The meeting was called to order by Chairman Robert Hinton. The following Board and staff
members were present: Commissioner Wojt, David Specter, Jean Baldwin, Chester Prudhomme,
Environmental Health Specialist Linda Atkins and Bob Sokol. Commissioner Huntingford arrived
shortly after the meeting started.
APPROVAL OF MINUTES: Commissioner Wojt moved to approve the minutes of
June 28, 1994 as presented. Chairman Hinton seconded the motion. The motion carried.
DIRECTOR'S REPORT
FINANCIAL REPORT: David Specter reported that 49.4% of the budget was
expended and 45.4% of budgeted revenues have been collected as of July 1, 1994. He stated that
if the revenues continue at this rate, the year end results could be $40,000 to the good.
PROGRAM/GRANT UPDATE: David Specter explained that they will submit the
1995 Consolidated Contract to the Department of Health next week. In 1994, the contract was
$204,000. The new contract will be $189,000 because there are several projects that are
scheduled to end. He added that the DOH may decide to continue these projects and, at that
point, he will make the additions to the contract. The new contract also includes $23,000 in new
grant funding for family planning.

He reported that the State is conducting a review of programs covered by the Consolidated
Contract. One issue that the State will probably note is that the Health Department is not able to
track the exact hours some of the staff allocate to activities on a particular project. An example
would be when staff answers telephone calls from clients, they may have to deal with several
different projects. This makes precise tracking difficult.
David Specter presented the members of the Board with a copy of Jefferson County Development
Disabilities Comprehensive Plan. This plan was produced by the Developmental Disabilities
Advisory Board and approved by the State Office of Developmental Disabilities. It sets out goals,
objectives and preliminary budget allocations for the 1995-1997 biennium.
David Specter added that they received notice from WIC that there is money left in the budget
for equipment. The State is requesting that counties submit a list of equipment that they need at
this time.
NURSING DIRECTOR'S REPORT
FACILITIES FOR CLINICS: Jean Baldwin reported that when she approached the
Brinnon Senior Organization recently about using the Senior Center for clinics, they agreed that
the Health Department could use the facilities, but there were some limitations. Since that time
the Brinnon Fire Chief has invited them to use the Fire Hall for their clinics and they have
decided to accept his offer. She added that the immunization rate for two year olds in the
Brinnon area is 20% and therefore it is very important that these clinics are available in the
community.
FAMILY PLANNING ADVISORY BOARD: There will be a "Friends of Family
Planning" meeting on August 17 at 7:00 p.m. at the Health Department. They will be discussing
the role of an advisory board in relation to the Board of Commissioners and the medical
supervisors. The advisory board would be dealing with community outreach, education and fund
raising.
STATE REVIEW OF PROGRAMS: Jean Baldwin stated that the Auditors from the
State that have been reviewing the Consolidated Contract programs have been impressed by the
direction that the Health Department is taking regarding community outreach. The State was also
pleased that the Public Health Improvement Plan is finished.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT
REQUEST FOR WAIVER WAC 246-272-140; RICHARD AND GLORIA WITTE:
Environmental Health Specialist Linda Atkins reported that this waiver is to reduce horiwntal
separation between a septic tank and the ordinary high water mark. She explained that the
appellants plan to remodel an existing cabin in Paradise Cove. They applied for a sewage
disposal permit for a new system and the proposed drainfield and septic tanks met current codes.
The permit was approved, but during actual construction, the appellants discovered that they could
not meet the setback requirements. The existing tank for the cabin is 25 feet from the surface
water, the new tank will be further back than that, but cannot meet current code, which is 50 feet.
The drain field is over 100 feet back from the surface water. After a brief discussion,
Commissioner Huntingford moved to approve the waiver application to reduce horizontal
separation between the septic tank and the ordinary high water mark. Commissioner Wojt
seconded the motion, which carried by unanimous vote.

MEMORANDUM OF UNDERSTANDING WITH PUD #1: This memorandum of
understanding is between the PUD, the Health and Human Services Department and the Planning
and Building Department. The PUD has been the satellite system management agency for onsite
sewage systems for several years, but there has never been a formal agreement. Linda Atkins
reported that this MOU will clarify the role of each agency and outlines procedures and
responsibilities for the monitoring of alternative on-site septic systems within the County. She
explained that there is one step in the process that will be eliminated in this document and that is
the "intent to enter" contract when a permit is issued. This will become a condition on the
permit. However, a monitoring contract that is signed after the system is fully constructed will
remain part of the process. The Board concurred that, after review by the Prosecuting Attorney,
the MOU will be placed on the Board of County Commissioners' Consent Agenda for approval.
REOPENING UPPER END OF QUlLCENE BAY: The State Department of Health
plans to reopen the upper end of Quilcene Bay to shellfish harvesting. They asked that Linda
Atkins submit a report on repairs and upgrades to onsite sewage systems in the area in the past
two years. This report will provide supporting documentation for the completed water quality
monitoring program.
ALCOHOL/DRUG ABUSE SERVICES DIRECTOR'S REPORT
STUDENT ASSISTANCE COUNSELOR: The Port Townsend School District will
contribute $12,000 to assist in the funding of this program. Chester Prudhomme stated that the
job announcement will be advertised through ESD in Bremerton. They plan to fill the position
before school starts.
TUBERCULOSIS TESTING PROGRAM: Chester Prudhomme explained that the
State is requiring a test for drug resistant tuberculosis. Clients and counselors are required to be
tested on an annual basis. The immunization clinic implemented this program in early July. He
added that the Substance Abuse Program requires clients with a history of IV drug use to be
tested annually for HIV and hepatitis. They request that all other clients in the program be tested
also. Jean Baldwin said that TB testing is also mandatory for all employees in the Sheriff's
Office, the Health Department and EMTs. There was a brief discussion about the Health
Department's immunization fee schedule and sliding scale fees.
The next meeting will be held on Tuesday, August 23, 1994 at 1:30 p.m.

VARIANCE REQUEST
A variance is an exception from the general rule or standard and
u suoh must be accompanied by sufficient reasoning to justifY
granting its approval. Granting a variance is based on a hardship
presented by applying the standard to circumstances or conditions
unique to the i=lroperty and generally not experienced by other

32 of the systems were designed directly through the water
quality program. The others were designed by licensed
designers but qualified under the guidelines of water quality
improvement and so were counted. The criteria include
proximity to surface water, depth to ground or perched water
table or excessively coarse soils relatively near surface
waters.
County wide approximately 135 systems have been permitted under the
water quality program. This does not represent all repairs
completed in the county, only those directly effecting surface
water quality and those who participated directly with the program.
This report has been prepared to provide supporting documentation
to the water quality monitoring completed by the Washington State
Department of Health and Jefferson County in Quilcene Bay. The
Jefferson County Commissioners have actively supported the Water
Quality Improvement Program and it is expected that improvement in
water quality will continue.
