The meeting was called to order at the appointed time by Chairman
B.G. Brown. The following Board and staff members were present: Commissioner
Larry Dennison; Commissioner Richard Wojt; Kathy Stafford; Larry Fay; and Nancy
Gow. John Heal of Bionomics, Inc. and David Specter were also present.
APPROVAL OF MINUTES: Commissioner Dennison moved to
approve the Minutes of January 15, 1991 as presented and Commissioner Wojt
seconded the motion which carried by unanimous vote.

ADMINISTRATOR'S REPORT
Welcome David Suecter: Kathy Stafford introduced David Specter
as the Health Department's next Administrator.
Comulaints re: Well Child Immunization: The Board reviewed the
problem of there not being enough space or time for immunizations. Kathy Stafford
reported that the number of positions added to the Health Department don't keep
up with the program needs and there isn't enough Well Child Clinic time. Two
days a month are being added to the new schedule beginning in March, which will
help ease the Clinic load. New clients are having difficulty getting services.
Eighty to Ninety percent of those using the Well Child services keep their
appointments and the wait for services is an hour to an hour and a half (in the
hallway).
Suace: Chairman B. G. Brown explained that space needs are being
handled and that the County is in the process of leasing space. It is anticipated
that leasing space for the Health Department will provide the most amount of
utilization for the lowest cost, especially in terms of building improvements such as
plumbing, and walls. Other viable options were considered.
A.I.D.S. Rel!ion VI Annual Reuort: Kathy Stafford reported that
Jefferson County is part of Region VI and the report consists of what has been
accomplished regarding A.I.D.S. by County. There is a section on Jefferson County
and what the County has accomplished with the A.I.D.S. funding.
Flex Time: Kathy Stafford reported that satisfactory flex time
arrangements have been made to accommodate the needs of the staff and
department. The details were discussed and the Board concurred that these
temporary changes are acceptable.
Tradinl! Health Deuartment Vehicle for a Car Pool Van: Kathy
Stafford reported that the van is needed now that more outlying clinics are
planned. Vehicle space is necessary for the clinic equipment and staff. The Board
approved a trade of the Health Department vehicle for the use of a van from the
Public Works motor pool on the days it is needed. The trade would eliminate
rental fees from the Public Works Department.

DIRECTOR OF NURSING REPORT
Statistics - Monthlv Reuort: Nancy Gow commented on the
statistics presented to the Board and reported the following:

In January 82 children were seen in the Well Child Clinic, including
the two Brinnon outreach clinics (with the ECEAP program) in which
17 to 18 children were seen.

The two days in February allotted for the outreach clinics will be used
for site evaluations and planning. The tentative sites are: Chimacum
at the Community Center on the fourth Friday of every month, and
Quilcene on the third Tuesday of each month.

The outreach clinics are anticipated to begin in March. There will be
an advertisement or article to let the community know about the
outreach clinics.

The Dental Early Childhood Evaluation and Assistance (ECEAP)
program was held at the volunteered space at Camp Parsons with
Doctor Chuljian and the Dental Assistant (paid for by Kiwanis).

The HIV testing continues to run at the same levels as last year;
there hasn't been a decrease in testing.
Nancy Gow reported that the two Public Health Nurse positions have been filled
from a good pool of applicants.
ENVIRONMENTAL HEALTH REPORT
Statistics - Monthlv Reuort: Larry Fay noted that the sewage
permits are about the same in January 1991 as they were in January 1990.
Onsite Sewal!e SYStem Policies: Larry Fay reported that in
November and December 1990 draft policies were developed to deal with areas
considered discretionary, ambiguous or inadequate in the Washington
Administrative Code for County sewage regulations. Minimum soil
depths for different kinds of on-site systems, minimum horizontal distances on
marine systems, and community sewage treatment systems that aren't specifically
earmarked in the regulations were addressed in the three policy statements
submitted to the designers and engineers that work regularly in Jefferson County.
Comments from people in the real estate community, designers, and engineering
firms were generally favorable, although there was a tendency to point out that the

County is not being restrictive enough with the policy statements. A discussion of
the various comments received and the specifics of the proposed policies was held.
Larry Fay commented that he feels the policy is reasonably operable and that there
isn't too much objection to it from those people planning to build. Both Kathy
Stafford and Larry Fay recommended implementing the policies as developed.
Commissioner Larry Dennison moved to approve the Onsite &wage System Policies
and Commissioner Richard Wojt seconded the motion which carried by unanimous
vote.
Pool and Sua Rel!Ulations - Interl!overnmental Al!reement:
Larry Fay explained that in the summer a draft ordinance to implement the
Washington Administrative Code governing the licensing, permitting, and
inspections of public swimming pools and spas was introduced. He reported that
since that time he has gone through the Washington Administrative Code in more
detail and it appears to him that a local ordinance is not really necessary. Due to
the way the Washington Administrative Code (WAC) is written, they are in effect
when the County has entered into an intergovernmental agreement with the State
Health Department. Basically the State Department of Health will complete the
construction permitting of new facilities or remodelling of existing facilities. The
County Health Department will be responsible for the ongoing operations permits
including annual inspections, investigation of complaints, and investigation of
accidents. Mark Huth, Deputy Prosecuting Attorney, reviewed the regulations and
concurred that the County only needs the agreement in place. A draft agreement
was submitted which included a listing of primary and secondary responsibilities for
construction permitting and operating permits. A discussion of responsibilities and
available personnel was held.
Commissioner Larry Dennison moved to approve the Memorandum of Agreement of
Services for Water Recreation Program with the State Department of Health as
presented. Commissioner Richard Wojt seconded the motion which carried by
unanimous vote (attached).
Tobacco Sales Rel!Ulations: Larry Fay explained that at the January 15, 1991
meeting the issue of whether or not the County should pursue a local ordinance to
deal with sales of tobacco to minors was considered. This ordinance would include
licensing retail tobacco sales and vending machine placement for tobacco products.
He reviewed the proposed Senate Bill 5567 and House Bill 1753 which would
expand on the Revised Code of Washington sections which deal with tobacco sales.
He reported that the proposed legislation does three things: (1) licenses vending
machines and retailers and wholesalers of tobacco products; (2) establish a fund for
educational purposes; and (3) require the sale of tobacco products to be handled
much the same as liquor sales. After reviewing the County ordinances and the
proposed State legislation Mr. Fay came to the conclusion that they cover the same

things. Local ordinances tend to be more detailed in terms of procedures. The
State tends not to get involved in how the regulations will be enforced, except to
say that the enforcement would be through the Alcohol Enforcement personnel. A
discussion was held regarding funding for developing educational campaigns on
anti-smoking, fee structures and collection of fees, grants for funding, and indicating
County support of the State legislation. Larry Fay suggested that the County wait
to see what develops with the State Regulations before imposing another license on
top of increased fees and licensing requirements at the State level.
Larry Fay will continue to look at the alternatives. He noted that the Revised
Code of Washington is weak where enforcement is concerned.
General Environmental Health Rel!Ulations: Larry Fay stated
that one thing that comes out of the swimming pool regulations, tobacco
regulations, and updating on-site sewage regulations is a priority in the
Environmental Health section to put together a set of rules and regulations for civil
procedures, hearings, penalties, appeals, and a process for people aggrieved by
Environmental Health decisions. He would like to see an overall ordinance that
stands on its own in terms of procedures and policies creating standards around
which the regulations could be revised.
