MINUTES
Week of October 8, 2007
Chairman Phil Johnson called the meeting to order in the presence of Commissioners David
Sullivan and John Austin.
PUBLIC COMMENT PERIOD: The following comments were made by citizens. Concerns
were expressed by a citizen about the process for Planning Commission's vote on the Security Services
Northwest (SSNW) Comprehensive Plan Amendment to re-zone property in Discovery Bay; the County
Commissioners were elected because they said they were going to improve the economy, but they haven't
encouraged more businesses to locate in the County and now the housing market has dropped so there will be
less revenue in the future from new construction and house sales; and the Commissioners' Office should scan
documents requested in public records requests and have them available by computer so that less money is spent
on copies and paper.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan
moved to approve the Consent Agenda as presented. Commissioner Austin seconded the motion which carried
by a unanimous vote.

Presentation by Consultant, Susan Harrell and Jefferson County DD Coordinator, Anna
McEnery re: Supported Employment: Anna McEnery introduced Susan Harrell who is a consultant with the
Washington Initiative for Supported Employment. Susan Harrell stated that State and local governments need to
set an example by hiring people with disabilities. She works with employers to create employment opportunities
for a variety of workers with developmental disabilities. Jefferson County has 302 employees and the goal is to
have 9 or 10 people with disabilities working for the County. Individuals with disabilities have job coaches at
their workplace that also work with other employees to provide information and support. Companies that have
hired people with disabilities have seen increased teamwork and they feel good about extending the opportunity
to an individual to build a life within the community and workplace. Individuals with disabilities usually live on
social security and this gives them an opportunity to have a job with benefits. She has meetings scheduled with
Public Health, the Department of Community Development, and Information Services to discuss employment.
Encouragement from above helps Department Heads start thinking about hiring individuals with developmental
disabilities.
