The meeting was called to order at the appointed time by Chairman B. G,
Brown, The following Board and staff members were present: Commissioner Larry
Dennison, Commissioner Richard Wojt, Dr. Peter Geerlofs, David Specter, Larry Fay, Nancy
Gow, and Anne Wells, WIC Program. Public Works Director Gary Rowe and Architectural
Coordinator Frank Gifford were also present.
APPROVAL OF MINUTES: Commissioner Dennison moved to approve the
Minutes of February 12, 1991 as presented and Commissioner Wojt seconded the motion
which carried by unanimous vote.
ADMINISTRATOR'S REPORT
Financial Report: Administrator David Specter presented and reviewed a financial report for
the Health Department for 1990 and to date in 1991. 1990 actual revenue was
$500,021,00 with actual operating expenses of $627,814.00. Some of the 1991 budgeted
expenses (asterisks items) are of concern because the '91 budget amounts are not up to
the amount of the actual expense in 1990, David Specter added that he hopes to give
an update on the individual Health Department programs at the next meeting.
The Board concurred that they would like to see program information at every Health Board
meeting.

Castle Hill Mall Space Proaram: David Specter presented a copy of the Health Department
Space Program for Castle Hill Mall (Dated March 5, 1991) which functionally defines
components of the Health Department's programs and addresses current needs, He
reported that Architectural Coordinator Frank Gifford has put together an analysis of the
costs of remodeling this space for these needs. He asked the Board if what is proposed
is acceptable to them because there is a substantial difference in budget from what the
original plans would have cost?
Commissioner Dennison stated that he is concerned that these leasehold improvements
would only be a five year solution. He asked how this plan would relate to long term
needs?
David Specter reported that these leasehold improvements are estimated to cost $19,50
a square foot. Typical medical office improvement cost $50,00+ per square foot. The
monthly rental fee for the space would be in addition to this cost.
Gary Rowe reported that the Clallam Jefferson Community Action Council has requested
more space, The discussion turned to space costs for short term (5 years) versus long
term, the significant investment (approximately $130,767,00 in lease improvement costs)
for five years of use, and increased square footage need by the Health Department.
Frank Gifford will develop comparisons for cost to purchase versus lease and the cost of
improvements,
Nancy Gow reported that the Nursing needs were developed from the standpoint of realistic
needs for operating in a professional manner. The Department needs adequate spaces
for confidential client services, There is not a great deal of slack built into the request.
Proaram Updates: Administrator David Specter reviewed the following programs:
. Dental Grant Application: The dental grant application has been submitted, The
State is supportive of this program because they see it as a model for other
counties.
. Child Safety Seat Program: The Child Safety Seat Program allows the public to
bring in child car seats to ascertain if they are safe or not. If the seat is not safe
they may turn it into the Health Department. David Specter stated that he would
like to run the program for a month as a trial. He noted a concern about the
liability issue if the Department determines that a seat is safe and an accident
occurs and then it is determined that the seat was unsafe. The Department will
check into this program further. The Health Department currently has a loan
program for car seats.
. Robert Wood Johnson Foundation Grant Application: The Health Department has
submitted a letter of interest for this grant. If that letter is approved then a grant
application will be provided, There is a three month process to review letters of
interest before a determination is made on applications,
. Mobile Dental Program Grant: The State has a program for a mobile dental van with
equipment. Originally the Community Action Council ran this program in Jefferson
and Clallam Counties.

DIRECTOR OF NURSING'S REPORT
Director of Nursing Services, Nancy Gow reviewed the monthly statistics report for the
Board.
. WIC Program: Additional funding has been proposed from the State for this
program which will provide services to 40 additional clients. A second day may
be offered in the Tri-Area every month. Chairman Dennison asked for WIC
program information so that he could discuss the program with Congressman AI
Swift, Nancy Gow reported that the program is only meeting 35% of those
eligible for it.
. Child Protective Services Contract is being re-negotiated for the next State
biennium, The program is in trouble financially.
. Crippled Children's Services program is now called the Children with Special
Health Care Needs program.
. Nursing Staff Changes: After discussion of the staffing needs of several nursing
programs, the Board advised that this request should be referred to the County
Commissioners for consideration.
. HIV/AIDS Poster Contest: This poster contest will run during April and May.
The grand prize will be a stereo and every child that participates will be given
one free video rental from a local video store.
DIRECTOR OF ENVIRONMENTAL HEALTH'S REPORT
Environmental Health Director Larry Fay reviewed the monthly statistics.
. Sequim Sludge Application Update: The completed application, Larry Fay
reported, has some minor discrepancies in numbers which are being worked out.
The County Management Plan doesn't allow sludge applications except the one
previously approved for the City of Winslow, An addendum to that plan to
address this will be developed and should take care of this problem. Sequim
has asked the County to consider issuing a 31 day emergency permit which
would include the same conditions as on long term permit. It will cost Sequim
$55,000 if they aren't able to apply sludge this month.
In response to a question from Chairman Brown, Larry Fay reported that
the County charges the City of Winslow an annual basic fee plus an
hourly rate. He suggested that Sequim be charged in the same manner.
Discussion ensued regarding the monitoring and other details of the
sludge management plan, Larry Fay reported that a draft permit will be
ready next month and it will spell out the conditions of the application for
monitoring, etc, The Board concurred that an emergency permit for the
City of Sequim be approved for a 30 day period.

amendment to Item #2 changing the timeline for completion to December 31, 1991,
Commissioner Woit seconded the motion which carried by a unanimous vote.

