The meeting was called to order at the appointed time by
Chairman B.G. Brown. The following Board and staff members were
present: Commissioner Larry Dennison; Commissioner George Brown;
Director of Environmental Health Larry Fay; Acting Director of
Nursing Nancy Gow and Port Townsend Representative Sheila
Westerman.
APPROVAL OF MINUTES: Commissioner George Brown moved to
approve the Minutes of August 21, 1990 as presented. Chairman B.G.
Brown seconded the motion in the temporary absence of Commissioner
Dennison which carried by a unanimous vote.

Solid Waste Permit Port Townsend PaDer: Dick
D'Agostino, Manager of the mill and Mark McCrary, senior Chemical
Engineer were at this meeting to represent port Townsend Paper
company. Larry Fay explained that in August, 1989 Jefferson County
issued a permit to Port Townsend Paper Company for an inert waste
disposal facility. The Department of Ecology appealed to the
Pollution Control Board, saying the material that the mill is
disposing of is not inert, and that the permit was issued
inappropriately. From testimony given at hearings in the spring
of 1990, it was decided that the material was not inert. The
permit was reversed and the matter was remanded to Jefferson County
for further action. The Pollution Control Board has said the Port
Townsend Paper company is subject to minimum functional standards
and the permit process needs to begin again. There could be an
interim permit so that they can have time to gather information to
go with the application.
It was the understanding of the county that Port Townsend
Paper company had decided not to appeal the decision of the
Hearings Board. Mark McCrary explained their legal council had
advised them to appeal, but also to continue gathering information
for a new permit. Larry Fay noted that they only had a few days
left to file the appeal and he didn't know if they could legally
begin a new permit process if they were appealing the decision.
Chairman Brown explained that the County would not be able to
continue the discussion without Mark Huth, Deputy Prosecuting
Attorney, present because there were legal issues involved. Larry
Fay said that he would contact Mark Huth as soon as possible and
Mark would get back to the Port Townsend Paper Company's attorney.
ADMINISTRATOR'S REPORT
ICC Contract Extension: Acting Director of Nursing Nancy
Gow submitted a contract amendment with the Department of Social
and Health Services for support of the Jefferson county Interagency
Coordinating Council. It is a budget extension for $1,000.00 to
finish out the year. Chairman Brown directed that it be put on the
next County Commissioner's agenda.
DIRECTOR OF NURSING REPORT
statistics: Nancy Gow reported that the figures in
August for the immunization clinics have almost tripled the average
monthly statistics. The flu season clinics will be set up soon and
this is adding to the current heavy workload of the staff.

The goal of the Maternal Support Program is 100 patients for
the year. At the end of August, they had seen almost 70.
The number of people being tested for AIDS is increasing, and
it takes about half a day's work for testing, counseling and giving
the results.
ENVIRONMENTAL HEALTH REPORT
statistics: Larry Fay reported that the majority of on-
site sewage evaluations were on new construction, rather than sales
of existing houses. Shei la Westerman, asked how the Health
Department determines when to do a re-evaluation of an existing
system? Larry Fay explained two circumstances: when owners are
applying for a bank loan and when they are applying for a building
permit for an addition to the house.
In response to questions by Sheila Westerman, there was a
discussion about the Port Townsend Sewage Treatment Plant and the
county's role in dealing with complaints about restaurant garbage.
seauim Sludae site Proposal: sequim has approached
Jefferson County with a proposal to develop a sludge disposal site
adjacent to the Winslow and Port Ludlow sites on Pope Resources
land. This brought up the fact that the Winslow site application
was for five years and would have to be renewed next year. There
was a discussion about whether Jefferson County should continue to
let other counties dispose of their sludge on their land. The
quality of the soil on the sites should be tested and monitored
closely; the sludge should also be tested. The cities and
companies involved need to provide this testing data.
Kala Point Maintenance Aareement: Larry Fay presented
a management agreement for the new on-site disposal systems at Kala
Estates. This is a standard contract that has been used in the
past at Kala Point for establishing an emergency repair fund.
Larry Fay's recommendation is to go on with the project. This will
be put on the county Commissioners agenda.

Water Availability: Larry Fay met with the Planning
Department regarding HB2929 and what constitutes an "adequate
supply of potable water". This can be in the form of a water right
permit, a well log, or a public water system. They have received
inquiries regarding cisterns and rainwater collection systems. It
was agreed to put this on hold until November to see if Initiative
547 passes, which would make the state law on growth management
much tighter with precise guidelines.
Household Hazardous Material Collection Davs: Two
hundred and fifty households brought hazardous materials to the
collection site by Castle Hill Mall. The Health Department was
very pleased with the public response and considered this a
successful event.
Time of October 16. 1990 Heetina: The October meeting
will be held at 2:00 p.m. instead of the regular 10:00 a.m. time.
This change is to accommodate a visit by officials from the
Washington state Association of Counties.

Dear Leslie:
I have received your motion to amend and supporting documents.
The County has no objection. If necessary, I will file a
pleading so stating. Also, the decision on rescinding the permit
has been placed on the agenda for the Jefferson County Board
of Health meeting on September 19, 1990. The Board will then
direct the Health Department to rescind the permit as per PCHB
order.
It is my understanding the Health Department is considering
issuing a temporary permit to allow use of the existing site
until the ground water monitoring system is in place. this
action would be contingent on your client's application for
a new permit. However, if your client wishes to further appeal
the matter, no action will be taken by the County with the
understanding your client would seek a stay of the PCHB order.
Please advise me as soon as possible regarding your client's
future course of act~on.

Dear Mr. Vogltanz:
Re: Sludge disposal alternatives for Kitsap County
We recently approved an area in Section 31, Township 28N, Range IE on Pope
Resources, Inc. land for the City of Winslow to apply their sludge for a
period of up to five years. Each year's permit renewal is subject to County
review and a backup area being available in Kitsap County. Until such time
we gain experience in sludge application and develop areas for Jefferson
County sludge generators, the County Commissioner's intent is to not allow
additional out-of-county sludge to be disposed of in Jefferson County. I will
provide the Board with a copy of your March 12 inquiry and you will be con-
tacted should they wish to consider your request further.
I agree, as all sewage treatment plants will be upgraded in the future to
secondary, the disposal of increasing amounts of sludge will be a problem
for everyone. Forest application of sludge appears to be the coming alternative
which can produce a beneficial use provided the public's health is protected.
We would be happy to share information regarding sludge disposal and you may
wish to contact the City of Winslow regarding their project.

Dear Hr. Durant:
Kitsap County is presently studying several alternatives for
disposal of the sludge produced by our secondary wastewater
treatment plants.
One of the alternatives is to apply the sludge to forest lands
(silviculture). As you are aware, the University of Washington
has been conducting research for several years at Pack Forest
and other areas to determine if there was a safe and beneficial
use of sludge on forest lands. It is our hope that we can util-
ize some of the knowledge gained from these projects and apply
sludge to forest lands. Kitsap County is presently studying
several areas where the sludge could be applied.
One of these areas is owned by Pope Resources, Inc., and located
in Jefferson County. It is our understanding the land is in
Township 28 North, Range 1 East, Section 31, E~ of W#~, N~ of
SW~, portion of SW~ of Section 30.
We would like to set up a time for a meeting with you to discuss
the possibilities of applying sludge to the forest land in the
above area.
