Peter Geerlofs, M.D., Health Officer Chester Prudhomme, Director of Substance Abuse CITY OF PORT TOWNSEND REPRESENT A TIVE: Bob Sokol The meeting was called to order by Acting-Chairman Glen Huntingford. The following Board and staff members were present: Commissioner Richard Wojt, Larry Fay, David Specter, and Chester Prudhomme. Chairman Robert Hinton, Jean Baldwin, Peter Geerlofs and Bob Sokol were not present. APPROVAL OF MINUTES: Commissioner Wojt moved to approve the minutes of October 25, 1994 as presented. Acting-Chairman Huntingford seconded the motion. The motion carried . PUBLIC COMMENT PERIOD: There were no public comments. DIRECTOR'S REPORT FINANCIAL REPORT: David Specter reported that 84.2% of the budget has been expended and 80.4% of budgeted revenues have been collected as of October 31, 1994. Revenue is low due to the fact that they have not received $55,000 in funding from the State Department of Health. The funding will be received once the local Health Department has completed the semi- annual report for the State Department of Health. The report will be sent today. Expenses are over budget as a result of prepayment of the lease. PUBLIC HEALTH SAFETY NETWORK: Members have been appointed to the community Public Health Safety Network. At the orientation meeting held last week there was discussion regarding selecting an agency to be the lead fiscal agency. The network committee will put out requests for proposals. David Specter added that Chairman Hinton indicated the County was not interested in being the lead agency, however, Jean Baldwin attended the last meeting of the network committee and she stated Lois Smith indicated otherwise. The Health Department recommends that the County not do it since the Educational Service District (ESD) is willing to take it on. ESD is currently lead fiscal agency for Kitsap County. David Specter feels this would provide advantages for some regional approaches. They will not be taking over the entire budgets. Chester Prudhomme asked if that means they will only be able to use the extra money being raised from the tax on tobacco, which is approximately $6,000,0001 Commissioner Wojt stated that is correct. Acting-Chairman Huntingford stated that is how he understood it as well. David Specter stated he has not heard the law interpreted that way. The Board suggested the Health Department contact Senator Loveland who wrote the law, with any questions. David Specter presented a memo from the City of Port Townsend responding to a letter dated November 8, 1994 from David Goldsmith, the Director of Community Services regarding funding for regional services. The City is proposing funding for only 6 months in the amount of $47,000. The Health Department had asked for $102,000. Even with other funding they are still in the hole $22,789 for the year. Depending on when the other funding is received they could only be in the hole $8,500. The City has combined funding for health and substance abuse. In effect they have cutoff all their funding for substance abuse. The City is only legally required to give 2 % of their liquor tax. FAMILY PLANNING: In the absence of Jean Baldwin, David Specter reported that State consultants reviewed Family Planning's billing process and recommended that some fees be changed so they are consistent statewide. The changes will have to made to the Ordinance which will require a hearing by the Board of County Commissioners. The Jesse Colin-Young concert yielded $1,400 for the Family Planning Program. ENVIRONMENTAL HEALTH DIRECTOR'S REPORT REVIEW OF FINAL PROCEDURES FOR CONDUCTING FOOD AND BEVERAGE SERVICE WORKER'S PERMIT EXAMINATIONS: Larry Fay stated the changes resulting from last month's meeting have been implemented and various items have been clarified. Commissioner Wojt moved to approve the procedures as amended. Acting-Chairman Huntingford seconded the motion. The motion carried. REVIEW CHANGE TO INTERAGENCY AGREEMENT: RECREATIONAL SHELLFISH PROGRAM: STATE DEPARTMENT OF HEALTH: Larry Fay stated that this is essentially the same contract that was signed last year. The only difference is that task A, #6 regarding sign maintenance has been omitted. He feels the money is just a reimbursement for the shellfish monitoring activities that the Health Department has already done. The obligation to conduct emergency response still continues. Acting-Chairman Huntingford stated that the final agreement should be reviewed by the Prosecuting Attorney. Commissioner Wojt moved to place the agreement on the Board of County Commissioners' consent agenda contingent on the Prosecutor's review and approval. Acting-Chairman Huntingford seconded the motion. The motion carried. The next meeting will be held on Thursday, December 22, 1994 at 1:30 p.m. MEETING ADJOURNED (
