COMMUNITY CAPITAL FACILITIES PROGRAMS COMPETITIVE GRANTS
RECOMMENDATION SURVEY
The Olympic Peninsula YMCA has applied for a $1,570,000 grant from the
Washington State Department of Commerce. You've been selected by the applicant to
fill out a recommendation survey. Please type answers into this form and return it to the
applicant, who will upload your survey as part of their application. If you have any

1. What is your relationship with the applicant, and how well do you understand the
applicant's mission and their proposed project?
Jefferson County has been partnering with the Olympic Peninsula YMCA on this
project for many years, and has secured significant federal funds for its construction.
The County is highly involved in the planning and grant management functions,
including regular team meetings and public outreach events. We are fully on board
with the mission to bring more childcare and family resources to Jefferson County.
2. Why do you think the need addressed by the applicant's proposed project is
important?
According to DCYF, Jefferson County currently only has childcare available to
approximately 9% of those needing it. This severely limits the ability of parents to
find stable employment, and creates an unreliable workforce for local employers.
Creating more childcare options is critical for our rural community to have a viable
economy and reduce the number of children and families living in poverty.
Additionally, the new facility will provide for more efficient and effective delivery of
other critical support services, such as housing the Youth & Family Navigator and
providing meals for families most in need.
3. Describe how the applicant has collaborated with stakeholders to create a well-
thought-out project.
Olympic Peninsula YMCA has been partnering with Jefferson County, Jefferson
Healthcare and the Port Townsend School District for over 3 years to assess the
need for childcare and design a new facility to fill this need. This team, with the
YMCA in the lead, has done extensive outreach to get input from potential users and
impacted communities. The partnership has been successful in securing competitive
funding from state and federal sources. This project is supported by many regional
organizations and residents alike.
4. Why do you think the applicant has the managerial and financial capacity to
effectively run the facility once completed?

Olympic Peninsula YMCA has a strong, demonstrated track record in managing
complex projects in the region, including the building of new childcare centers and
taking over management of an aquatic center. Jefferson County is proud to partner
with the YMCA on complex projects as they are a known and trusted partner in both
construction and management for essential community services.