Dear Gentlemen;
Over the past year, Department of Ecology has
suggested necessary changes and additions that must
Quilcene/Dabob Watershed Action Plan, dated August,

As you know, the Puget Sound watershed action planning process is
intended to develop a program of effective actions to prevent and
reduce nonpoint source pollution within the watershed and to
negotiate commitments to the responsibilities, funding and time
frames for these actions with various jurisdictions and agencies.
In regard to Board of Health, Ecology's review team stated that the
"letter of concurrence" depicting actions for which B.O.H. was
responsible required more clarity and commitment to specific time
frames and specific actions.
In an effort to provide this, Jefferson County Health Department
Director, Larry Fay, Environmental Health Specialist, Linda Atkins
and I have revisited the language of the letter and propose changes
that we anticipate the Board can endorse as both more beneficial
and realistic.
We respectfully submit the revised letter of concurrence for your
review and approval.

STATEMENT OF CONCURRENCE/NONCONCURRENCE
FROM LEAD AGENCY TO AFFECTED ENTITY
TO: Jefferson County Board of Health
Items listed in the Quilcene/Dabob Bays Watershed Action Plan for
which your organization has primary responsibility.
Action Item Number:
2. At present, Jefferson County relies on the Washington
Administrative Code for septic system policy. The Jefferson
County Board of Health shall develop a county sewage disposal
system code which may be stricter than the WAC, pursuant to
chapter 248-96. This code would apply to all of Jefferson
County and should address the following concerns:
A. Prohibiting installation of on-site sewer systems within
ten-year flood plains within the Early Action and Ranked
county watersheds;.
B. Updating the policy on variances and the requirements for
enhanced treatment;
C. Updating the policy on system upgrades for major remodels,
replacements, and expansions;
D. Updating the policy on the horizontal and vertical separation
of primary and reserve systems;
E. Updating the present operation, maintenance, and monitoring
program to provide an identification, characterization and
mapping of prioritized "critical" areas which will be targeted
for special provisions, which may include but are not limited
to, enhanced treatment requirements, 100 per cent inspection
coverage, and community based treatment technology, where
water quality data indicates a problem.
F. The ongoing septic education program shall continue with a
.50 FTE from the Jefferson County Health Department;
G. A septage management plan shall be developed.

FROM LEAD AGENCY TO AFFECTED ENTITY
TO: Jefferson County Health Department
Items listed in the Quilcene/Dabob Bays Watershed Action Plan for
which your organization has primary responsibility.
Action Item Number:
1. Jefferson County Planning and Building Department and Jefferson
County shall pursue funding to assist qualified low and
moderate income homeowners with funding for septic system
repairs. Timeline: during the next grant cycle.
3. Enhance the coordination between the Jefferson County Health
Department, Jefferson County Planning and Building Department
and the public relative to permit requirements for new
development, expansions, re-models or repairs of structures
and septic systems. The recommended action for enhanced
coordination is to network the two county departments'
computer systems to provide comprehensive information centers
in each department of all set backs, special conditions and
permit requirements from both departments pertaining to the
site(s) in question. The Jefferson County Planning and
Building Department will be responsible for for networking
the departments' computer systems, and for providing training
to county Health and Planning staff in the use of the computer
network. Timeline: by October 31, 1990.
In addition, it is recommended that the two county departments
evaluate the feasibility of a single plot plan application
system, in which both departments' permit requirements are
documented on a single permit application form. A written
evaluation stating criteria, costs and timeframes or why the
action is not feasible for Jefferson County shall be prepared.
Timeline: by June 30, 1991.
4. Jefferson County Health Department shall ensure that 100
percent of new septic system installations in Jefferson County
are inspected prior to covering as per current state law.
Timeline: ongoing.
Additionally, it is recommended that Jefferson County Health
Department, upon Jefferson County Board of Health approval,
identify, characterize and map prioritized "critical" areas
within the Quilcene/Dabob Watershed which will be targeted for
special provisions, which may include but are not limited to,
enhanced treatment requirements, 100 per cent inspection
coverage, and community based treatment technology, where
water quality data indicates a problem.
Timeline: December 31, 1991
5. Jefferson County Health Department shall inform homeowners of
county programs which assist them with water quality, including
