Peter Geerlofs, M. D., Health Officer CITY OF PORT TOWNSEND REPRESENTATIVE: Sheila Westerman The meeting was called to order at the appointed time by Chairman B.G. Brown. The following Board and staff members were present: Commissioner Larry Dennison; Commissioner George Brown; Administrator Kathy Stafford; Director of Environmental Health Larry Fay; Acting Director of Nursing Nancy Gow and Health Officer Dr. J. Peter Geerlofs. APPROVAL OF MINUTES: Commissioner Larry Dennison moved to approve the Minutes of July 17, 1990 as corrected. Commissioner George Brown seconded the motion which carried by a unanimous vote. Health Board Minutes: August 21, 1990 Page: 2 ADMINISTRATOR'S REPORT Chimacum School Contract: Kathy Stafford submitted an annual contract for professional nursing services with the Chimacum School District. There were no changes since last year. It will be put on the County Commissioner's agenda as soon as possible. State Contract for Dental Hvaienist Services: This contract with the State provides funding for a dental hygienist to service developmentally delayed people in Jefferson County. It will also be added to the County Commissioner's agenda. Kiwanis Fundina: Kathy Stafford reported that a representative from the Health Department met with the Kiwanis about funding for special programs. The Kiwanis were very interested and asked for a proposal of specific items and amounts. Another option would be targeting a particular program for which the Kiwanis would become the lead fund raising organization. A preventative program for child abuse was suggested as a possible "adopted program". Kathy Stafford and Acting Director of Nursing Services Nancy Gow are doing research on a similar program that has been very successful in Hawaii. Senior Wellness Conference: Kathy Stafford has been invited to join a team of Seniors that will be attending a one week conference at Ocean Shores in October. The focus is on promoting education on Wellness for Seniors in the community. The Health Department is doing research to create a program to help Seniors stay active, healthy and in their own homes. ComDuter Networkina: Kathy Stafford explained that the computer in the Health Department will be networked with the Planning Department and the Courthouse to implement the "one stop application" process (formerly known as the "one stop permit" process). This would be done by modem. therefore the Health Department has to add a dedicated phone line. There is enough money in the budget to cover the expense of this line until a budget extension can be completed. The Board concurred that the additional phone line be installed. Health Board Minutes: August 21, 1990 Page: 3 DIRECTOR OF NURSING REPORT Communi tv Health Nursina statistics: Nancy Gow reported on the Immunization Clinics statistics; there were 139 clients in July. The contract average is 100 a month. There was a discussion about the responsibility of the County regarding immunization for school age children. Nancy Gow reported a new state mandate for next year; all entering sixth graders will have to have a second set of measles, mumps and rubella shots. The legal accountability of record keeping was also discussed. WIC Clinic: The Women, Infant and Children Program is implementing a breast feeding education program this year. There is 100% funding from the state Department of Health on almost $5000.00 of specified equipment. ENVIRONMENTAL HEALTH REPORT statistics: Larry Fay noted that the numbers for on- site sewage had almost doubled from last year. He added that there was an increase in paperwork, especially on renewals of permits required on lots in subdivisions before they are put on the market. There was a discussion about these conditional permits that may become invalid if a neighbor should do the actual developing first, especially in the case of drilling a well. Larry Fay said that he would be re-examining this permit process. Kala Point Condominiums-Emergency Repair ~d: Tpe Kala Point Condominium Association is asking the co~ntyto releaSe ,$1000 from their trust fund for repairs on their sys1;.~IO' La+:!:y FaY asked the procedure for paying this money out. Chairman ~~9~~explained that Larry Fay needed to verify that repairs are satisfactory. It then goes to the Commissioner's Office and the Treasurer's Office issues the payment. Chairman Brown said the minimum balance of the fund is the original amount that was set up in the agreements. Health Board Minutes: August 21, 1990 Page: 4 Environmental Health Report - continued HB2929 - Water Availabilitv policv: Larry Fay reported that this state bill requires that if a person comes in for a building permit application they have to prove that they have a potable water supply. The state hasn't set up the exact guidelines yet, but in the interim, the Health Department has been using a form that asks for information on the type of water supply the property has: public, a well or a water rights permit. * * * * * * * The next regular meeting will be held Tuesday, September 18, 1990.
