Edvrards Jefferson County Engineer Port Towmsend, Washington Dear Sir: ~~ith further reference to the road connecting the State Highway with our mill, we wish to confirm the results of your recent conference with our engineers. Our desires in this matter are, briefly, the establishment of a permanent road of satisfactory grade that will serve the paper mill at all times, same to be constructed or repaired at the lowest possible cost. Our engineers recently went over with you the three alternatives suggested, namely, 1 - Repairing the present road, 2 - Constructing the new road as proposed by the Jefferson County Engineers, including the erection of an overhead crossing, or 3 - The road suggested by the National City Development Company. t..je cannot see any reconciling features to the plan offered by the National City Development Company and we would not recommend considering it. This leaves only the alternatives of repairing the present road or constructing the new road previously mentioned. After careful analysis, we feel that repairing the present road will be the most economical and satisfactory procedure to follow. The writer believes all of you agree that it is possible to hold the grades on this road down to from 10 to 12f with 12 ~ being the maximum grade. This__ will „,, be satisfactory, for,,al.~..~QU.r,:_purnos;s and we feel will materially he~.p~our local situation in eliminating many of the bad features of the present road. It is true that the ~rader._crossr~ will not be eliminated by such a plan, but even if the new road with over- head crossing were constructed there would stil_1 be considerable traffic over the old road so that the hazard would still be present. i E Mr. Schuyler B. Edwards - 2 May 7, 1929 Moreover, the recent appropriation by the State for the construction of a concrete road along the present highway from the Chevy Chase cut-off to Port Townsend favors our recommendation of repairing the present road in that the latter offers the shortest distance between our mill and the State High~ray.
