The meeting was called to order at the appointed time by
Chairman B.G. Brown. The following Board and staff members were
present: Commissioner Larry Dennison; Commissioner George Brown;
Administrator Kathy Stafford; Director of Environmental Health
Larry Fay; and Acting Director of Nursing Nancy Gow.
APPROVAL OF MINUTES: Commissioner George Brown moved to
approve the Minutes of June 19, 1990 as presented. Chairman B.G.
Brown seconded the motion which carried by a unanimous vote.

ADMINISTRATOR'S REPORT
Amendment to Contract for P~ofessional Services: Kathy
Stafford explained that Bill NeSmith, Coordinator for the
Interagency Coordinating Council had requested a reduction in pay
of $4.50 an hour which would change his pay rate to $13.50 an hour.
The original contract was written for his predecessor who had more
expertise in some areas. commissioner George Brown moved to
approve the request for a reduction in pay submitted by Bill
NeSmith. Commissioner Larry Dennison seconded the motion which
carried by a unanimous vote.
DIRECTOR OF NURSING REPORT
Communitv Health Nursina Service statistics: Nancy Gow
explained that there is a correction to the Well Child Clinic
statistics. They only need 55 clients a month to meet the contract
with the State instead of 70 as shown on the chart. The remaining
statistics were reviewed by the Board.
60+ PrO<}ram Review: The 60+ senior screening program was
started in February and was scheduled for review in July. Nancy
Gow's recommendation is to terminate the program because of a lack
of pUblic response. Also, this program was to be self-supporting,
but most of the clients weren't eligible for Medicare and were on
fixed incomes, therefore they could not pay for services or could
only pay a minimum. Nancy explained that a program for seniors is
important, but more research will be done into other options for
a better program. The projected start-up time for a new senior
program would be the summer of 1991.
Nursing Retreat: On July 5, there was an all day nursing
retreat. The time was spent increasing communications and working
on ways to improve problem areas in the department. Nancy thanked
Peter Geerlofs and Kathy Stafford for their help and support.
Nursina Services for the West End of Jefferson County:
There was a discussion about the number of people in the West End,
both on and off the Indian reservation. The Indians do have access
to health care from Federal agencies one day a month, or at any

time at other facilities out of the area. Jefferson County serves
the West End one day a month, and also contracts with Clallam
county to have a nurse out once a month. Nancy is looking at the
needs of the people in this remote part of Jefferson County and the
possibility of increasing service, especially by working with other
agencies.
ENVIRONMENTAL HEALTH REPORT
statistics: There was a brief discussion regarding the
written report of Environmental Health Activities.
Draft Ordinance - swimmina Pools and Snas: The state
Board of Health adopted a Water Recreation Facilities Ordinance
last winter. Larry Fay presented a Draft Ordinance that would
bring Jefferson County regulations in line with these new state
regulations. Chairman B. G. Brown explained the procedures for
adopting an ordinance. It has to be published in the newspaper,
with a hearing date set and would be part of the County
Commissioner's meeting agenda. It was agreed that the
Commissioners would review the document, and have the Prosecuting
Attorney review it before it is published.
PrODOsed Amendment to Ordinance 2-77. On-site Sewaqe
Disposal SvstA1I1"': Larry Fay reported that the state Board of
Health On-site Sewage system Regulations were revised in November,
1989. The Board concurred that the present ordinance should be
amended to update the on-site sewage regulations. It will be put
on the County Commissioner's agenda as soon as possible.
Solid Waste position: Larry Fay explained that
Environmental Health Specialist Linda Atkins had been handling the
work on the Solid Waste Grant Program, as well as the Water Quality
Program. Now that the Water Quality Program is fully operable,
the work load has escalated, and he requested that the Board hire
an additional person as Solid Waste Co-ordinator to take over this
part-time position. commissioner George Brown moved to approve the
request. The Solid Waste Co-ordinator position will be advertised.
Commissioner Larry Dennison seconded the motion which carried by
a unanimous vote.

Existing On-site Septic Svstems - Alterations. Additions.
and Remodels: Larry Fay asked if the County has a policy that
requires that a septic system be brought up to code when a building
permit is approved for an alteration, addition or remodel, even if
there are no bedrooms or bathrooms involved? He cited three
examples. He will check with other counties and find out their
policy in such cases and report back. At the present time isolated
incidents should be acknowledged and a disclaimer should be put on
them.
