Peter Geerlofs, M.D., Health Officer CITY OF PORT TOWNSEND REPRESENTATIVE: Sheila Westerman The meeting was called to order by acting Chairman Larry W, Dennison. The following Board and Staff members were present: Commissioner Richard E. Wojt, Larry Fay, David Specter and Nancy Gow. Chairman B.G. Brown was not present due to an excused absence, APPROVAl OF MINUTES: Commissioner Wojt moved to approve the minutes of June 23, 1992 as presented. Commissioner Dennison seconded the motion which carried by a unanimous vote. ADMINISTRATOR'S REPORT FINANCIAL REPORT: David Specter presented the monthly calendar and financial report. He reported that 49.5% percent of the budget has been expended as of July 1, 1992. A forecast of expenses will be prepared within the next two weeks. Clinical supplies is an area of concern. This category is made up of two elements, 1) State supplied vaccines and 2) clinical and program operating supplies. Currently vaccines are at 60% of the budget while operating supplies are at 75%. He will look into these areas. Telephone expenses are beginning to extend over budget as anticipated. Commissioner Dennison stated it may be advantagous for the HeaRh Department to go back on SCAN. He added that there will be budget shortfalls this year and that there are no plans for budget appropriations. He suggested the HeaRh Department look into the cost-effectiveness of using a postage machine instead of purchasing stamped envelopes. David Specter reported that 49% of the budget revenue has been collected. Of the Nursing fees received, $1,694 was donated for the SAFE program. Rotary donated $1,000, Clallam County Council on Child abuse donated $500, and $194 was donated by various individuals. PROGRAM/GRANTS UPDATE: David Specter reported that the application for the consolidated contract with the State was received. Commissioner Dennison suggested looking into the potential for Foundation grants for child related programs as they are less complicated than other types of grants. HEALTH BOARD MINUTES - JULY 21, 1992 Page 2 DIRECTOR OF NURSING'S REPORT STATISTICS/MONTHLY REPORT: Nancy Gow reported that in April of 1991 the WIC authorized case load was increased to 320 cases which was approximately 45% of the eligible population. lt was decided that in April 1992, three and four year olds would have to be cut from the program in order to reduce the case load. This brought the case load down to 360. As of July 1, 1992 WIC went from two contracts with two formulas to a single contract wnh one formula which has saved them enough money to increase the authorized case load. The Health Department will receive another $5.00 per case for the year on the 320 authorized cases for a total of $1,600. She reported in June there were 390 people enrolled of which 362 actually received vouchers. WIC will pay $4,750 if the authorized case load is increased to 390. The Health Department would have to voucher 95% of the 390. If the authorized case load is not increased, two year olds will also have to be cut from the program to get down to 320. If the authorized case load is increased it would mean an increase in workload for the staff and may require a clerk hire. After further discussion the Board concurred the authorized case load be increased to 390 and part of the money received from WIC be used for a clerk hire in order to alleviate the work load. The Board directed the Health Department to work with the Budget Manager on this and determine if there are any indirect costs involved. Nancy Gow stated that the HIV walk-in clinic is doing well. She is trying to increase immunization time and by mid-September she hopes to have a nurse available at any time during the week for immunizations. ENVIRONMENTAL HEALTH DIRECTOR'S REPORT STATISTICS/MONTHLY REPORT: Larry Fay reported on the new monthly statistical report form. He reported on the possibility of implementing a two hour class to be held at the Health Department one day a week for food handlers applying for health cards. Applicants would watch a video, participate in a question and answer period and then take an exam. He feels this would provide more education and personal contact than the method currently used. GROUP B WATER SYSTEMS/MOU UPDATE: Larry Fay stated that the draft Memorandum of Understanding (MOU) has been reviewed by the PUD and State Health Department. Minor changes were made and approved the Prosecuting Attorney. The MOU is now at the State Attorney General's office for review. He hopes to get approval within the next two weeks and then schedule n for signing on the Commissioner's Agenda. Discussion then turned to instituting fees. SECTION 63 GUIDEUNES UPDATE: The County Health Department has been assisting the State Health Department and the Department of Ecology with updating the guidelines for implementation of Section 63 of the Growth Management Act (GMA). Larry Fay stated he has received a second draft that states the updates will be adopted as guidelines rather than regulations. DETERMINATION OF DWEWNG STATUS UPDATE: RAY WILSON: Larry Fay reported that at the last meeting (June 23, 1992), the Board voted unanimously that Mr. Wilson's trailer is exempt from an onsite septic permn. One of the reasons used by the Board to base their decision was that the Building Department determined a building permn was not required. On July 15, 1992 the Building Department received a letter from the Department of Labor and Industries stating that Mr. Wilson's trailer is considered a mobile home and must be required to have a building permn before n can be approved for an electrical hook up. Larry Fay expects Mr. Wilson will ask the Board to approve a buiiding permn. Larry Fay stated he does not recommend that the building permn be approved. This trailer that is parked on the above mentioned property is labeled with a California sticker and is labeled as a mobile home. RCW laws of the state of Washington state a mobile home without a valid and current building permit will not and cannot be given an electrical hook up. RCW 19.28.210. I , 'ARTMENT . 98368 tl..e"1 1~ ( 't?~"'(7 July 6, 1992 RE: Decision concerning sewage system permit requirement 640 Leland Valley Rd Dear Mr. Wilson: The Jefferson County Board of Health, at their regular meeting on June 23, 1992, reviewed the information presented by Health Department staff, and you relative to the trailer you placed on your property on Lake Leland. The Board found that an onsite seWage system permit is not required in order to leave the trailer based on the following observations: ..-a:' The trailer is registered as a travel trailer. /tf.- The trailer is placed on jack stands and still on its tires and _ ~heels. ~ ~he trailer is not equipped with running water. -d-. A "sanican" has been placed on the property and arrangements have been made with a licensed pumper to service the toilet. ~. The trailer can be removed relatively easily (3 hours as stated by you) . _1:'; The Jefferson County Building Department has determined that a building permit is not required. If, in the future any of the above conditions should Change, a permit may be required. Additionally, the Board directed that the Health Department shall place a Notice to Title particularizing the Board's findings and conditions by which they ruled on the exemption. Finally, they noted that this ruling is not to be construed as policy for future actions.
