Peter Geerlofs, M.D., Health Officer CITY OF PORT TOWNSEND REPRESENTATIVE: Sheila Westerman The meeting was called to order by Chairman B.G. Brown. The following Board and Staff members were present: commissioner Larry W. Dennison, Commissioner Richard E. Wojt, Larry Fay, David Specter, and Nancy Gow. APPROVAL OF MINUTES: Commissioner Dennison moved to approve the minutes of February 20, 1992 as presented. Commissioner Richard E. Wojt seconded the motion which carried by a unanimous vote. ENVIRONMENTAL HEALTH DIRECTOR'S REPORT Reauest For Variance Septic System Setback: Robert L. Harr: Robert Harr was present when Larry Fay reported that he has applied for a building permit for title elimination on a mobile home he owns on property at Snow Creek Ranch, Lot #89. The property has a septic system that was installed and issued a permit in 1973. The mobile home presently on the property was put there in 1983. Due to the fact that there were no building permit requirements for installation of mobile homes in 1983 to determine that the system is functioning properly, the Health Department asked to do an evaluation of the septic system before approving the building permit. HEALTH BOARD MINUTES, MARCH 17, 1992 2 The result of the inspection showed that Mr. Harr's mobile was installed over part of the septic system. Larry Fay stated that the septic system is probably in compliance with all standards except for setbacks from the building. Therefore, he cannot recommend approval for a building permit based on current regulations which stipulate that a septic system must be a minimum of 10 feet from a building foundation. Various options were discussed and it was agreed that none of them would work at this time. Commissioner Dennison moved to approve the variance with a requirement that a notice be placed on the title concerning this variance, commissioner Wojt seconded the motion which carried by a unanimous vote. ADMINISTRATOR'S REPORT Financial ReDOrt: David Specter reported on expenses and revenues for March 1992. The telephone expense has gone up due to new information received, therefore the number of telephone units may have to be reduced. Revenue is down from the projected amount. The variance shows in the grants and is largely due to the lag in state reimbursements. David Specter asked Ila Mikkelson, Treasurer and Mary Baldridge, Accountant, to come and spend some time with the Health Department staff to go over their money management procedures. It was very helpful and they had some good suggestions and recommendations. Proaram/Grant Update: The Dental grant application was submitted for the 1992/1993 calendar year. The program is done on a formula basis, based on the volume of activity in prior years. The application will be put on the Jefferson County Board of commissioners' meeting agenda on March 23, 1992, for signing. Facility Update: The move went smoothly, with the exception of having problems with the phones the first few days. Staff attitude is very positive and the reaction from clients is remarkable. APEX status Re-port: They are continuing with part one, developing an organizational action plan, which should be completed in a couple of months. Part two will lead to the community health plan. A schedule of completing part two will be presented at the next meeting which will lead to adopting a community health plan at the september meeting. The Board discussed ways to get the pUblic'S input and suggested the possibility of doing a survey. DIRECTOR OF NURSING'S REPORT WIC Proqram: Nancy Gow reported that they are working on reducing the WIC overload. No one over three years of age is enrolled. Wic funds were used to purchase needed equipment to run the program more efficiently. HEALTH BOARD MINUTES, MARCH 17, 1992 3 West End Services: Clallam County has not been able to fill the home health care position available. Nancy Gow will become the primary contact for the West End until another nurse has filled the position. Commissioner Dennison suggested checking with Grays Harbor County and the Indian Tribes. Nancy Gow said she was going to be spending some time out there in the near future and would look into working with the tribes and neighboring counties. ENVIRONMENTAL HEALTH DIRECTOR'S REPORT - CONTINUED Larry Fay reported that there are approximately 500 permits pending at this time. There is a lot of activity but it's mostly minor building permits. He is also working on section 63 of the Growth Management Act, and has talked with other Counties about water systems regulations. Since there has only been one violation of exceeding an MCL for an inorganic chemical, he may drop the water quality testing requirements of inorganic chemicals and only test for bacteria and nitrates.
