The meeting was called to order at the appointed time by
Chairman B. G. Brown. The following Board and staff members were
present: Commissioner Larry W. Dennison; Commissioner George C.
Brown; Administrator Kathy Stafford; Irene Senior Pomeroy; and Yuko
Umeda
APPROVAL OF MINUTES: Commissioner George Brown moved to
approve the Minutes of November 21, 1989 as written, Chairman B.
G. Brown seconded the motion which passed unanimous 1 y.
Commissioner Dennison was not present at the beginning of the
meeting.

ADMINISTRATOR'S REPORT
Search For An Environmental Health Director: The Administrator,
Kathy Stafford, reported that Dr. Geerlofs wasn't able to hold the
Retreat in December. The Retreat is for considering alternative
ways of handling the Environmental Health Director position. He
plans to schedule it for January. The next issue of Environmental
Health will have an advertisement for this position. The County
will also be advertising in Health Departments in Montana, Wyoming,
and Minnesota, as well as Washington State. There haven't been any
further responses from applicants.
Chairman B. G. Brown suggested that a consultant could be utilized
in the interim.
DIRECTOR OF NURSING REPORT
Flu and Pneumonia Vaccine Clinics: Yuko Umeda reported on the
clinics held this year. In 1989 a total of nine community, flu
clinics were held throughout the County. These clinics were also
offered at the schools and at the Kai Tai Care Center for staff
members. A total of 806 flu shots and 120 pneumonia shots were
given this year. The figures from the physicians in town have not
been received yet. Some physicians held flu vaccine clinics. In
1988 a total of 724 flu and 98 pneumonia shots were given.
Yuko Umeda also reported that Dr. Schneidman has arranged to
provide the County Emergency Medical Technicians with Hepatitis B
Vaccine. He will be administering the vaccine in January.
Employees considered at risk for contacting blood or other body
fluids, and syringes or needles, are offered the Hepatitis B
Vaccine. Yuko Umeda suggested that health care workers, Fire
Department personnel, and law enforcement employees should consider
being vaccinated. She also reported that some other local
agencies are contemplating the use of this vaccine, but the cost
is high, approximately $125 - $130 per person for three shots. It
was noted that if a person has already had hepatitis B, the vaccine
is unnecessary.
Organizational Chart~ for Health Department: Irene Senior Pomeroy
presented draft organizational charts. Various agencies have
requested a copy of the Health Departments Organization Charts.
After a discussion of the formation of the chart, it was decided
that the final version would be sent to the Health Board members
for approval.

AIDS Task Force: Irene Senior Pomeroy reported that this task
force has been going for two years. Yuko Umeda has been
coordinating meetings and taking Minutes. Irene Senior Pomeroy
stated that she asked the group to set specific goals to complete
or to decide if they wanted to be an ongoing organization. It was
decided that the AIDS Task Force would elect officers in January
as a community organization with the primary function of education.
The group will be sending out a survey to determine the needs of
the communi ty. The change in the task force organizat ion wi II
relieve Yuko Umeda of the administrative duties.
Public Health Nurse Positions: Irene Senior Pomeroy reported that
Juliann Fleming is returning on a part-time basis and that she is
willing to be full-time during Yuko Umeda's leave. Denis Langlois
will remain with the Health Department and since he has trained for
the STD Clinic, these responsibilities may be shifted to him.
Nurse Practitioner Position: Irene Senior Pomeroy reported that
two applicants are being considered for this position.
Qualifications will be weighed and a decision made, hopefully by
mid-.January.
ENVIRONMENTAL HEALTH REPORT
Extension of Ladley Septic Repair Deadline: Kathy Stafford
reviewed the situation on the Ladley septic repair. She noted that
Janet Welch wrote that she didn't receive the requested bids on the
design because the installers didn't foresee being able to meet the
Health Department's deadline. The deadline was extended from July
27th to October 1st, but the bidders did not have time to submit
a bid. An extension for the deadline is being requested again, as
it is likely installation might not be completed until the summer
due to the wet conditions of the soil and the schedules of the
installers.
Commissioner Dennison moved to grant an extension to the Ladley
septic permit for six months from this date; December 19, 1989 to
June 19, 1990. Commissioner George Brown seconded the motion which
passed unanimously.
The next regular meeting will be held Tuesday, January 23, 1990.
