The meeting was called to order by Chairman B. G. Brown. The following
Board and staff members were present: Commissioner Richard E. Wojt; Commissioner
Larry W. Dennison; David Specter; Larry Fay; Nancy Gow; Colleen Parker,
Administrative Clerk; and Denis Langlois, Public Health Nurse,
APPROVAL OF MINUTES: Commissioner Dennison moved to approve
the Minutes of July 16, 1991 as presented. Commissioner Wojt seconded the motion
which carried by unanimous vote.

ADMINISTRATOR'S REPORT
Financial Report: David Specter updated the Board on the budget
status. The Health Department has expended 58.5 percent of the budget. The
revenues are tracking slightly ahead of schedule at 60 percent overall. He noted that
telephone and travel expenditures are higher than expected, and that this reflects the
work being done.
Proaram/Grant Update: David Specter noted that program budgets and
grants being worked on (dental contract; A.I.D,S. contract; Coordinating Children's
Service program; and the W.I.C. program) have funding changes. He explained that
when all the program funding changes are considered, there are no major increases
and the budget evens out. The Consolidated Contract audit has been completed,
except for W.I.C., and the reviews were complimentary to the County with the one
criticism being the limited space from a safety and confidentiality standpoint.
Space Update: A discussion was held regarding the factors to consider
in relocating a portion of the Health Department and what alternatives are available.
A lease was proposed for the Castle Hill Mall for 10 years with $14.00 a square foot
for improvements. David Specter would like the proposal requoted for 5 years at
$20.00 a square foot for improvements. Changes in planning due to the possibility
of the Community Action Council and the Mental Health Departments moving out of
the Multi Services building were considered, Larry Fay noted that energy needs to be
directed to analyze each option so that a decision may be made. The Board
concurred.
ALETE (Automated Billina System): David Specter reported that
contracts for the ALETE System have been received and are under review. Tentative
training dates are planned and specifications for the hardware are being prepared.
APEX: Assessment Protocol for Excellence in Public Health: David
Specter reported that two meetings are scheduled in September to take the next step
of APEX. Scoring will be analyzed and a consensus score determined. This score
will provide indicators of strengths and weaknesses. An action plan will then be
developed. The majority of surveys were completed and returned.

Statistics " Monthlv Report: Nancy Gow explained that:

The immunization program has been impacted by the changes in
immunization law. Pre-schoolers and daycare children need the HIS
vaccine and sixth graders need a second Measles, Mumps, Rubella
immunization. Extra immunization clinics are being set up, as well as
clinics on the first day of school.

HIV testing is running at twice the rate of 1990. Four HIV positive cases,
and one case of active AIDS are being managed.
*
The state is encouraging the County to take more WIC cases, but this
hasn't been done due to space, staff, and cost issues.
*
The clients treated at the Sexually Transmitted Disease (STD) clinics have
increased by about 50 percent. The increase may be due to a rise in
STDs and/or improved cooperation between the local physicians and the
Health Department which creates more referrals. Nancy Gow noted that
there isn't any place in the county for low income women to get STD
treatment as the clinic only provides male examinations, and the nurse
is not licensed for women.

Statistics - Monthlv Report: Larry Fay explained that a majority of the
increased complaints are about neighbor's septic systems. He noted that the
willingness to complain may have increased based on public awareness of low-interest
loans for septic problems. A discussion was held regarding how complaints are
investigated and problems resolved.
Hazardous Waste Collection: Larry Fay reported that two hazardous
waste collection days are scheduled at the county landfill for August 23, and 24, 1991.
Another collection day is scheduled for August 27, 1991 at the Quilcene Community
Center. A discussion was held regarding the types of hazardous waste, fee schedules,
and ways to reduce waste.

Food Service License " Farmer's Market: Candace Castler and David
Hero were present to discuss the Farmer's Market, which is part of the Main Street
Project. The Market is held each Saturday from 8:30 to 10:30 a.m. and has been in
operation for a month.
David Hero reported that about 500 people attend the market each week with 14 to
20 vendors. He feels that the goals of maximizing community involvement, providing
local produce, and providing an economic and social event are being reached. The
issue is that the Health Department position on permitting vendors dispensing
potentially hazardous foods is cost prohibitive for a two hour market. To encourage
more local participation he would like a small scale vendor permitting process for
baked goods and seafood. He noted that given the short time frame of the market,
the hazards of shellfish are significantly less than for shellfish sold at all day markets.
He explained that he would like to see a Farmer's Market Permit become available,
and he stated that other counties have provided this. He suggested that a Farmer's
Market Permit be at a lower fee which is good only for the Market.
Candace Castler reported that she contacted people throughout the state. Bremerton
has an $8.00 Dried, Baked Goods Permit which is good for six months and the
vendors are allowed to prepare the food at home. Thurston County has a graduating
permit fee and vendor foods are treated the same as temporary permits, including
fish, meats, and shaved ice but the only applicant for this permit withdrew after
reviewing the fees. She explained that 80 percent of the booth space is allotted to
produce growers and 20 percent, or two booth spaces, are available for other forms
of food which may be potentially hazardous, The guidelines utilized by the Farmer's
Market include a Department of Agriculture handbook.
Larry Fay questioned that if the fees are prohibiting involvement of the community
vendors, if the County should absorb the cost of inspections or if the cost should be
carried by the program. David Hero stated that the Farmer's Market manager could
alert the Health Department whenever a new vendor is present so that spot checks
can be made, and safety knowledge assured.
A discussion was held regarding supporting small producers, vendors testing their
products in the market place, the limited season to produce shellfish, economically
prohibitive fees, responsibility of the County to the public safety, the general process
of inspection, preparation of food off the site, fee structures, safety rules, rewriting the
ordinance to include the farmers' markets, and the impact a food poisoning outbreak
would have on the Health Department due to investigation, and medical supplies.
The Board concurred that Larry Fay investigate the options for permitting the Farmer's
Market.

