICER'S REPORT
LEGISLA TIVE UPDATE: Dr. Thomas Locke updated the Board on the Public Health budget.
Education and the Public Health Plan appear to be high priority for the Governor.
NEW BUSINESS
CONSOLIDATED CONTRACT PILOT PROJECT: David Specter explained that Jefferson
County is one of five Counties in the State to be selected to participate in a pilot project to reinvent the
consolidated contract with the State Department of Health. Today was the first meeting with Don Oliver
and Sherilyn Casey of the State Department of Health, to discuss how the project will be conducted. Since
the meeting coincided with the local Health Board meeting he invited Mr. Oliver and Ms. Casey to make a
presentation and discuss the project.

Mr. Oliver eXplained that the State Department of Health is working with the five chosen Counties to try
to take a contract that was designed 15 years ago to move funding from the Federal level through the State
to the local level (ie. block grant funding), and identify public health needs. Mr. Oliver presented an
outline of the project:

Identify Issues and Problems - Possible Solutions
Functionality - Not Piecemeal
Improvements/Changes
Track' A' - Review Current Federal and State Requirements
- Flexibility for local governments
Track 'B' - Pilot Project for Five Counties
Mr. Oliver stated that by the first week of May they will have met with all five of the participating counties.
Meetings will be held over the next three months and it is hoped that they will have a contract ready by
October. Ms. Casey added that part of the process is determining the minimum Federal requirements, and
trying to find creative ways to meet those requirements while still allowing for some flexibility.

The next meeting will be held on Wednesday, May 28, 1997 at 1 :30 p.m.

Dear Commissioners:
As you know, I have been the Jefferson County Commissioners' representative on the Jefferson County
Community Network through the long planning process. The Community Network has now successfully
published a plan that was accepted by the Family Policy Council March 24 of this year. The plan outlines
clear problems and service guidelines. The three identified problems are the prevention of child abuse and
neglect, the prevention of domestic violence, and the prevention of substance abuse among adolescents.
Requests for funding proposals will be outlined by the network and their next challenge will continue to be
to work with community groups for beginning interventions on many of these problems.
I must resign my appointment at this time. I am on several community boards and involved in many
activities, as well as administering and supervising a large department. David Specter was appointed my
alternate to the seat in 1994, David is able to continue to serve on this committee as your representative.
Thank you for this opportunity to work with this community group on this process.
