Peter Geerlofs, M.D., Health Officer CITY OF PORT TOWNSEND REPRESENTATIVE: Sheila Westerman The meeting was called to order by Chairman B. G. Brown. The following Board and Staff members were present: Commissioner Larry W. Dennison; Commissioner Richard Woit; David Specter; Nancy Gow; and Environmental Health Specialist Gwen Howard. APPROVAL OF MINUTES: Commissioner Dennison moved to approve the minutes of November 19, 1991 as presented. Commissioner Woit secon<MI the motion which carried by unanimous vote. Health Board Minutes - December 17, 1991 Page: 2 ADMINISTRATOR'S REPORT Financial Report: David Specter presented a summary of expenditures and revenues for the year to date. There was a brief discussion on cutting costs in the telephone and travel areas. On the revenue side, they are a behind in billing some school grants. Also, some medicaid billings didn't get out because the Alete system wasn't on line. The Household Hazardous Waste Collection Event in 1990 was on a contract with the Hood Canal Coordinating Council. There were some problems with the billing and the Department has just received a statement for $8,219.00. This was not budgeted in 1991 so it will require an appropriation. Pro2ram and Grant Update: At the Washington State Public Health Association meeting, the State representatives reported that the first 2 1/2% of budget cuts have been completed. There will be a second 2 1/2% cut this week that will go into effect May 1, 1992. Facilities Update: The work on the Castle Hill Mall space is on schedule and due for completion in early February. It was agreed that the final arrangements of the lease be discussed with Dr. McCarron. APEX Status Report: There will be a meeting in January of the consensus group. When this system is implemented, it will help define a community health plan and focus on health care priorities and goals in the County. DIRECTOR OF NURSING REPORT State Health RepOrt: Nancy Gow reported that the State has funded $1000 to set up community forums to receive public comments for this report. The Department has compiled a list of legislators, local service groups and agencies that will be sent invitations. WIC Pro2ram: The State has appropriated more money for this program and has authorized an increase in the County's caseload. The County has to match the State funds; but because of County budget cutbacks and staffing restrictions, they are not able to take on more clients, even though the money is available. The County receives partial funding for 320 clients. Flu Vaccine: There is a limited amount of the flu vaccine at this time. Although no one has been turned away who has insisted on being vaccinated, they are only giving shots to high risk people. Health Board Minutes - December 17, 1991 Page: 3 Director of Nursing Report - Continued HIY Testing: There has been a continued increase in requests for this testing. A priority is to keep an open network with the teens and adolescents through several different programs, especially the SID program. The kids feel they can trust the Health Department representatives. DIRECTOR OF ENVIRONMENTAL HEALTH REPORT New State Regulations; On-site Sewage Systems: David Specter reported that at the Washington State Public Health Association meeting the State presented proposed regulations on septic systems that will soon be adopted. The State will establish a permit fee that will be added to the County fee. The DOH will also require certification for the local Environmental Health Specialists regarding on-site sewage systems. Proposed Policy; Temporarv Food Service Permits: Environmental Health Specialist Gwen Howard proposed a waiver from this permit for selling non-potentially hazardous foods for events that last 3 days or less. The Farmer's Market vendors had requested the waiver because the County has required a licence. The permit runs for one calendar year and there is a $10 fee for requesting a waiver. The applicant fills out a form, receives educational information on safe food handling and cleanliness, and is told that the Health Department may inspect. After a brief discussion, Chairman Brown asked that this item be put on the agenda next month to be considered for adoption. January Meeting Date: The Board of Health meeting date for January will be rescheduled for the Thursday January 23rd because of a conflict with the County Commissioners'meeting. The change will be advertised in the official County newspaper (The Leader). 1992 Health Department Budget: There was a discussion regarding cuts in the budget to reflect the new budget goal. The main concern was part-time employees. If some of these people could be cross-trained and work full time hours, the Department could cut costs on benefits.