Mats Mats Quarrv Proiect - Water and Sewer: Larry Fay reported that
General Construction proposes to utilize sani-cans for 140 to 170 workers for two to
three years under a temporary permit. He explained that "temporary" is ambiguous
and that he needed clarification of whether the Health Department considers a permit
of such duration appropriate for temporary use.
Water availability, sani-can maintenance and pumping, and providing documentation of
san i-can sewage disposal were discussed. The Board concurred that Larry Fay
respond to General Construction approving the proposal with conditions on the
number and placement of units, reports on maintenance, and assurance of the pumper
for proper disposal.
Reauest for Restroom Variance; "Expresslv Victoria": Larry Fay
explained that Victoria Keelty, the proprietor of "Expressly Victoria" would like a
variance on having both a male and female bathroom facility as the business is mainly
take-out. After a brief discussion Commissioner Dennison moved to approve the
variance to allow one bathroom for use by both sexes. Commissioner Wojt seconded
the motion which carried by unanimous vote.
Monitorina Wells: Larry Fay reported that due to scheduling conflicts
with the driller, the well monitoring has been re-scheduled for August 21, 1991.
He will confirm the schedule with the driller.

Re: Port Townsend Farmers Market
Dear sirs,
The Port Townsend Main Street Project is currently sponsoring a weekly
farmers market in downtown Port Townsend. The market runs for two
hours between 8:30 and 10:30 AM every Saturday morning. We have worked
closely with the Health Department to make this community event a safe,
as well as enjoyable social event for the people of the region. Strong
support for the market has been expressed by the City Council, the
downtown businesses, and most importantly the community at large who
love the opportunity to interact economically and socially in this forum.
The market's rules require that at least 80% of the vendors at the market
must sell only produce, but allow the other 20% to be divided between
crafts and prepared foods. It is our hope to also allow the sale of shellfish
from licensed harvesters. Unfortunately, the the permitting requirements
and fees as they now stand create significant roadblocks to that end.
We would like the opportunity to meet with you to discuss options for
streamlining the permitting and inspection processes and minimizing the
fee structures involved in order to encourage the kind of community
involvement that makes a farmers market successful.
Our manager is collecting data from other markets around the state to
see how they have solved these problems. It is our hope that through
meaningful discussion, we can find a way to encourage this important
community event without jeopordizing the public health. I look forward to
meeting with you.

Development of a graving dock and industrial facility at the
Mats Mats quarry
General Construction Company is proposing the construction of a graving
dock (essentially, a dry dock) at the Mats Mats quarry to be used over a two
to three year period for the construction of concrete floating bridge
pontoons.
The project would employ between 140 and 170 workers.
The applicants propose to truck in water and provide sani-cans for workers.
The Planning and Building Department requests that you review and comment
on the referenced proposal. It would be helpful to receive your comments
by Tuesday August 21.

RE: Variance regarding toilet facility in existing building.
Dear Larry:
Please accept the variance for the bathroom facilities in the business address as
proposed in this letter.
I plan on opening a small Delicatessen in the Industrial Park located across the
street from Safeway in Port Townsend. In this location, there is only one bathroom
facility now. The regulations for the Health Department outline the fact that there
needs to be two separate bathroom facilities if you are serving the general public.
With this in mind, I am applying for a variance on this issue. I plan to be serving,
for the most part, the workers who are employed down in the Industrial Park, i.e.,
"Admiral Marine", etc. For this type of operation being mostly a take-out Deli, they
will most likely buy their food and coffee and go back to their job. All of the persons
working in the Industrial Park have access to their own bathroom facilities at their
prospective places of employment.
You have granted variances to other businesses now serving in this County. Saucy's
Pizza has only one facility as well as Elevated Ice Cream, along with Jackpot Food Mart.
