D., Health Officer CITY OF PORT TOWNSEND REPRESENTATIVE: Sheila Westerman The meeting was called to order at the appointed time by Chairman B.G. Brown. The following Board and staff members were present: Commissioner Larry Dennison; Commissioner George Brown; Kathy Stafford; Larry Fay; and J. Peter Geerlofs. APPROVAL OF MINUTES: Commissioner Dennison moved to approve the Minutes of November 20, 1990 as presented. Commissioner Brown seconded the motion which carried by a unanimous vote. Health Board Minutes . December 18, 1990 Page: 2 ADMINISTRATOR'S REPORT Robert Wood Johnson Grant Pronosal: Kathy Stafford presented a copy of this grant proposal to the Board. She explained that it was the first step of the process. The proposed grant is for $288,301.00, to be divided between the Health Department and the School District over a three year period. Snace: There was a discussion about lack of space to meet the growing needs of the Health Department. Chairman B.G. Brown explained that the County was negotiating a lease which should result in more space within the next six months. Solid Waste Grant. Comnuter: Kathy Stafford explained that DOE has put together a solid waste database and is encouraging computerization. She suggested that a computer could be purchased under the current DOE grant. The County would only have to pay 25% of the total price. She asked the Board to allow a budget extension to meet the initial expense. The Board concurred. ENVIRONMENTAL HEALTH REPORT Pronosed Policies . Onsite Sewal!e: John Heal, Program Director of the Hood Canal Coordinating Council was present to give his support when Larry Fay presented the Board with copies of draft policies for onsite sewage regarding vertical and horizontal separation and community systems. The WAC on vertical separation sets standards, but also gives the County final say in this area. The horizontal separation on marine systems would be more lenient than current policy, but more strict than the WAC. Larry Fay stated that the County's position would be clarified by these written policies. The WAC on community systems deals with systems that are over 3,500 gallons a day. This written policy would address the design, management and maintenance of smaller community systems. The draft proposed policies will be sent to designers, installers and other interested people with a memo asking for comments before the January Health Board meeting. Health Board Minutes - December 18, 1990 Page: 3 Environmental Health Report - Continued Water Availabilitv Update: Larry Fay is still in the process of putting together guidelines for alternative water systems to meet House Bill 2929 standards. He explained that Jefferson and San Juan Counties were the only two considering these systems and that there was not much data available. A part of the process might be that people who want to use alternative systems bring their proposals to the Board in a hearing process. * * * * * * * The next regular meeting will be held Tuesday, January 15, 1990.
