Brown. The following Board and Staff members were present: Commissioner Larry W. DeMlson, Commissioner Richard E. Wojt, Larry Fay, David Specter, Nancy Gow, and Dr. Geerlofs. APPROVAL OF MINUTES: Commissioner Dennison moved to approve the minutes of April 21, 1992 as presented. Commissioner Wojt seconded the motion which carried by a unanimous vote. ADMINISTRATOR'S REPORT David Specter reported that the State Secretary of Health wlll be visiting on July 7, 1992. FINANCIAL REPORT: David Specter reported that 31.6% of the budget has been expended to date. Office supplies. equipment, and postage are all higher than usual this time of year due to advance purchasing, and after going off scan the telephone bill doubled, Commissioner Dennison suggested doing an analysis of scan and other phone programs to find the best savings. David Specter reported that 32.2% In revenue has been received, PROGRAM/GRANTS UPDATE: An additional $1,680 was received from the Dental program grant. He reported the program was not going to be changed and that the monies received would be held in reserve, APEX REPORT/SCHEDUlE: A schedule for APEX, the Community Health Plan was presented, Step 2 Is to form a Community Health Committee made up of representatives that reflect geographical, professional, demographic, and Institutional considerations, Completion and adoption of the plan is scheduled for October/November 1992. A definition of a Health Problem was presented. After reviewing and discussing the definition, it was changed to read 'A situation Or condition of people (or environment) which is considered undesirable, Is likely to exist In the future, and is measured In terms of Its contribution to death, disease, and disability". The definition title 'Health Problem' was changed to 'Public Health Problem', HEALTH BOARD MINUTES - MAY 19, 1992 DIRECTOR OF NURSING'S REPORT Page 2 Nancy Gow reported they are proceeding with the Center for Disease Control immunization grant for funding of personnel and equipment, Monies received will go towards services only, not vaccines. She also reported that there was one case of Typhoid which was treated Immediately and precautions were taken to avoid a hazardous situation, She will be making a trip to the West End the first week in June to administer vaccines at the Correction Center and the Clearwater School. $TATlSTICS/MONTHLY REPORT: Visits to the Well Child Clinic were down due to the move. Efforts are still being made to reduce the case load of the WIG program. SAFE CLINIC FOR CHILDREN: A meeting will be held from 3:00 p.m. to 5:00 p,m., May 19, 1992 at the Health Department. Various groups that work with sexually assaulted children will be attending and working towards getting community support for this program. Dr. Schneldman Is raising funds to pay for the equipment needed and he will be interviewing a nurse hire who will then be going sent training, HIV/AIDS PROGRAM/PROPOSED WAL$-IN CUNIC: This month 26 people were tested for HIV. Year to date there have been approximately 75 people tested, Which Is an Increase of approximately 230% over last year. Case management hours have more than doubled from last years figures, Due to this increase more nursing time has been allocated which is impacting other programs. Appointments for testing are being scheduled 6 to 8 weeks in advance, resulting in no-shows. Therefore beginning June 1, 1992, a walk-in HIV clinic will be set up for Mondays from 1 :00 p.m. to 3:00 p.m, ENVIRONMENTAL HEALTH DIRECTOR'S REPORT DRAFT MOU/GROUP 8 WATER SYSTEMS: Larry Fay reported on the Draft Memorandum of Understanding (MOU) between the State Health Department, County Health Department, and PUD for small water systems technical assistance, The MOU specifies which systems each agency is responsible for. It outlines the collection and distribution of fees, and aliows applicants to apply directly to the Jefferson County Health Department or the State Health Department for final review and approval. The Board then discussed how the collection and distribution of fees might be handled, Larry Fay presented a fee schedule the State Health Department Is working on and suggested how the fees collected might be split between the agencies. He reported P,U,D. has concerns with staffing. Commissioner Dennison suggested getting the participation of the Water Utility Coordinating Council, Chelan, and other groups involved in water issues. Larry Fay stated that the water systems have to be signed off by a professional engineer or someone authorized by Bob Leach of P.U.D. Other Options were discussed such as, using consultants or the County Public Works engineers, If the work load Is too great for P,U,D. Larry Fay stated he would add wording to give the County Health Department the option to discontinue the MOU, and that he would have the Prosecuting Attorney look It over.
