The meeting was called to order by Chairman B.G. Brown. The
following Board and Staff members were present: Commissioner Larry W.
Dennison, Larry Fay, David Specter, Nancy Gow, and J. Peter Geerlofs,
M.D. Commissioner Richard E. Wojt was not present due to an excused
absence.
APPROVAL OF MINUTES: Commissioner Dennison moved to approve
the minutes of December 17, 1991 as presented. Chairman B.G. Brown
seconded the motion which carried by a unanimous vote.
ADMINISTRATOR'S REPORT
Financial ReDOrt: David Specter presented a summary of
expenditures and revenues for 1991 year end. He explained that part
of the variance in expenditures was largely due to salary benefits.
Many employees who were on contract with no benefits came off of
contract and came on as county employees.

Travel expenses were also over budget. David Specter said they would
maximize county car usage in order to come in on the new budgeted
level.
The scan telephone system expenditure was not originally anticipated.
Chairman B.G. Brown suggested that after the move, they review using
scan since the state no longer pays for it. David Specter said he had
discussed with Elaine Arey, dropping scan and going on the same
telephone system as the courthouse. Chairman B.G. Brown agreed that
would be a good move.
The discussion continued about hiring someone to fill the medical
records clerk position.
Proqram and Grant UDdate: David Specter reported that the
Department of Health will be reviewing the dental contract.
Discussion turned to what the Dentists provide and what the Health
Department provides in regard to facilities, insurance, etc.
Facilities Update: At the Castle Hill Mall space, counters,
cabinets, and lights are being installed. Target date for completion
has been set for February 15, 1992, and the move in date set for three
weeks later. They will be closed on Friday, March 6, 1992, for
packing. Arrangements will be made to have movers come in Saturday
and Sunday to move boxes and furniture. Monday, March 9, 1992 they
will be closed for unpacking at the Castle Hill Mall space.
APEX status ReDOrt: There are two meetings scheduled in the
next two weeks to start work on the action plan.
DIRECTOR OF NURSING'S REPORT
Jefferson County AIDS Task Force: Yuko Umeda, PHN asked the
Board if they had any Objection to Dennis Kelly's letter regarding
having condoms available at the Port Townsend Community Center. COAS
(Columbia Olympic Aids Services) task force will be funding the
condoms. Peter Geerlofs asked if the condoms were typically made
available through machines? Chairman B.G. Brown stated that is what
was done in the past. The county paid for the machines and stocked
them in the taverns. Yuko Umeda stated the main goal was to have
condoms available throughout the community. In the past she has had
problems with the condom machines being heavily vandalized, therefore,
she would like to use a new method of distribution and have them
available at the Port Townsend community Center.
Discussion took place of what method should be used to make condoms
available. Peter Geerlofs suggested Yuko Umeda discuss the matter
with the staff at the community center and come up with a proposal to
present to the Board.

statistics - Monthly ReDOrt: Nancy Gow reported there are
three areas that continue to show growth: immunization, HIV aids
testing, and maternity support services. She also reported on State
BOH Forum, STDs and Women's Care.
community Education: Tuesday evening, January 28, 1992 there
will be an educational offering for local health care providers. It
will be on immunizations, and hepititus.
West End Services: The nurse who provides Clallam County's
home health care and Jefferson County's nursing services for the West
End is going to be moving in March. Her position has been advertised,
and to date there has been no response. In the Queets/Clearwater area
there is currently no community health nurse and there are at least 50
under immunized kids below the age of 5. Discussions then turned to
who would take over the position.
WIC Program: The County has been running over the case load
of 320 clients allowed by WIC. For December there were 370 clients,
January figures are not available yet, and in order to reduce the case
load, 4 and 5 year olds may have to be eliminated from the program.
Nancy Gow then commented on part of the facility update she felt
should be acknowledged. Dr. McCarron donated 5 gallons of paint, the
Health Department donated labor, and now the rooms at the new facility
are freshly painted.
DIRECTOR OF ENVIRONMENTAL HEALTH'S REPORT
statistics - Monthlv ReDort: Larry Fay reported that sewage
disposal permits were down which resulted in the reduction of
environmental health revenues.
Environmental Health Fees: Larry Fay suggested adjusting the
County's environmental health permit fee structure. He stated that
the permit fees need to reflect time put into permits that is not
charged for. Currently, there is no charge for Non-prOfit food
service permits. Larry Fay stated these permits take considerable
time and fees for them should be discussed.
David Specter stated they would like to put together some specific
recommendations to present to the Board of Health at the February
meeting for initial discussion.
Commissioner Dennison suggested discussing this matter with David
Goldsmith to see if the this can be consolidated with
planning/Building.
