The meeting was called to order at the appointed time by
Chairman B. G. Brown. The following Board and staff members were
present: Commissioner Larry W. Dennison; Commissioner George C.
Brown; Administrator Kathy Stafford; Director of Nursing, Irene
Senior Pomeroy; Health Officer, J. Peter Geerlofs, M. D.;
Environmental Health Specialist, Linda Atkins and Environmental
Health Technician, Gwen Howard.

ADMINISTRATOR'S REPORT
Advertisement for Environmental Health Director: Kathy Stafford
reported that today was the final day to accept applications for
the Environmental Health Director position. They have received 16
qualified applications. Based on experience, they will narrow the
field to 10 or 12 resumes. The resumes will be sent to the County
Commissioners Office this afternoon. The date for the Interview
Screening is Thursday, February 22; the time has not been set,
though it was agreed that either B. G. Brown or George C. Brown
would be there. Three applicants will be interviewed.
Contracts for Professional Services: 1) Sheila Hunt and 2)
Aqreement Between Jefferson County and Clallam County: These
contracts for Program Coordinator for the Senior Screening Program
and to provide the service of an Environmental Health Specialist
and Community Health Nurse to Western Jefferson County were
referred to the Board of Commissioners for approval.
Meetinq with Frank Gifford, Architectural Projects Coordinator:
Kathy Stafford met with Frank Gifford, Architectural Projects
Coordinator, to discuss clinic space and future needs.
Nursinq Statistics: Kathy Stafford distributed copies of the
Nursing Service statistics. This was an expanded format to show
clinics. Also attached was the Environmental Health statistics
for December 1989 and January 1990.
DIRBCTOR OF NURSING REPORT
STD Clinic: Irene Senior Pomeroy reported that the response to
this clinic was as expected, though people were coming at different
times than the time slot allowed. This clinic has been advertised
for two weeks; she feels that future publicity will make people
more aware of the clinic hours.

60+ Senior Screening: The response to this clinic was also very
good. Sheila Hunt had been concerned about lab fees, but was able
to direct them to Medicaid and the CAC. Grace Chawes is helping
with sign ups, and pre-work, and any questions.

Twenty-five county employees received
MSSP Clinic: The involvement for the year in this program was
expected to be 20 mothers, 16 have signed up in a two month period.
In the future this program may have to be expanded. Medicaid
provides for this program through direct reimbursement.
WIC Satellite Program: The State's WIC Program is requiring that
Jefferson County increase the number of people being served to 35%
of eligible clients. There will be a WIC Clinic starting in April
at the Gardiner Community Center to help increase the numbers.
Irene Senior Pomeroy reported that Clallam County is serving some
of our cl ients and she has written a letter to Clallam County
asking that they refer these clients back to this county.
Community Health Nursing Advisorv Board Meeting: Irene Senior
Pomeroy reported that the Advisory Board will be looking into grant
prospects. They are distributing brochures and posters. One of
the members is volunteering in the 60+ Program. They will be asked
to help with the homeless and teen-age girls program; and also to
be involved in the Health Fair, Safety Awareness Week and Women's
Day. They will also be asked to recruit volunteers and seek
donations.
ENVIRONMENTAL HBALTH RBPORT
Earth Dav: April 22 is Earth Day. The Environmental Health
Department will be coordinating an April Events calendar to list
the environmental groups in the area and when they meet. There
will also be articles in the Leader to bring environmental issues
to peoples attention. On Earth Day, the main activity will be
replanting native Rhododendrons on Rhody Drive between Airport
Cutoff and Chimacum.

Advertisinq on Buses: Two of our local buses will have
advertisements on the outside concerning a state wide campaign
against hepatitis.
Fai linq Septic Systems: Linda Atkins reported that there are
property owners with failing systems who ignore the Health
Department's calls and correspondence or do not take their advice
on how to solve the problem.
Dr. Geerlofs commented about the amount of time that was spent
going back to people that would not listen to them. He suggested
that these people be asked to come before the Health Board at a
meeting or the Prosecuting Attorney's Office could call or draft
a letter to these people to let them know how critical the
si tuation is. There was a discussion about having Mark Huth,
Deputy Prosecutor, draft a general letter that the Health
Department could use in most situations when the Department is
being ignored. The Commissioners will ask John Raymond,
Prosecuting Attorney, if Mark Huth could attend the March 20th
Health Board meeting to discuss this letter.
The next regular meeting will be held Tuesday, March 20, 1990.
