The meeting was called to order by Chairman B,G. Brown, The following Board and
Staff members were present: Commissioner Larry W, Dennison, Commissioner Richard E.
Wojt, Larry Fay, David Specter, and Jean Baldwin. Commissioner-elect Glen Huntingford
and Commissioner-elect Robert Hinton were also present.

ADMINISTRATOR'S REPORT
FINANCIAL REPORT: David Specter reported that 91 % of the budget has been
expended and 82% of budgeted revenues have been collected as of Decemher 1, 1992. He
stated he has done an overall projection through the remainder of the year which shows they
will he approximately $4,000 under budget.
Last year the Health department made recommendations as to how much money should be
allocated to various line items. Since these recommendations were never incorporated there is
more money in line items that do not need it and not enough money in line items that do.

He stated the same thing is happening this year and something needs to be done to fIX that,
Chairman B.G. Brown stated that can be fixed by budget transfers once the department is
aware that a line item needs more money. David Specter asked if budget transfers should
be done early or late in the year? Chairman B.G. Brown stated they should be done when
the department knows which line items are over and which are under. He stated that budget
transfers are done Quarterly and added that if they feel there are serious discrepancies in next
years budget there is still time to change it before it is adopted,
David Specter reported that revenue is under due to the fact that not as many permits were
applied for as had been projected and revenue projections were based on the proposed
increase of Health Department fees for 1992 that was not adopted until recently. Grant
payments have also been slow coming in. Approximately $40,000 in Grant checks were
received y~ierday that were not included in this months budget status report.
PROGRAM/GRANTS UPDATE: David Specter asked if the Board wanted to discuss
any of the program proposals for next years budget? Jean Baldwin asked about the status of
the HIV and food service add packages for the Health Department's budget? Commissioner
Dennison stated that all their request~ will be reviewed by the Board of County
Commissioners,
HEALTH & HUMAN SERVICES UPDATE: David Specter reported he has been
meeting weekly with retiring director of Human Services Ella Sandvig to discuss the
consolidation of both department~. He reviewed and explained the various plans drawn up
for the physical consolidation of the two departments. David Specter will be meeting with
the Substance Abuse State Coordinator to go through the codes. After discussion of the
plans and requirements by the state the Board concurred that a determination would be made
by the Board of Health next year.
He presented to the Board an organizational chart for Jefferson County Health and Human
Services. He has interviewed the office manager of Human Services, Harriet Bruner, who
will become the administrative services oftice manager after the consolidation. She is two
years from retirement and is interested in this new position and training her successor. After
discussing the duties that she would be taking on, David Specter stated he would like to
raise her salary to bring her more in line with other mid-managers.
APEX UPDATE: There have been discussions with Hospital Aministrator Vic Dirkson
and Debbie Bergthold of Olympic Area Agency on Aging (03A) and both are aware of the
APEX process and interested in community health planning. A meeting was held with the
hospital, State Department of Health, Mental Health, Community Counseling, and Community
Action, to discuss access to health care in the community. David Specter stated that the
APEX project should be expanded since there are all these different groups interested in
health care planning. He does have concerns about the hospital construction slowing down
the Health Department's planning process. Chairman Brown stated the Health Department
needs to take a look at what is the best way to proceed.

DIRECTOR OF NURSING'S REPORT
Jean Baldwin explained that last month she reported that the Hepatitus B/OSHA items are
covered, however, equipment was not included. She has since found that the dental
contmctors do not have proper outfits, equipment, or traveling gear, therefore it will cost the
Health Department approximately $1,000 to purchase those items for the dental program.
Those items would also be used for the nursing program.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT
APPEAL HEARING: RANDOLF ULBERG: Me. Ulberg filed a written appeal for a
hearing because the Health Department denied a permit to con~iruct a mound liquid waste
system on his Flager Road property in Nordland. The permit was denied because there is
insufficient unsaturated soil depth for a mound system. Since Prosecuting Attorney Mark
Huth could not attend the hearing, Larry Fay contacted Mr. Ulberg and he ha~ agreed to
reschedule the hearing. He noted that the ordinance requires a hearing to be scheduled
within 35 days after an appeal is filed. In order to make the deadline the appeal may have
to be scheduled on the Board of County Commissioners' regular agenda. He will check with
the Prosecuting Attorney on this. Commissioner Dennison stated that if its agreeable to Mr.
U1berg to reschedule past the deadline then it should be continued until the next Board of
Health meeting. Larry Fay will talk with Me. U1berg and the Prosecuting Attorney to set a
date for the Hearing.
Commissioner Dennison moved to cancel the appeal hearing scheduled for Randolf Ulberg
today. Commissioner Wojt seconded the motion which carried by a unanimous vote.
The next meeting will be January 21, 1992.
