Peter Geerlofs, M.D., Health Officer Chester Prudhomme, Director of Substance Abuse CITY OF PORT TOWNSEND REPRESENTATIVE' Norma Owsley The meeting was called to order by Chairman Robert Hinton. The following Board and Staff members were present: Commissioner Richard Wojt, Commissioner Glen Huntingford, Larry Fay, David Specter, Jean Baldwin, and Port Townsend's representative Norma Owsley. APPROVAL OF MINUTES: Commissioner Huntingford moved to approve the Minutes of March 23, 1993. Chairman Hinton seconded the motion which carried by a unanimous vote. ADMINISTRATOR'S REPORT FINANCIAL REPORT: David Specter reported that 25.5% of the budget was expended and 19.0% of budgeted revenues have been collected as of March 31, 1993. Revenue is down due to the lag of grant money coming in. Several checb were recently received and will be reflected in next month's report. Revenue from Nursing and Environmental Health fees are right on target. Expenses are in good shape. The only variances are due to pre- ordering supplies and prepaying lease expenses. David Specter stated that is correct and added that there are about 35 employees and two reception stations with two phones each. There are also phones in two consulting rooms, two conference rooms, and a phone in their lab. When Human Services moves into the Health Department 6 more phones will be added. 1994 GOALS/STATUS REPORT: David Specter presented draft budget goals for 1994 in response to Al Boucher's request. After a brief review he asked that the Board get back to him with any comments they may have so he may finalize the document for Mr. Boucher. PROGRAM/GRANT UPDATE: The draft information for the City of Port Townsend regarding public health services, core functions and health reform was presented to the Board for review. The list identifies which programs are mandated by RCW and which are optional according to WAC. Those programs that are optional do not have to be provided, however, in most cases, if the local government does not provide the program then the State will provide it and charge the local government. David Specter reported he will send this information to the City before they begin their budget process. DIRECTOR OF NURSING'S REPORT Jean Baldwin reported that the immunization hours have been expanded to five days a week. Tomorrow, April 28, 1993 there will be class on breast feeding. The Health Department wi1l also be receiving more funding from the State to go towards staffing for immunizations and communication networking. ENVIRONMENTAL HEALTH DIRECTOR'S REPORT Larry Fay reported that a diesel fuel tank down at the Port spilled approximately 1,000 gallons of fuel into the soil adjacent to the pump area. He advised the Board that the Health department does not have a direct role in response to the spill. The lead agency is the Department of Ecology and efforts are underway to clean it up. The Port will have to develop a treatment and disposal plan for the contaminated soil. The Health Department will a review the plan. The contaminated soil will be transported to another location on the Port property where it will be tested until it reaches a level where it is safe for other disposal. People living on boats in that area expressed concern about the safety and health effect from the fumes of the diesel floating on the water. The State Department of Health contacted David Specter and he and Health Officer Peter Geerloffs toured the area and determined that evacuation was not necessary. REVIEW AND COMMENT ON DRAFT POLICIES: Larry Fay asked if the Board had any comments on draft policies presented at the lasi meeting regarding subdivision review, water supply review, Two-connection group B water system review, wet season evaluations, and drainfield easement~? He will incorporate any changes and have them in a form for adoption at the next meeting. Comments were received from the State Department of Health on the two-connection group B water systems. The representative from the HEALTH BOARD MEETING MINUTES - APRIL 27, 1993 Page 3 Drinking Water Program felt that the policy covered the Health Department's concerns and recommended submission of a well log or pump test result when doing two-well connections. The Prosecuting Attorney will be contacted for his comments on these policies. Discussion ensued regarding the policies, and the consideration of well site approvals in order to prevent penple from encumbering their neighbor's property. GUJDET.INES FOR WATER AVAILABILITY NOTIFICATION: In 1990 the Department of Ecology adopted interim guidelines for the implementation of Section 63 of the Growth Management Act which requires water availability before approval of a building permit. The Health Department hlL~ been working under these guidelines since they were adopted. Last week the final guidelines were received and the water availability policy was modeled around those guidelines when they were still in draft form. Commissioner Hinton asked about the possibility of getting local control of community water systems? Larry Fay replied that the State would like to give control of those systems to the County however, in the past the County has resisted doing public water systems due to concerns that it would be another program the County would have to manage that does not bring in enough money to cover itself and that the State would not help in funding it. He stated he will contact the Director of Drinking Water Programs who was very interested in the proposed interagency agreement between the Health Department, State Department of Health and the P.U.D. to review community wells. It was approved by all agencies except the State Attorney General's Office. They said the P.U.D. could not review their own work or review systems that were not going to become part of the P. U. D. system under satellite system management. If nothing can be done with the proposed agreement he will contact Kitsap County to outline what they can do and get back to the Board to look at the system, fees and turnaround time. NEW BUSINESS: Jean Baldwin invited the Board to look at the nursing component of the Health Department. Since they are usually in the background and make up a large portion of the Health Department's budget they would like the Board to look at nursing programs and answer any questions before the budget process begins. The next meeting will be held on May 25, 1993 at 1:00 p.m. MEETING ADJOURNED
