The meeting was called to order by Chairman B. G. Brown. The following
Board and staff members were present: Commissioner Larry W. Dennison; David
Specter; Larry Fay; and Nancy Gow.
APPROVAL OF MINUTES: Commissioner Dennison moved to approve
the Minutes of September 17, 1991 as presented. Chairman Brown seconded the
motion which carried by unanimous vote.

ADMINISTRATOR'S REPORT
Financial Report: David Specter explained the tracking of the budget
and where it would be at year end. There was some discussion about the following
budget items:
. Employees are accruing several hours of comp time. Part of the reason
for the increase is the extra travel time to Outreach Clinics in Quilcene.
They will be looking into a strategy to manage time more efficiently.
Chairman Brown mentioned that there is a limit on the number of comp
time hours that can be carried over to next year.
. Nancy Gow suggested that adding another telephone line may be
necessary to help reduce busy signals. The telephone bill is overbudget
because the State dropped long distance funding midyear.
. The budget impact of the increase in the mileage allowance was brought
up. Larry Fay suggested that tighter scheduling to maximize use of
County vehicles would make a difference.
. Revenue is up by $80,000. Nursing revenues have increased this year.
Maternity support revenues have almost doubled since the beginning of
the year.
Facility Update: David Specter presented a layout drawing of the Castle
Hill Mall space where the Health Department will be moving. Public functions are
toward the front, with the Environmental Health Counter, Nursing Reception Station and
a reception area. The clinic area is in the back part of the building. The examination
rooms are 8 by 11 feet and 10 by 12 feet, this allows room for a sink and counter,
an examination table, a chair and a stool.
There are 34 stations for employees. The new space allows room for positions
proposed in next year's budget. Some employees share desks. They will be using
existing furniture for about half of those stations and will purchase modular furniture
for the other half.
The phone system currently has 20 phones, there are 45 phones in the new floor plan.
These will be leased from ER & R Fund.

Administrator's Report - Continued
Chairman Brown explained that the funds being spent on the new facilities will mean
that there will be fewer programs available for clients. It will be a trade off because
there will not be as much money in the budget for programs.
ALETE System Status Report: This system was installed two weeks
ago and last week some Thurston County people were here to train two employees.
They will be able to implement the system immediately. It is located in a separate
room to register clients in a more comfortable setting. Eventually Environmental Health
may be able to utilize the system for licence renewals and food handlers permits.
When it is up and running, they will give the Board a demonstration.
APEX Status Report: David Specter reported that they have completed
scoring the questionnaires. There have been two meetings of the consensus team
with a facilitator from the State Health Department and they have sorted out their
strengths and weaknesses. The next step is to put these in priority order and develop
action plans. Three members of the staff will be speaking at a training session in
Yakima to help 32 other Counties get up to speed on this program. The goal is to
have the Community Health Plan done by next summer to be able to use it to define
budget priorities for 1993.
DIRECTOR OF NURSING'S REPORT
Statistics: Nancy Gow reported that there have been almost 500 people
at the first three flu clinics of the season. They will also be doing a clinic at the
Courthouse for employees again this year.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT
Complaints: Larry Fay reported that they are receiving more complaints
than last year, especially regarding on-site septic systems (failing systems, substandard
systems, or systems put in without a permit). He reported that about 10% of the
complaints are valid. There was a brief discussion about following up on complaints
and the importance of serving the taxpayers.

Food Service Waiver Policy: Larry Fay is putting together a policy for
non-potentially hazardous mobile food service of limited duration. He will have the final
policy statement ready for the next meeting. Jane Center would like to sell baked
goods at the Saturday Morning Market in Port Townsend. After a brief discussion
Commissioner Dennison moved to issue temporary approval for her to operate using
the draft policy as the interim guidelines. Chairman Brown seconded the motion which
carried by a unanimous vote.
Reauest for Release from Tippina Fees: A family in the Irondale area
has had several complaints against them for garbage and trash in their yard. They
have consolidated it into one large pile, but they do not have the money to pay the
$150.00 for dumping at the landfill. Community Action Council has donated $50.00.
Chairman Brown said that they could take the garbage to the dump and tell the fee
collector to bill the Health Department for the difference.
